Dear Friends -
The Kingston City Land Bank has completed beautiful renovations of four formerly vacant homes, which means that four families will soon be able to make the newly renovated affordable houses their home, and that these houses will now be a vital part of their surrounding neighborhoods.
I am also thrilled that Prop 4 passed and we know have a Community Preservation Plan in place!
City offices will be closed on Monday, November 11 in observance of Veterans Day. Trash/recycling will be delayed one day next week.

Kingston City Land Bank Lists 4 New Homes | |
The Kingston City Land Bank is pleased to announce that four fully renovated and affordable homes are available as part of the citywide “KCLB Keystone” program. These first 4 homes to be sold in the KCLB Keystone development are located at 28 Abbey, 20 Stephan, 38 Chapel and 69 Gill.
Full renovation details include upgrades to structural, plumbing, electric, insulation, new kitchens, bath/bedrooms, new windows, roofs and flooring. Upgrades also include new high-efficiency, energy-efficient systems for heating and cooling.
Interested homeowners may Register NOW to purchase these homes until December 15, 2024. All interested buyers must submit a new registration form during the current campaign period.

As this campaign progresses, we will update this registration page with additional detail on the homes, details to attend our public Zoom information session (offered in English and Spanish) and video walkthroughs of the homes themselves. Additional homes that are part of the KCLB Keystone program will be available in 2025. The KCLB has launched a new fundraising campaign to make these affordable homes…even more affordable! Funding for this development was provided by New York State Housing and Community Renewal’s Office of Community Renewal, federal American Rescue Plan Act funds awarded to the City of Kingston by the U.S. Department of the Treasury, and the NoVo Foundation.

Community Preservation Fund Passes | |
The ballot measure for the City of Kingston’s Community Preservation Plan was overwhelming passed on Election Day.
The Community Preservation Plan, which was Local Law 10 of 2024 on Tuesday’s ballot, allows the City of Kingston to protect open spaces and natural resources, environment, and community by developing a reliable, ongoing source of funding without increasing annual property taxes to support local for parks, trails, land conservation, and historic preservation.
The law creates a tax in the amount of 1.25%, on the purchase of property sales exceeding the Ulster County median sale price (currently $376,500) to fund the purchase of land and conservation easements to protect water resources, preserve historic properties, develop trail systems, protect ecological resources, and other similar land conservation activities.

Prince Street Section Now One-Way | |
The section of Prince Street from Garden Street to Foxhall Avenue is now one-way. You will not be able to turn onto Prince from Foxhall Ave.
This new traffic flow should greatly improve the safety of the intersection at Garden/Hasbrouck/Prince/E. O'Reilly.

UCAT Route Optimization Public Meeting | |
Share your thoughts on UCAT route improvements at an upcoming public meeting. UCAT is partnering with the Ulster County Transportation Council (UCTC) to study how the existing UCAT system — including its routes, schedules, and services — can be transformed to better serve the public.

During the meetings, the project team will introduce two preliminary scenarios for how transit service could change in Ulster County – and we want public feedback! The scenarios (developed based on previous technical findings and public input received in June’s public survey) will be available for public review and comment through November. Kingston Business Park Housing Study Meeting | |
A public meeting for the Kingston Business Park Housing Study, which will determine the potential for housing and/or mixed-used development at the Kingston Business Park, will be held on Wednesday, November 13, 2024 from 6:00-7:00pm at City Hall and via Zoom.
Consultants from Buro Happold will review details about the site and possible development approaches, with time allowed for discussion and Q&A.
The study will determine the feasibility of adding housing at the Kingston Business Park, a 107-acre property located at 370-384 Delaware Avenue currently owned by the Kingston Local Development Corp (KLDC). Buro Happold will perform initial site analysis, explore possible types of residential and/or mixed-used development possible under the City’s form-based zoning code, and make recommendations for new development. Buro Happold is an international, integrated consultancy of engineers, designers and advisers. The firm was chosen to lead this project through a competitive Request for Proposals process.
First established in 1998, the Business Park was originally designed to accommodate four to five light manufacturing facilities totaling 300,000-500,000 square feet, utilizing approximately 40-50 acres for commercial development. Currently, there are two active commercial tenants: Howmet Aerospace and Community Manufacturing Solutions. Weekly Roadwork/Infrastructure Update | |
Clinton Avenue Intersection Improvements– paving is complete. Traffic signal work may be in progress next week. Remain alert for workers and flaggers. Project completion is expected by late December.
Central Hudson– gas main installation will continue on South Clinton Ave, Marius St, Josephine Ave, and Donovan Pl. Gas service replacements will continue on Pine St, Greenkill Ave, and South Prospect/South Clinton neighborhood.
ADA Curb ramps – crews will be completing their final intersections at Clinton Avenue and Maiden Lane and St. James Street.
Prospect Street sewer project– work is continuing on new curbs and sidewalks. Work is continuing for underground sewer and storm drain replacement between Liberty and St. James. Paving may occur on part of the street next week. Road is generally closed during daytime except for local traffic. Saturday work is also planned.
Post Office Park— concrete art pedestals were created this week. Next week trees and shrubs will be planted.
