Mayor's Message:
Dear Friends -
On Monday and Tuesday next week (September 8-9), Central Hudson will be working on a valve replacement in Sleightsburg Park and River Road in Port Ewen. Especially on Tuesday morning, there is potential for a brief gas release during this work, and a gas odor may reach the Rondout area. This is part of routine maintenance.
We continue with the Listening Tour meetings, with Ward 6 on Monday. All Ward 6 residents are welcome!

| | Back to School Traffic Enforcement | | |
This week, as school started, the Kingston Police Department’s Traffic Safety Unit launched an aggressive traffic enforcement effort in City of Kingston school zones.
The unit has made 42 stops in school zone areas, issued 30 tickets since school started on Wednesday, and will continue next week.
Mayor Noble said, “To ensure that everyone has a safe start to their school year, we will be ramping up our traffic enforcement and giving tickets to anyone who is not being safe in school zones. The safety of our school children is our top priority. I want to thank Chief Tinti and the Traffic Safety Unit for their ongoing commitment to the safety of our City.”
In January 2025, the Kingston Police Department launched the Traffic Safety Unit, which includes two officers who have training in the areas of commercial vehicle enforcement, crash management and reconstruction, child passenger safety, Advanced Roadside Impairment Driving Enforcement (ARIDE), Drug Recognition Expert (DRE), and bicycle safety.
To help improve traffic safety, the City of Kingston has implemented a city-wide 25 mph speed limit and has adopted a Safe System Approach. Major road safety improvement projects include the Franklin Street Complete Streets, Broadway Streetscape, Broadway/Prince intersection, Henry Street Safe Routes to School, and the Pedestrian Safety Action Plan, among others.

Mayor Noble and the Kingston Fire Department will hold the 9/11 commemoration event on Thursday, September 11, 2025, at 8:30am in Firemen’s Park at the intersection of Washington and Hurley avenues.
The program will include the Kingston High School choir, Ulster AOH bagpipes, with Ulster County Executive Jen Metzger speaking.
From 8:15am to 9:30am on September 11, 2025, the southbound lane of Washington Avenue and the north bound lane of Schwenk Drive will be closed to traffic. Parking is available at nearby Dietz Stadium.
| | Waterfront Advisory Committee Applications Open | | |
With funding support from the NYS Department of State, the City of Kingston will update its Local Waterfront Revitalization Plan (LWRP) and will create a Waterfront Advisory Committee.
The current Local Waterfront Revitalization Plan, which was adopted in 1992, established a means of both protecting and enhancing local coastal resources.
Creating the updated Local Waterfront Revitalization Plan will be a 5-year project, which will be led by a consultant team, working with State and City staff and joined by a Waterfront Advisory Committee (WAC). The WAC will consist of business leaders, local stakeholders, group representatives, and other interested Kingston residents. The application is available here. Deadline to apply is September 30, 2025. Must be a Kingston resident to apply.

The Kingston City Land Bank (KCLB) has completed rehabilitation of the final 2 of 6 homes in its new affordable homeownership rehab Keystone Program and is now accepting registrations for the chance to purchase these homes.
The homes are located at 52 Grand Street and 488 Hasbrouck Ave. Both homes will have a maximum cash purchase price of $149,995, making them the most affordable homes ever sold by the KCLB. Purchasers will be selected via public lottery. Household size and income limits apply. Interested households can learn more about the opportunity and register for the lottery at KCLB.org/homes, and the KCLB will host a public information session via Zoom later this month. Registrations will be accepted until October 3, 2025.
This Keystone Program was financed using American Rescue Plan Act funds provided by the City of Kingston and Land Bank Initiative funds provided by New York State Homes and Community Renewal.
The KCLB completed rehab and sale of the first four homes under the Keystone Program earlier this year.
The KCLB has multiple additional affordable homeownership developments underway, including new construction single-family homes throughout the City and a new construction multi-family community in Midtown. Learn more at: https://kclb.org/.

Join the City of Kingston’s Urban Forester for a guided tour of the new tree plantings at Post Office Park on Saturday, September 9 at 10:00am!
With 50 trees on the site, learn information about species, tree history, and benefits to birds, pollinators, and our community. The tour will take 1.5 hours and conclude with an optional 30-minute weeding blitz to remove small weeds around the tree planting beds to help with their growing needs.
Please bring water, sun/rain protection, and questions about trees! Tree tour will continue in light rain. If there are heavy showers or thunderstorms the event will be postponed to a future date.
Weeding blitz will guided by the Urban Forester and involve removing small weeds by hand around the tree planting beds. Gardening gloves will be available for up to 20 people, but attendees are encouraged to bring their own gloves. More at https://livewellkingston.org.

| | Paving & Roadwork/Infrastructure Update | | |
Central Hudson– will be conducting routine maintenance along the natural gas transmission line in the towns of Port Ewen and Esopus from Monday, September 8 through Wednesday, September 10. Work may include a brief, controlled release of natural gas, most likely to happen on Tuesday morning and may reach the Rondout area.
Gas main work will continue on Cedar St next week.
Golden Hill/Boulevard– Ulster County may be performing striping work on Boulevard at Golden Hill next week. Be alert for a new temporary traffic signal to be installed at this location.
ADA sidewalks– starting Tuesday, September 9, NYSDOT will be removing and replacing sidewalks in various locations throughout Kingston, including along Albany Avenue and Rt. 32. Daily lane closures will be in effect for the demo work of the existing sidewalks.
Route 9-W paving– NYSDOT will pave 4.7-miles of Route 9W between Canal Street in Port Ewen and State Route 32 in the Town of Ulster as well as the ramps at Delaware Avenue starting on or about September 15.
Efforts to minimize impact to the travelling public will be made, with a majority of the work conducted during nighttime hours with single lane closures during paving operations. The project is expected to be complete at the end of the 2025 construction season.
Paving– the September paving project will be the week of September 22 and will include the following streets:
Dubois Street from Newkirk Avenue to Maple Street
Hasbrouck Avenue from Newkirk Avenue to the end
Maple Street from Dubois Street to Murray Street
Newkirk Avenue from Maple Street to Hasbrouck Avenue
