Mayor's Message:
Dear Friends -
We had a great, productive meeting of the Stockade Restoration committee this week. It's wonderful to see the Stockade District come together to collectively ensure that the entire business district is moving forward in a positive way.
The City is working with former Pike Plan building owners to provide settlement payments for facade work. The City Engineer will be working with individual buildings to address their specific needs in restoring the sign board area where the canopy was attached.
The current black plastic ice/water shield will be maintained by the contractor until August 27. The goal is to have as many restorations complete - whether the owner handles it or the City-contractor will provide a remedy - by the end of the summer.

| | Mayor Noble's 2026 Listening Tour | | |
Mayor Noble is pleased to announce that he, along with Council members from each ward, will host monthly ward meetings to meet with residents and hear their concerns.
Starting with Ward 1, Mayor Noble will host a monthly listening session, partnering with the Alderperson in a location either in the ward or nearby. The Ward 1 meeting will be held on Monday, March 23, 2026, at 5:30pm at The Pointe of Praise at 243 Hurley Avenue.
Mayor Noble said, “I look forward to visiting each ward again this year for my third Listening Tour. Several initiatives have come from these productive conversations, including the creation of KPD’s Traffic Safety Unit, lowering the citywide speed limit, installing speed humps, and many other safety measures across the community. I encourage residents to attend their local meeting and voice your thoughts and concerns. I look forward to hearing from you.”
The Ward 2 listening tour meeting will be held on Monday, April 20, 2026 at 5:30pm at St. John’s Episcopal Church at 207 Albany Avenue.
Future monthly ward meetings will be announced in the coming weeks.

| | Historic Preservation Award Nominations Due March 10 | | |
The Historic Landmark Preservation Commission (HLPC) has established an Historic Preservation Award Program to identify, recognize, support, and promote the excellence of historic preservationists in the City of Kingston.
Both the public and members of the HLPC may submit nominations, which must include written statements with visuals attached. Only projects, services, advocacy, and education completed within the previous two years will be considered, as this award will become annual.
Eligible recipients include building, building features, sites, property owners, architects, designers, craftspersons, archaeologists, historic preservation advocates and educators. The full award guidelines can be found here.
The deadline for submitting a 2026 nomination is March 10, 2026.
Awards will be announced in May, Historic Preservation Month, with a maximum of three awards per year.

NYS Adopts Disabled Veteran Tax Exemption | | |
New York State has adopted an amendment to the Alternative Veterans Exemption, which Mayor Noble recently recommended to the Common Council for local adoption, into statewide law.
Governor Hochul has removed the local opt-in option and made the veteran’s exemption law mandatory for all municipalities across New York State. As signed, the law will give 100% disabled veterans exemption from property taxes at their primary residence.
Mayor Noble said, “I am so pleased to see that the Legislature passed and Governor Hochul has signed this tax exemption into law for veterans who are 100% disabled from local taxes. I had recommended to the Kingston Common Council that we pass the law locally, but having the law be enacted statewide means more disabled service men and women will receive well-deserved tax relief.”
The law will go into effect on October 1, 2026. The exemption will be applicable to the 2027 assessment roll for eligible recipients.

Kingston ADU Expo on April 10 | |
The City of Kingston will host a free Accessory Dwelling Unit Expo on Friday, April 10, 2026, at the Andy Murphy Neighborhood Center.
The Accessory Dwelling Unit Expo will bring together homeowners and residents interested in ADUs as a housing solution with builders, architects, designers, and policymakers. Additional hands-on workshops and expert panels are expected to be announced soon.
The term ADU includes all forms of additional units on residential properties and may be either attached to the primary residence (e.g., basement apartment) or detached from the primary residence (e.g., garage conversion, cottage). Among many other benefits, ADUs can provide rental income to homeowners and offer an affordable way for renters to live in residential neighborhoods or can help older residents age in place.
Attendance is free, but registration is recommended. Please RSVP here.
Builders, architects, and anyone that could help Ulster County and/or City of Kingston homeowners build ADU projects interested in being a vendor is welcome. Please submit a vendor interest form here or contact housing@kingston-ny.gov with any questions.
