Dear Friends,
Happy New Year! We officially made it through 2020 and I wish you all a brighter 2021.
On Tuesday, I delivered my 2021 State of the City speech at the Common Council meeting. Typically my speech would include a long list of accomplishments from each City department, touting our successes and planning for the year ahead. After the year we had, I didn’t want to recite a checklist of municipal achievements. Instead, I wanted to thank the Kingston community for their perseverance and talk about what each person in our community sacrificed.
I hope you will take a moment to watch or read the State of the City address, where I ask that-- as a City--we reflect on the path to recovery, prepare for rebuilding, and together reimagine all that Kingston can be.

Mayor Noble's 2021 State of the City Address
Mayor Noble delivered his annual State of the City Address, titled Recover, Rebuild, Reimagine, at the Common Council meeting on Tuesday, January 5.

Hudson River Brickyard Trail Open - Empire State Trail Complete
The Hudson River Brickyard Trail, the 1.9 mile section of the Empire State Trail that travels through the City of Kingston and the Town of Ulster, is now open to the public.
The Hudson River Brickyard Trail passes through 520 acres of formerly industrial land, now known as Quarry Waters, which Scenic Hudson protected last year. With New York State DOS funding, the City of Kingston, the Town of Ulster, Scenic Hudson, and regional and local partners collaborated to identify a new trail alignment, obtain local planning approvals and advance the project into construction. The trail’s route was chosen to minimize impacts to natural resources, maximize views of the Hudson River, and access future recreational amenities.
All parking for the Hudson River Brickyard Trail is located at Kingston Point Beach. From the beach, pedestrians take a short wood-chipped path, which leads to North Street and through the Hutton Brickyard property onto the trail. Trail maps are posted at Kingston Point Beach and the pedestrian gate at Hutton Brickyards. Winter hours are posted from 7:00am-5:00pm. The pedestrian gates at the Brickyards property are closed after 5:00pm through March 31, 2021. The trail is not maintained in the winter months but is open for recreation.
The remainder of the Quarry Waters property currently is closed to the public while Scenic Hudson continues to evaluate its natural and industrial features with a team of consultants led by the landscape architecture firm OLIN. In early 2021, the organization plans to host opportunities for community residents and stakeholders to help shape a vision for the future park. The Empire State Trail is the largest multi-use trail in the nation. This network of trails will contain 750-miles of pathways for walking/hiking and bicycling along scenic vistas and through New York’s historic communities.

Climate Action Plan 2030 Survey Now Open
A survey to gather community input for the Climate Action Plan 2030 development process is now open. The Climate Action Plan 2030 will determine the next ten years of the City’s climate goals, and the public will co-author the plan.
The short survey can be taken in English or Spanish at EngageKingston.com until February 7, 2021. In addition to the survey, the community will have multiple ways to get involved, including a public informational meeting next week, as well as focus groups, town hall meetings, and workshops.
The Climate Action Plan 2030 Kick-off Meeting, which will be held on January 14, 2021 at 5:30 pm, will include presentations by the City of Kingston’s Environmental Education and Sustainability Coordinator, representatives from Kingston-based nonprofit Citizens for Local Power, and Cadmus Group, an environmental consultancy firm. Cadmus will provide a broad overview of the planning process and examples of the type of recommendations that could be included in the final Climate Action Plan 2030.

Three New KPD Officers Sworn In
Congratulations to the Kingston Police Department's three newest police officers!
On January 6, 2021 Rafael Vega, Leanna VanWassenhove, and Abel Flores were officially sworn in as Kingston Police Officers. All three will begin attending the police academy next week. We welcome Rafael, Leanna and Abel to the team!

Dietz Stadium Improvements Public Meeting
The Dietz Stadium and Andretta Pool Improvements Project is a multi-phased, comprehensive restoration of the sports complex, parking lot, and surrounding drive. Upgrades are intended to make the facility a state-of-the-art regional sports attraction and economic driver for the City of Kingston. At the public meeting, City of Kingston staff, along with engineering consultants from CPL, will present the project’s master plan for public comment.
The master plan includes improvements to the scoreboard, bleachers, water fountains, fencing and gates, sound and Wi-Fi systems, lighting, bike racks, locker rooms, bathrooms, food vending, signage, parking, and more.
With initial funding from the DRI, Phase 1 construction began at the Andretta Pool in spring 2020, and to date, a new roof and masonry repairs at the pool house have been completed, as well as pool lining repairs and installation of a new pump and filter that will serve both the pool and a new splash pad. The splash pad, which was deemed a priority during DRI public engagement meetings, is expected to be installed by June 2021.
Funding for the Dietz Stadium and Andretta Pool Improvements Project includes the Downtown Revitalization Initiative grant, which the City of Kingston was awarded in 2017, and two additional grants from the NYS Environmental Facilities Corporation and the NYS Department of Environmental Conservation for green infrastructure improvements to the parking areas throughout the complex.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
