Dear Friends -
Happy Arbor Day! The City of Kingston has been a proud Tree City USA for 29 years. In 2020, we set an ambitious goal of planting 1,000 trees by 2030 and created a tree counter to keep us on task. We're almost halfway!
On the topic of trees, we have two public meetings next week that we hope residents will attend to find out more about upcoming initiatives.
On Monday, April 28, an informational meeting about a proposed Tree Preservation Ordinance will be held at City Hall at 6:00pm. The draft Tree Preservation Ordinance can be found here.
On Tuesday, April 29, a public meeting regarding the Kingston Point Park Improvements Project Phase 2 will be held at 5:00pm at City Hall. In Phase 2, half of the existing parking lot on the south side of Delaware Avenue will be returned to a natural wetland. The other half of the lot will be raised to prevent future flooding and will remain in use for parking. The project will provide improved access to the BMX bike facility, softball field, and dog park and will enhance the existing connection to the Empire State Trail with new crosswalks, sidewalks, and pathways. Sponsorship opportunities are now available for the newly renovated Robert H. Dietz Memorial Stadium.
Dietz Stadium is jointly owned by the City of Kingston and Kingston City School District and hosts sporting events-- from Kingston High School athletics to the semi-professional soccer team Stockade FC, as well as large-scale events, and is open to the public daily, drawing many thousands of visitors each year.

The facility is managed by the staff of the Parks & Recreation Department, in partnership with KCSD staff. The stadium is open to the public when not in use for school athletics and band practices.

| | Join Kingston Clean Sweep on May 3 | | |
The 16th annual Kingston Clean Sweep citywide clean-up event will take place on Saturday, May 3, 2025 from 9:00am to 12pm.
The Kingston Clean Sweep is sponsored by the Friends of Historic Kingston and the City of Kingston with support from Herzog’s and Stewart’s. If you are interested in joining the clean-up effort, there will be three locations with supplies, like bags and gloves, at: Friends of Historic Kingston (corner of Wall and Main Streets), Andy Murphy Midtown Neighborhood Center (467 Broadway), and the Hudson River Maritime Museum on the Strand.

| | RUPCO Vacant Rental Improvement Program | | |
The Vacant Rental Improvement Program (VRP) is a grant program to support repairs and rehabilitation of vacant rental units and other vacant spaces to increase the supply of critically needed apartments for low- and moderate-income renters.
The program aims to help owners of rental properties bring vacant units and spaces in small-scale properties back into productive use to create safe, quality, and affordable long-term rental units. Eligible applicants can receive grants of up to $75,000 per unit. In exchange for funds, landlords must agree to keep rents affordable for up to 10 years.
Eligible activities:
- Repairs and improvements may include health and safety improvements, correction of code violations and/or updating spaces to meet residential standards, accessibility modifications, environmental remediation, and other repairs determined by the local program administrator as necessary to rehabilitate vacant units.

The Kiwanis Club of Kingston will host the 41st annual Kiwanis Kingston Classic on Sunday, April 27 at 10:00am.
The 10K, 5K and 1.5-mile runs take place in the Waterfront district with the Hutton Brickyard trail as part of the longer racecourse.
A post-race party and awards ceremony will immediately follow the race. More info can be found here.
From 9:30am to 12:30pm, the following roads will be closed for the race: East Strand from the Maritime Museum to North Street, North Street from East Strand to Hutton Brickyards, Delaware Ave from North St to Rotary Park.

In addition to previously announced paving on Spring Street from Broadway to Ravine Street during the week of May 12, another paving project on Delaware Avenue from North Street to the Cordts Firehouse has been scheduled for the week of May 5, 2025.
Preparation in this area has already been completed. Milling is expected to begin on Monday, May 5, 2025, with paving expected to be completed by Friday, May 9, 2025, weather depending. A road closure is expected, with detours and changes in traffic patterns.
During the milling and paving operation, all vehicles must remain off the street. Once the paving process begins, access/egress will be denied until the blacktop cools enough for normal vehicular traffic, approximately three to five hours. Never move or go around barricades.
Mayor Noble said, “We are pleased to add extra paving projects to our previously announced work. Our paving contractor, Callanan Industries, had a last minute opening this week, and we were able to add a portion of Flatbush Avenue to our paving plans. In addition to the previously announced work on Spring Street in May, the Department of Public Works was able to schedule a portion of Delaware in early May as well. We ask for patience during this process as we make vital improvements to our City’s infrastructure.”
Edward Norman, Superintendent of Public Works said, “As always, please be mindful of our staff while they are working to improve the condition of our streets throughout the City. There have been a few close calls within work zones, and we have asked KPD to help enforce work zone rules. Safety is everyone’s responsibility for the well-being of our staff.”

| Paving on St. James Street this week | | Roadwork/Infrastructure Update | | |
Paving- paving was completed this week on portions of St James Street and Prospect Street with an additional portion of Flatbush paved today.
Prospect Street sewer project– sewer work will continue on Prospect Street at Cedar Street. The intersection of Prospect and Cedar remains closed to through traffic, with expected re-opening of the intersection by 6:00pm on Tuesday, April 29.
Traffic signal work will be underway Monday, April 28, starting at 7:00am on Clinton Avenue at Albany/Pearl and Clinton Avenue at Westbrook Lane/John Street. The work will result in closure of portions of Clinton Avenue and John Street except to local traffic. Detours will be posted. The work is expected to take only one day.
Central Hudson– main installation will continue the week of April 28 on Fairview Avenue, Stickles Ave, and Howland Ave. Expect road closures and detours.
Archtop Fiber– one crew will be working on Patriots Place, Heritage Court, Fairmont Ave, and Main Street. A repair on Schryver Ct is being scheduled. A second crew will be working on Marius St, and will then move to Josephine and Delta. Final restorations in previous project areas will pick back up soon.
Construction continues on The Metro building, with improvements to a secondary street/informal parking area near Greenkill Avenue from South Prospect Street to South Clinton Avenue, to the South side of the current bicycle pathway. This work will not impact traffic or create road closures. The Barmann baseball field will only be accessible from S. Clinton Ave. Base paving of the area is planned for May, with the area expected to reopen in June. Final paving and striping will be completed in the fall. More on the project can be found here.
