Dear Friends -


Congratulations to the Kingston High School graduates! Good luck in your next chapter - I know you will all make Kingston proud!


And congratulations to the 2026 City of Kingston Distinguished Artist, Yungchen Lhamo, an internationally acclaimed Tibetan singer who lives and works in Kingston. I had the opportunity to introduce Yungchen at the award ceremony last night, which was a true honor.


A few Fourth of July details for next week: both Kingston Point Beach and Andretta Pool will both be closed on Saturday for the holiday.


The concert at Hutton Brickyards will not affect parking for the City's Fourth festivities. The concert will have its own dedicated off-site parking.


For the City events, UCAT will run a free shuttle service, making regular pick-ups from the Kingston Plaza, the Cornell Street parking lot, and along Broadway at the Governor Clinton, the Andy Murphy Center, City Hall/Kingston High School, and Yosman Towers, dropping off at Garraghan Drive. Buses will start at 5:00pm and the last bus will depart the Rondout at 11:30pm.


City offices will be closed on Friday, July 3. There will be yard waste pick-up on Friday, July 3. The transfer station will be open on July 3, and closed on July 4.

Stantec Selected for Citywide Parking Study

The City of Kingston has selected Stantec as the consultant for the Citywide Parking Study.

 

Mayor Noble said, “Stantec has great expertise in this area, and we look forward to working with their team to evaluate our existing parking conditions, identify areas where our capacity can be better utilized, and create strategies to better manage on and off-street parking across the city. We know parking is a pressing issue and our community is eager to weigh in. I encourage everyone to follow the project at Engage Kingston, where you’ll get updates for engagement opportunities throughout the next several months.”

 

Stantec is a global leader in sustainable architecture, engineering, and environmental consulting with decades of experience in delivering parking studies. The firm will lead the study through its Boston and Albany offices, partnering with Highland Planning of Albany for public outreach and M&P Engineering and Land Surveying for local analytical expertise.

 

The Citywide Parking Study will:

 

  • Inventory and assess publicly available parking
  • Identify needs and opportunities in relation to recognized standards of similar communities
  • Develop recommended strategies and programs to address parking needs, including but not limited to: parking management; connectivity; physical parking changes; regulatory and zoning changes; signage, education, and marketing materials; public-private partnerships
  • Provide necessary implementation strategies related to proposed parking system changes


The Citywide Parking Study will begin in July by evaluating existing conditions. In the early fall, Stantec will be in the field collecting parking occupancy data and expects to hold the first public meeting in October 2026. Final recommendations are expected in late spring 2027. Robust community engagement will be utilized throughout the study, including a Project Advisory Committee, public surveys, and public meetings.

 

In February 2025, the City of Kingston was awarded $100,000 from the Mid-Hudson Regional Economic Development Council’s Strategic Planning and Feasibility Studies Program for the citywide parking study.

Groundbreaking for New Fire Station

A groundbreaking was held this week for the new Central Fire Station at 18 East O’Reilly Street.


Mayor Noble said, "We are pleased to break ground on this vital community safety project. The Kingston Fire Department has outgrown its current facility, which is ideally located in the heart of Kingston, where our team can respond to emergencies within three minutes anywhere in the city. When the building directly across the street from the fire station went on the market, the City quickly purchased the property, in what will be a best-case scenario for maintaining the Fire Department’s high level of service. Not only will it expand the existing station, but it will also include an Emergency Operations Center, and is advancing our sustainability goals as our first municipal building to have both geothermal and photovoltaic energy saving infrastructure."


The Kingston Fire Department’s current Central Fire Station located at 19 East O’Reilly Street was originally built in 1908 for horse drawn fire apparatuses and is not currently serving the functional and technological needs of the KFD. Due to the historic designation along with the limitations of its footprint, the existing structure could not be affordably rehabilitated or modernized.


Originally built in 1940 by Central Hudson, the 18 E. O’Reilly property has two integrated garages and ample office and storage space. The building will be adaptively reused as an active fire station that expands the existing station. Larger apparatuses will operate out of this new facility, while smaller fire vehicles and ambulances will continue to respond from the existing building. The new facility will also house the City of Kingston’s Emergency Operations Center and training rooms.


The new building design will be ADA-compliant and provide more than the minimum 60-foot wide apparatus bay apron; 20 parking spaces; a ten-bed dormitory, 36-person training room, officer-in-charge room, radio room, kitchen and ready room for eight personnel, 1,000 square feet stock/storage space, and 2,500 square feet 2-bay secondary storage garage.


Building evaluation, and renovation design were completed by the engineering firm C.T. Male Associates. Construction has been awarded to LeChase Construction Services for a cost of $8,798,750. Construction is expected to take approximately 14 months. This project has a signed Project Labor Agreement in order to support our local workforce.

First Dedication Park Bench Installed

The City has installed its first dedication bench downtown, in honor of Paul C. Wang, a restauranter and fierce advocate for the Rondout. Paul opened the Golden Duck at 11 Broadway in 1986 and later opened Golden Ginza across the street in 1991. He was fastidious about his businesses and was proud to be a part of the Rondout community. This bench is fittingly installed on Broadway, where Paul loved to sit and enjoy the comings and goings.


Kingston Parks & Recreation is accepting donations for dedicating new or existing park benches, in the name of a special occasion, person, or group, in City parks and public spaces. Whether the bench is existing or new, a recognition plaque will be installed on the bench.

Kingston Repair Cafe Tomorrow

The Kingston Repair Cafe will be held on Saturday, June 27 from 11:00am to 3:00pm at the Clinton Avenue Methodist Church located at 122 Clinton Ave.


Bring your broken but beloved items to be repaired, including: computers, clothes, guitars, knife and scissor sharpening, and more!


Please limit 2 items per attendee. This Repair Cafe will have no jewelry, bicycle or sewing machine repair.

Mayor Noble's Ward 5 Listening Tour Meeting

Thank you to all the Ward 4 residents who came out on Monday!


Mayor Noble, along with Council members from each ward, continues to host Listening Tour meetings throughout the wards to hear residents' thoughts and concerns.


The Ward 5 meeting will be held on Monday, July 20 at 5:30pm at Good Work Institute at 65 St. James Street.

Historic Preservation Comp Plan PAC Applications Open

The City of Kingston is seeking applicants to serve on the Comprehensive Historic Preservation Plan Project Advisory Committee (PAC).

 

The City of Kingston received a $50,000 grant from the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) to create a Comprehensive Historic Preservation Plan and City-Wide Historic Design Guidelines. The City of Kingston will hire a nationally accredited consultant to develop the City’s first Comprehensive Historic Preservation Plan, working with a Project Advisory Committee, City and SHPO staff.

 

The City is seeking Kingston residents with unique knowledge of the community and/or skills, including Historic Preservationists, architects, builder/contractors, residents or business owners in the Stockade, Rondout-West Strand, Chestnut Street, Fair Street District, and Wilbur Historic Districts, and individuals with a strong interest in preservation and community. The PAC will provide information to the project manager and project consultants, serve as public ambassadors for the project, and provide City Staff with diverse perspectives. The PAC is expected to have a 12-14 month term, ending on September 30, 2027.

 

Deadline to apply for the Comprehensive Historic Preservation Plan PAC is Wednesday, July 15, 2026. The application can be found here.

Paving + Roadwork & Infrastructure Update

Paving: the following streets were paved this week:


Grandma Brown Lane from Washington Avenue to Joys Lane

Joys Lane from Grandma Brown Lane to Lucas Avenue

Lucas Avenue from Washington Avenue to Green Street

Westbrook Lane from Clinton Avenue to the railroad crossing


The next round of paving will be announced soon. Paving projects are expected to continue into October 2026.

Foxhall Avenue sewer project: work will continue on Foxhall Avenue between Hasbrouck Avenue and Wynkoop for waterline installation including laterals/lead line replacement. No parking will be in effect next week in these limits from 6:00am to 6:00pm daily as posted.


Central Hudson: main installation will continue the week of June 29 on Elmendorf Street with lane changes and/or closures. This will include work in the intersections of Bruyn Avenue, Smith Avenue, and Tremper Avenue.


Service replacements will continue the week of June 29 on Ten Broeck Avenue between Albany Avenue and Downs Street with road closures and detours.


Central Hudson will start restoration work on Albany Ave after the NYSDOT sidewalk work is complete.
