Dear Friends -
Today, I officiated my 500th wedding! Officiating weddings is one of my favorite parts of being Mayor. I congratulate Stephanie and Sven and all the happy couples that have wed at City Hall throughout the years. Cheers!
City offices will be closed on Tuesday, November 11 in observance of Veterans Day. The Veterans Day ceremony will be held at 11:00am at the American Legion on Tuesday. In the case of rain, the event will be held at City Hall.
Trash/recycling will be picked up on Monday but will not be picked up on Tuesday, and will then be delayed one day for the rest of next week.

The City is preparing to launch Kingston Organics Phase 2, weekly curbside pick-up of food scraps, that is expected to begin in spring 2026.
Registration is now open for residents of the City of Kingston to receive a free city-issued 5-gallon container, which will be used for this voluntary curbside food scrap collection program beginning in the spring.

The City of Kingston has received grant funding to purchase two all-electric garbage trucks, which will be used to collect the food scraps, further minimizing the carbon footprint.
Phase 1 of the Kingston Organics program was launched in July 2023 with a free, voluntary food scrap drop-off program with 11 locations across Kingston. To date, 80 tons of food waste have been diverted from the landfill. Drop-off locations will continue to operate, and registration is still open for participation.
Currently, food waste disposed of in the Kingston refuse stream is transported daily to the Seneca Meadows Landfill, a 480-mile, 7.5-hour round trip. Reduction in waste could decrease tipping fees, reduce the number of trips dump trucks take to the landfill, and reduce greenhouse gas emissions, while saving taxpayers money.

| | Refurbished War Memorial & Veteran's Day Ceremony | | |
The Department of Public Works has completed upgrades to the war memorial at Clifton Avenue and Highland Avenue this week.
“I would personally like to thank DPW Deputy Superintendent Ryan Coon and his entire team for making these much-needed improvements to the beloved war memorial. This effort also included the support of the Town of Ulster Highway Department and our local veteran volunteers. The City of Kingston and the Kingston Veterans Association will rededicate this memorial during the KVA’s weeklong series of events that precede Memorial Day 2026.”
Work at the site included new curbing, sidewalk, and porous pavers, with additional beautification in the spring of 2026.
Bill Forte of the Kingston Veterans Association said, “I would like to thank Mayor Noble and Alderman Andrews for working with the Kingston Veterans Association to plan this project and also the men from DPW that made this project happen.”
The 2025 Veterans Day ceremony will be held at the Kingston’s American Legion Post 150 at 18 W. O'Reilly Street on Tuesday, November 11, 2025, at 11:00am. The public is invited and encouraged to attend. In case of inclement weather, the ceremony will be held in Council Chambers at City Hall.

| | New Dog Park at Forsyth Park | | |
A new dog park has opened at Forsyth Park! Mayor Noble said, “After hearing from the community that another dog park, specifically in the Uptown neighborhood was needed, the Parks and Recreation Department sprang into action to build a new dog park facility in Forsyth Park. I want to thank Lynsey Timbrouck and her team for spearheading this project. We are proud to open the dog park to the public today.”
Ward 1 Alderwoman Sara Pasti said, “One of the first questions I was asked after joining the Common Council two years ago was whether a dog park could be built in Forsyth Park. In 2024, the Mayor and I and a group of local residents reviewed a number of possible locations. I’m thrilled that City staff found space near the Forsyth Nature Center that could accommodate a small park. Thanks to the Mayor, the Department of Parks and Recreation, and the dog walkers who brought this to our attention, the new Forsyth Park Dog Park now provides an off-leash experience for the many dogs that visit in the park each day.”
Director of Parks and Recreation Lynsey Timbrouck said, “We are so pleased to be able to offer this new amenity to the community! I want to thank our maintenance staff who worked swiftly to complete this project before the colder months arrived.”
The dog park is located adjacent to the Forsyth Nature Center and Dietz Stadium and has parking available, which is accessible through the Dietz Stadium access road.
Signage will be installed, and though final work will be completed in the coming weeks, the Forsyth Park Dog Park is currently open to the public.

There are currently four vacancies for short-term rental full permits, and the online registration for the available permits will be open on Wednesday, December 3, 2025.
For one day, on December 3, 2025, the City’s short-term rental registration portal will be open for the available full permits, which had previously been at capacity and closed.
Under the City’s new form-based zoning code, the number of short-term rental full permits is limited to 1% of the City’s total housing units, which is currently 106 permits.
To apply for an STR-full permit, interested property owners must register for an account on the City’s registration portal. Once registered, contact the Office of Housing Initiatives to obtain an account code and account number, and express interest in applying for a full permit to be assigned the correct application. Property owners may then register for the full permit any time on December 3. A complete registration includes a completed application, proof of ownership, and payment of the annual registration fee.
If there are more registrations than applications available, the City will randomly select registrants until the full permit availability has been filled. Registrants not successful in receiving the full permit will be placed on a waitlist to receive permits as spots become available.

An exhibition entitled, 250 Years of America’s Voices, Stories, and Histories will be on display from December 6, 2025, through September 2026 at the Ground Floor Gallery of City Hall and will feature the work of 25 local artists.
The exhibition 250 Years of America’s Voices, Stories, and Histories, brings together memories of the past, experiences of the present, and visions of the future through the breadth of cultural intricacies woven through the fabric of our country’s 250-year dynamic yet complicated history.
From personal and familial stories to larger reflections on this nation, the 250 Years of America’s Voices, Stories, and Histories exhibition will feature a wide spectrum of artistic mediums such as quilts, metals, mixed media textiles, oil on linen, etching, acrylic, pencil, tintype, photography.
Artworks were selected by a panel and include pieces by Gülnar Babayeva, Fred Di Vito, Joe DiMaggio, Ted Dixon, Mary Elwyn, Amy Fenton, Judit German-Heins, Karen E. Gersch, Kevin Frank, Lijah Friedman, David Gonzalez, Emeline Hastings, Josh Kramb, Gabriella Mirabelli, Jacqueline Oster, Nancy Ostrovsky, Franc Palaia, Archil Pichkhadze, Elise Pittleman, Shani Richards, Jacquie Roland, Tafari Saunders, Kay Stuntz, Glenn Werner, Carol Wood, Ines and Jess Yupanqui. The exhibition will also feature artwork from local youth organization D.R.A.W. and an exhibit from the Pine Street African Burial Ground.
The opening reception will be held on Saturday, December 6 from 1:30pm-6:30pm. The event will feature performances by the Hardwoods Irish Fiddle Trio, the Key of Q, Evan Pritchard, the Samuel Mutter Chamber Ensemble, Former Ulster County Poet Laureate Kate Hymes, Alessandra, Grammy Winner Steve Gorn, and will close with a preview of Vanaver Caravan’s new choreographic work, “America In Motion.” The event will also feature a virtual reality experience courtesy of My Kingston Kids. The reception is free and open to the public.
This project is made possible with funds from the New York State Legislature and administered by Arts Mid-Hudson.

| | Roadwork/Infrastructure & Road Closures Update | | |
CSX will close the railroad crossing on Ten Brock Ave from November 9 to November 12, 2025 for routine maintenance.
TR Gallo electrical project– excavation is being done in preparation for the electrical restoration throughout T.R. Gallo Park. Please use caution when walking through the park and avoid construction zones. Construction zones are outlined inred in the photo below.
Henry Street– work on Henry Street by Verizon is being completed today; Verizon is removing remnant poles after moving overhead lines to the other side of Henry Street. This will enable unrestricted growth for newly planted trees.
Central Hudson– gasline replacement projects and paving restoration has been completed for 2025.
Albany Avenue ADA sidewalks– State DOT is removing and replacing sidewalks in various locations throughout Kingston, including along Albany Avenue, Ulster Avenue, and Route 32. The lane closures along Albany Avenue are causing delays.
Golden Hill– the installation for the permanent signal pole and traffic lights is tentatively scheduled for the week of November 10.
Loughran Park pickleball/tennis court improvement– construction is wrapping up with only punchlist items remaining to be completed.
