Dear Friends -


As the temperatures start to drop and as energy prices are likely to remain high, there are steps you can take and programs you can participate in to reduce your energy use and help control energy bills this winter.


The NYS Department of Public Service has created a resource hub at https://www.dps.ny.gov/winter.


Though we hope the snow spares all of the wonderful upcoming holiday events, we've included the Snow Emergency procedures here as a reminder.

Restore NY Grant Proposals Open

The Office of Grants Management is gathering proposal concepts for possible submission to the Empire State Development (ESD) Restore NY grant program. The Office of Grants Management will accept proposals and, as required by ESD, will submit the two strongest concepts in an initial Intent to Apply pre-screening phase.

 

The Restore NY grant program provides municipalities with financial assistance for the revitalization of commercial and residential properties for projects involving the demolition, deconstruction, rehabilitation and/or reconstruction of vacant, abandoned, condemned and surplus properties.

 

“The Restore NY grant is a great opportunity to reimagine abandoned and vacant structures, which as we have seen with projects like Energy Square and the demolition of the former Mid-City lanes, leads to neighborhood and community revitalization,” said Mayor Noble. “These grants encourage economic and community development, create new business and housing opportunities, and help reinvigorate the surrounding area. I encourage local community groups, organizations, and developers to submit your ideas!”

 

Applications are scored against specific ESD guidelines and how strongly they meet the program goals to encourage commercial investment and improve the local housing stock. A minimum 10% match from the organization is required.

 

Interested organizations should complete a short application with the following information by 12:00pm on Monday, November 28, 2022:

 

  • Name of Development Company/Organization
  • Name of Project
  • Number of Properties
  • Estimated Project Cost
  • Brief Project Description (approximately 300 words)

Mayor Noble's Tuesday Radio Show

Mayor Noble hosts a weekly radio show on Tuesdays at 5:00pm which airs live on Radio Kingston and the City of Kingston Facebook page.

CCE Spread Love Thanksgiving Event

10th Annual Junior League Turkey Trot

Join the Junior League of Kingston in the 10th annual Turkey Trot on Thursday November 24, 2022. The Kingston Turkey Trot features a 5K and a 2-Mile Fun Run/Walk, both of which start at Dietz Stadium and end at Forsyth Park where refreshments are served. Rain or shine. Registration begins at 8am, race commences at 9am.


Register online to reserve your tickets. The first 200 to sign up receive a free t-shirt with each ticket. The first place male and female winners receive $75 gift certificates and 2nd and 3rd place winners take home pies! 

Kingston Snowflake Festival on December 2

The annual Snowflake Festival returns on Friday December 2 from 6-8pm in Uptown Kingston. This is a free community event that promises to dazzle guests of all ages with an array of holiday-themed performances, exhibitions, entertainment, and open stores offering treats and warm beverages to visitors.


One of the evening’s featured highlights is the arrival of Santa and Mrs. Claus on an antique fire truck and their lighting of Kingston’s holiday tree at the intersection of Wall and North Front Streets. Santa will then settle-in on the Senate House grounds to meet with children of all ages.

Reminder: Snow Emergency Procedure

Snow Emergency procedure in the City of Kingston is alternate side parking rules.


Due to ongoing noncompliance, there is now no street parking along Snow Emergency Routes (check here to see routes). Alternate side parking will remain in effect for the rest of the City, but there will be no parking allowed on Snow Emergency Routes for the duration of a Snow Emergency event. 


A Snow Emergency is typically announced if 3+ inches are forecasted and plowing is required. When a Snow Emergency is declared, the best place for vehicles is off-street, however, alternate side parking will be in effect for non-Snow Emergency Routes.


During a Snow Emergency, parking is permitted on the odd side of the street on odd numbered calendar days and on the even side of the street on even numbered calendar days. Odd/even side of the street is determined by house numbers. At 7:00am the following day, vehicles must move to the opposite side of the street. Vehicles not in compliance will be ticketed and towed.


During a Snow Emergency, regular alternate side parking rules are suspended. On-street and off-street parking meters are suspended. Pre-existing parking restrictions which allow or prohibit parking on a particular side of the street are temporarily superseded by Snow Emergency alternate-side-of-the-street parking rules.


No parking is allowed within 50 feet of any street corner and vehicles must not block fire hydrants, driveways, entryways or exits for parking lots, or in any hazardous manner.


No street parking is allowed on dead-end streets during a Snow Emergency.

 

The City of Kingston will announce a Snow Emergency in the following ways:

  • Online at http://www.kingston-ny.gov and at the City of Kingston Facebook page.
  • By phone or text using the City’s notification system, Swift911. Sign up to receive calls or texts here.
  • By e-mail. Recipients of the Mayor’s newsletter will receive an e-mail notification. Sign up for the newsletter here.
  • Via media—all local media will be alerted.

Roadwork Update for Weeks of November 21 & 28

Paving: paving on Wilbur Ave, Davis and Dunn is complete. 


Franklin Street Complete Streets project: remaining work will be completed, including line striping and signs, restoration and tree planting.


Midtown Lots Parking Lots Improvements Project: construction continues on the Cornell Street parking lot. Fashion Lane is awaiting paving. Concrete sidewalks are currently being installed. Work is expected to be completed by December. Paving on the Monkey Joe parking is complete. Construction continues on bioinfiltration. The Sea Deli parking lot is awaiting striping.

Wilbur Avenue Repaving Project: final touches including the guardrails will be installed.

Thanksgiving Safety Tips

Thanksgiving is the peak day for home cooking fires with more than three times the daily average for incidents. Christmas Day and Christmas Eve ranked second and third, with both having nearly twice the daily average.

Unattended cooking is by far the leading contributing factor in cooking fires. Cooking causes half of all reported home fires and more than two of every five home fire injuries, and it is the second leading cause of home fire deaths.


Thanksgiving safety tips:

• Stay in the kitchen when you are cooking on the stove top so you can keep an eye on the food.

• Stay in the home when cooking your turkey and check on it frequently.

• Keep children at least 3 feet from the stove. The stove will be hot.

• Make sure children stay away from hot food and liquids. The steam or splash from vegetables, gravy or coffee could cause serious burns.

• Keep knives out of the reach of children.

• Be sure electric cords from an electric knife, coffee maker, plate warmer or mixer are not dangling off the counter within easy reach of a child.

• Keep matches and utility lighters out of the reach of children.

Kingston 311
The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.

This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
