Dear Friends -
This week, we issued a request for expressions of interest for an abandoned City-owned site in the heart of Midtown. The property at 25 Field Court has sat vacant for years, while the surrounding corridor on Field Court has become a vibrant hub for local business activity.
We are looking for a developer who is able to clean up the site and ideally interested in creating affordable housing with mixed-use potential. This area is ripe for creating housing density while bringing other exciting amenities to the surrounding community.
We are excited to see what visions folks have for this site to reach its full potential.

| | Kingston Releases RFEI for 25 Field Court | | |
The City of Kingston has released a Request for Expressions of Interest (RFEI) for the City-owned property at 25 Field Court.
The property at 25 Field Court is an approximately 0.85-acre site in a mixed commercial and residential area in Midtown, directly adjacent to the Midtown Linear Park and near the Broadway business corridor. The property has frontage on two roads, 125 feet of frontage along Field Court, and approximately 120 feet of frontage along O’Neil Street. The property currently contains an unoccupied single-story 12,000 square foot brick building constructed in 1966, and has a parking lot fronting Field Court and another parking lot facing O’Neil Street. Historically, another building existed on the site that housed various mechanic and office uses.
The City of Kingston acquired the site in April 2024 and now seeks submissions from qualified respondents demonstrating the technical, design, and financial capacity to deliver a large-scale redevelopment. The City of Kingston envisions a dynamic, urban development that is integrated with the surrounding neighborhood, that leverages existing community assets, and significantly increases housing and/or commercial opportunities.
The City is currently working to designate the area of Midtown that includes 25 Field Court as a Brownfield Opportunity Area (BOA) as part of the Midtown Thriving project, and as part of that work, has received public input on priorities for redevelopment for vacant and underutilized sites in the BOA area. Once the area is designated as a BOA, the site would be eligible to receive additional tax credits and state grants. | | Solar Panels at Andretta Poolhouse | | |
The Andretta Pool complex is getting a 50-panel solar system installed by Solar Generation this week, which will fully power the pool house with an estimated annual output of about 25,000 kWh.
Once the pool house project is complete, contractors will move to the next solar panel installation at the Rondout Neighborhood Center. Both projects are expected to be completed by Labor Day.

Celebrated watercolorist Ray Curran, currently exhibiting at the Arts Society of Kingston (ASK) Spotlight Gallery, presented his painting of Kingston City Hall to Mayor Noble as a gift to the City of Kingston.
The watercolor, which captures the architectural beauty and historic presence of the building, was created as part of Curran’s long-standing effort to document Kingston’s landmarks through fine art.
Thank you to Ray for this meaningful gift, which underscores the important connection between local artists, City government, and a thriving community.

Then the Parks & Recreation Department are hosting Movies Under the Stars at Hutton Park at 7:30pm, playing Sonic 3.

Do you or someone you know need critical home repairs or accessibility modifications? Rebuilding Together Hudson Valley is now accepting applications for the Rebuilding Day program—a no-cost home repair initiative for income-qualified homeowners!
Rebuilding Together Hudson Valley (RTHV), a local nonprofit, is applications for home repair and accessibility modification until September 30. These services are provided at no cost to income qualified homeowners in Dutchess and Ulster Counties and focus on ensuring that individuals can live independently in a safe, warm, dry, and healthy home. You may qualify based on income and home value.

| 21st Annual Antique Fire Engine Muster on Saturday | |
The 21st Annual Fire Engine Muster will be held on Saturday, August 9 at the Volunteer Firemen's Museum from 10:00am to 3:00pm. The event features vintage, antique and new emergency vehicles on display at 265 Fair Street.

With the use of e-bikes and e-scooters on the rise, we’ll be sharing information and best practices.
The use of bicycles with electric assist (e-bikes) and electric scooters on some streets and highways was authorized by New York State law in 2020.
Lawful operation of e-bikes and e-scooters includes:
· E-bikes and e-scooters have the same rights and must follow the same regulations as drivers and cyclists
· Must be at least 16 years old to operate
· Do not operate e-bikes and e-scooters on sidewalks
· Operating in bike lanes, on rail trails, and in parks is allowed
· Obey all speed limits
· Ride single file and do not double up, as traditional bicycles can
· E-bikes are required to have a front white light and a rear red light after dark
· Class 3 (electric motor without pedal-assist) e-bikes are banned outside NYC
· Helmets are strongly recommended
The Kingston Police Department's Traffic Safety Unit has been tasked with enforcing these laws. E-bike riders can be ticketed for improper use.

| | Paving & Roadwork/Infrastructure Update | | |
Paving– Albert Street was paved last week. The August paving project will be:
Fairview Avenue from Merilina Avenue to Howland Ave.
Fairview Avenue Extension from Fairview Ave. to the end
Stickles Avenue from Fairview Ave. to the end
Prospect Street sewer project– striping on Prospect Street was completed last week.
Central Hudson– next week, gas main retirement work will continue on Merilina Dr, Voorhees Ave, and Alcazar Ave. Gas main installation will begin on Van Duesen Street. Service replacements will take place on Clinton Ave, Cedar St, Greenkill Ave, and Van Duesen St.
CSX crossings– CSX will be making improvements at three crossings in Kingston. The following roads on the following tentative dates:
Sunday, August 17 Foxhall Avenue crossing
Thursday, August 21 Smith Avenue crossing
Monday, August 25 Ten Broeck Avenue
Golden Hill- as part of the Golden Hill housing development, traffic improvements will be implemented at the Golden Hill Drive and Route 32 intersection, including new traffic and pedestrian crossing signals and the elimination of the right turn lane, allowing for wider shoulders at this location.
Temporary traffic signals will be installed at the intersection on or around August 15. These signals will remain in place until the work on the permanent signals is completed in November.
