Dear Friends -


Happy Halloween! I hope everyone has a spooky, and especially safe, Halloween. When you're driving around this afternoon and evening, please drive slowly and always be on the lookout for trick or treaters.


As in years past, there will be an 8:00pm curfew in place tonight for those under 16 years old.


This weekend, the City of Kingston Transfer Station will be closed on Saturday, November 1.


City offices will be closed on Tuesday, November 4 for Election Day. Trash and recycling will be picked up on Tuesday.


A reminder about early voting, which runs through Sunday. All early voting and general Election Day information can be found here.

CDBG Application Deadline: November 3

Groups and organizations operating within the City of Kingston may request CDBG funding for eligible programs situated within the City.


Applications can be found on the City’s website here, as well as at the Community Development Office, Ground Floor, City Hall, 420 Broadway, Kingston, NY. Examples of eligible activities and a list of threshold criteria are included in the application packet.


Applications will be due by 12:00pm on Monday, November 3, 2025, at the Community Development Office or emailed to Amee Peterson at apeterson@kingston-ny.gov.

Mayor Noble, along with Council members from each ward, is hosting monthly ward meetings to meet with residents and hear their concerns.


Our final Ward meeting in 2025 will be Ward 9 on November 17.

Road Closures & Traffic Advisories

Friday, October 31 from 2:00pm to 8:00pm, Elmendorf Street will be closed with no parking between Broadway and the Elmendorf/Linear Park Bridge for a block party.


From 4:00pm to 10:00pm, Noone Lane will be closed between Pearl Street and Linderman Avenue for a block party.


Saturday, November 1 - for the Morning Star 5k Run, beginning at 9:00am, there will be intermittent traffic control along the race route.

Roadwork/Infrastructure & Road Closures Update

Paving– speed humps were installed this week on the following streets:


Pine St. between Franklin and St James Street

Gage St. between Farrelly St and the railroad tracks

Stephan St. between Farrelly St and Foxhall Ave 


Now that paving season has ended, the Department of Public Works will be preparing for snow/winter conditions.


Central Hudson– paving restoration continues next week. The following schedule is tentative and weather depending:


November 3: Clinton Avenue

November 4: Cedar Street laterals

November 5: various laterals


Clifton Avenue war memorial- DPW has been working to remove the asphalt from the war memorial at Clifton and Highland. Gravel has been laid and pavers will be installed in the next couple of weeks to finish the restoration.


First Avenue sewer work--milling and paving is planned for First Avenue from Kingston Street north to the City line for Monday, Tuesday and Wednesday next week (November 3-5). Be alert for flaggers and possible delays. Seek alternate routes.


Albany Avenue ADA sidewalks– State DOT is removing and replacing sidewalks in various locations throughout Kingston, including along Albany Avenue, Ulster Avenue, and Route 32. The lane closures along Albany Avenue are causing delays. Seek alternate routes.


Golden Hill- the installation for the permanent signal pole and traffic lights is tentatively scheduled for the week of November 10.


Loughran Park pickleball/tennis court improvement–the netting and remaining fencing will be completed today. The sound mitigation system will be installed next week.

The Kingston 311 app, website, and phone system allow residents to quickly and easily report issues and submit service requests.


The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations. Photos can be attached to illustrate service orders.



This system is a valuable resource to submit municipal service requests. Examples include:


  • Streetlight replacement
  • City signage, including overgrowth blocking traffic signs
  • Snow removal, reporting parking violations, and other snow issues
  • Parks & playground repairs
  • Report graffiti or vandalism
  • Trail issues
