A Message From Mayor Steve Noble:
Dear Friends,
This week I signed Resolution #23 of 2021, adopting a requirement that all new housing developments of 5 or more units in the City of Kingston provide at least 10% of total units as affordable housing. I applaud the Common Council for acting swiftly to turn my recent Executive Order into binding legislation. There is an urgent and dire need for housing that is affordable in our community, and this legislation is one more step in making sure that all housing built in Kingston is inclusive. This legislation ensures that every new housing project will include apartments at a variety of income levels, which will allow us to continue to build and strengthen our community.
As a City, we are in need of housing stock at all income levels. I, alongside the Common Council, are working on many different housing initiatives, including combating displacement, renovating and returning zombie homes to the tax rolls, and supporting residents with a rental assistance program, among many others strategies. The Council will also be deliberating on my recommendation to implement a city-wide rezoning effort. Housing is a complicated issue that needs a many-pronged approach, and I am confident that this new legislation is a step in the right direction.

COVID-19 Information

As of Friday, February 5, there are 2266 active Covid-19 cases in Ulster County, 355 in Kingston, and there have been 217 deaths across the County. More local resources at Ulster County Covid-19 Information

The COVID-19 Vaccine Tracker Dashboard will update New Yorkers on the distribution of the vaccine including the number of doses received by the state, a breakdown of first or second doses, and the number of persons vaccinated with the first and second doses in each region.

Open Enrollment Period for uninsured New Yorkers has been extended through March 31, 2021. New Yorkers can apply for coverage through NY State of Health or directly through insurers.

If you have been on quarantine due to contact with someone known to have COVID-19:
- a negative test does NOT release you from quarantine.
- It is essential to wait 10 days full days to make sure that no infection appears, even if you have no symptoms, before being released from quarantine.
- Quarantine should last 10 days from the last exposure to a person with known COVID-19.
- In addition, you should continue to monitor yourself for any signs or symptoms of COVID-19 for up to 14 days after that last exposure.
- If you have any questions about your period of quarantine, please call your Local Health Department.
- Indoor and outdoor gatherings at private residences are limited to no more than 10 people.

New travel guidelines are in effect that allow out-of-state travelers to “test out” of the mandatory 10-day quarantine.

State of the Culture Event on Tuesday
The Arts & Culture Master Plan is the first comprehensive city-wide study of arts and culture resources and assets in Kingston. As a part of the planning process, the City of Kingston has hosted five virtual community workshops, conducted a series of stakeholder interviews and site tours, circulated an online cultural participation survey, and established a Cultural Asset Inventory. The State of Culture virtual event will offer the community an opportunity to learn about the initial findings from this first phase of research, an overview of the planning process, and an outline for next steps.
Global cultural consulting firm Lord Cultural Resources has led the development of the master plan along with Director of Art and Culture Affairs Adrielle Farr, Grants Manager Ruth Ann Devitt-Frank, and guidance from the Project Advisory Committee Community and the Kingston Arts Commission. Work on the Arts & Culture Master Plan began in June 2020, and is scheduled to conclude in May 2021.

Dietz Stadium Improvements Project - Give Feedback
Working with engineering consultants CPL, the City began a multi-phased, comprehensive restoration of its major sports complex in spring 2020. The Dietz/Andretta complex is the Kingston City School District's home field for football, track, the marching band, and special activities such as the annual high school graduation ceremony.
This important project has been kick-started with $2.5 million from the $10 million DRI award, the City won in 2017. This initial funding will cover the costs of a full master plan and designs as well as construction of some elements identified in the plan. Construction of the remaining elements will continue in the future as the City secures additional funding.
The master plan will include improvements to the pool and pool house (including installation of a new splash pad), scoreboard, bleachers, water fountains, fencing and gates, sound and Wi-Fi systems, lighting, bike racks, locker rooms, bathrooms, food vending, signage, parking and more.
In addition to the DRI award, the City has also received two New York State grants for green infrastructure improvements to the parking lot and surrounding drive —$1.5 million from the Environmental Facilities Corporation and $1 million from the Department of Environmental Conservation. Parking lot designs will begin in the coming months.
To date, CPL has completed Phase 1A, which included a new roof and masonry repairs at the pool house. Phase 1B wrapped up in September and included pool lining repairs and installation of a new pump and filter that will serve both the pool and a new splash pad. The Phase 1C pad installation will begin this winter and be completed by June 2021.

Vote on Playground Equipment for Kingston Point!
As a part of the Kingston Point Park Infrastructure Improvements Project, a soccer field and parking lot will be constructed near Kingston Point Beach. The Kingston Point Park Infrastructure Improvements Project is funded through a grant from the NYS Office of Parks, Recreation, and Historic Preservation and will go to bid in March with construction commencing in May 2021. Completion is expected by September.
With the city seeking additional funding, a playground will be added to the Kingston Point Park Infrastructure Improvements Project. The public is encouraged to vote on which playground design should be selected. As part of the poll, the City is proposing its first natural playscape for consideration. The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
