Dear Friends -
I hope everyone has a safe and happy Memorial Day weekend. There will be a candlelight virgil at the Ulster County building in Uptown Kingston at 8:00pm tonight. We have the Kingston Veterans Association ceremony at City Hall at 1pm on Monday, followed by the parade. Spectators are encouraged to bring a chair and line up along Broadway.
As a reminder, City offices will be closed on Monday and trash/recycling pick-up will be delayed one day next week.

Memorial Day Ceremony & Parade
|
|
The annual Memorial Day Ceremony and Parade will be held on Monday, May 30, 2022. The ceremony will begin promptly at 1:00pm in Veterans’ Park in front of City Hall, located at 420 Broadway. Retired Army Sergeant First Class Bill Forte will give the Memorial Day Address. At 1:45pm, the Memorial Day Parade will step off from Andrew St. and will proceed along Broadway towards Uptown.

RUPCO Public Meeting for Quality Inn Housing Project
|
|
RUPCO is hosting a public meeting for the “Quality Inn” Housing Project on June 1 at 6:30pm at the Town of Ulster Town Hall to discuss a proposal to convert the hotel to permanent supportive housing. Though this project is located in the Town of Ulster, I am very supportive of creating this much-needed housing adjacent to our City.
The proposed project is for the conversion of a 145-room hotel to approximately 81 apartments with about 11 three-bedroom, 21 two-bedroom, 24 one-bedroom, and 25 studio apartments. Emphasis will be placed on moving homeless families and individuals out of long-term hotel/motel placements and into permanent supportive housing. The RUPCO project is in partnership with Ulster County, Family of Woodstock, and Catholic Charities.
The development will include supportive services, such as assistance in accessing public benefits, job training, life skills training, behavioral health, food access and nutritional support, recreational activities, and on-site daycare. Small buses will be used to transport residents to appointments and for recreational purposes. The onsite indoor pool will be available for therapeutic purposes. The grounds will contain developed green space for passive and active recreation. The project is expected to be completed by the winter of 2024.

Kingston Forward Draft Zoning Code & Public Meetings
|
|
The City of Kingston has released an initial draft of the revised zoning code. The draft code sets new standards that address community goals, such as increased walkability and historic preservation, improving housing choice and affordability, supporting resiliency, mobility choice and healthy lifestyles through public open space, waterfront, and street design standards, and by removing barriers for small, incremental development. Once adopted, the new code will impact all development in the City of Kingston.
The City of Kingston will host a series of public meetings to solicit public feedback. At the hybrid public meeting on June 8, representatives from Dover Kohl and the City of Kingston will provide an overview of the draft code. At a series of open house events, staff from Dover Kohl, City staff, and Common Council members will be available to answer any questions.

Summer Youth Employment Program is Accepting Applications
|
|
The 2022 Ulster County Summer Youth Employment Program is accepting applications from Ulster youth between the ages of 14 and 20. SYEP operates from June 27 to July 29, and pays $15/hour for to 40 hours per week.

City of Kingston Job Opportunity

The City of Kingston is seeking an Economic Recovery Plan Project Manager to be responsible for the overall administration of the $17.3 million dollar federal American Rescue Plan grant (ARPA) project for the City of Kingston.
This position will manage various grant projects in the areas of housing, infrastructure, local business support and development, local nonprofit support, and others. The position is responsible for developing, implementing and directing various projects, specifically related to American Rescue Plan Act federal funding grant. Roadwork Update for Week of May 30
|
|
To help alleviate conjestion, Abeel Street will be switched to a one-way street for the remainder of the construction on the Wurts Street Bridge.
Abeel St. (from Post Street to Hone Street) will be one-way in the westbound direction (leaving the City limits). This will eliminate the alternating signals at the Abeel St and Wurts St. intersection. Eastbound (inbound) traffic will be rerouted at Hudson, Ravine or Hone Street to get to Broadway/Wurts Street.
Current construction on the Wurts Street Bridge includes preparation for future concrete work involved with the bridge deck replacement. In the next couple weeks, the project will construct a pedestrian sidewalk shed beneath the bridge to keep the walkway open and dock access available beneath the bridge during construction.
Emendorf Bridge construction continues, and is expected to wrap in the next couple of weeks.
Central Hudson: Main installation will continue next week on Stephan St, Farrelly St, Florence St, Hayes St, and Lincoln St with road closures and lane changes. Service replacements will continue on Clifton Avenue (Highland Avenue to Lincoln St), and Shufeldt St with detours and road closures. No work to occur on Monday due to the holiday.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
