Dear Friends -

We have been dealing with some extreme heat here in Kingston, and I know everyone is looking for ways to cool off. Unfortunately, we had to close Kingston Point Beach for a couple of days for the Health Department to run some tests. Check the Parks & Rec Facebook page for updates. Meantime, Andretta Pool is open. Check the Facebook page for capacity updates.

Tonight at Dietz Stadium, the family-friendly Movies Under the Stars event will start at 8:30pm with Cool Runnings. Bring a chair!

Another wonderful community event happening tomorrow is the Bon-Odori Dance Fesitval for Peace in T.R. Gallo Park from 12-8pm. Hope to see you there!

There are currently 200 active cases in Ulster County and 37 in Kingston.

Rent Guidelines Board Applications Open
Now that the Emergency Tenant Protection Act (ETPA) legislation has been signed into law, a Rent Guidelines Board will be established.
 
The City’s Department of Housing Initiatives will oversee the implementation of ETPA in coordination with NYS’s Division of Housing & Community Renewal. According to the State guidelines, the City of Kingston must establish a Rent Guidelines Board to determine the annual allowable rental increases.
 
The Rent Guidelines Board will be made up of two tenant representatives, two property owner representatives, and five members of the public, who will meet annually to set guidelines for rent adjustments. Members of the public must have at least five years of experience in finance, economics or housing, and must be residents of the City of Kingston.
 
The application for the Rent Guidelines Board is due August 15, 2022 at 5:00pm and can be found here. The Board is expected to hold its first meeting in September. More info on the eligibility requirements can be found here.
 
Mayor Noble established the Department of Housing Initiatives in 2018 to support housing planning in the City of Kingston. The Department manages housing-related grants, supports the construction of new market-rate and affordable housing, develops policies to protect existing residents, and addresses the connection between housing and sustainability, health, and mobility. The Department also reviews the disposition of city-owned property suitable for housing development and collaborates with local and regional housing organizations. Current projects include city-wide rezoning efforts, the Tiny Homes Project, Good Cause Eviction, short-term rental guidelines and more. Visit https://kingston-ny.gov/housing.
August Paving & More Paving to Come
The next round of paving will be:
  • Highland Avenue from Foxhall Ave to E. Chester Street and E. Chester Street to the dead-end
  • Hasbrouck Place from Hasbrouck Ave. to Highland Ave.
  • Clifton Avenue from Highland Ave. to Park St.
  • West O’Reilly Street from Broadway to just beyond Mary’s Ave
 
DPW will begin preparing the area for paving on Wednesday, August 3, 2022. Milling will begin on or about August 22, and paving is expected to be completed by September 2, 2022, weather depending. During paving, there may be detours and changes in traffic patterns. DPW will be announcing further rounds of paving in the coming weeks.
 
At Tuesday's meeting, the Common Council approved Mayor Noble’s proposal for using $750,000 from the City’s Fund Balance to pave or apply topcoat to additional streets and parking lots this paving season.
 
In addition to the Department of Public Work’s scheduled paving plans, the following will also be paved or get a fresh topcoat this season:
 
  • Albany Avenue from the rail trail bridge to Flatbush Ave.
  • Wilbur Avenue
  • Delaware Ave. from near Cordts St up the hill
  • North Street from Delaware Ave to Hudson Brickyards
  • 1000 feet of the Hudson River Brickyard Trail 
  • Van Buren Street from Broadway to Furnace Street
  • Greenkill Avenue from South Prospect to Iwo Jima Lane
  • Hasbrouck Park lower & upper parking lots & ADA ramp to bathroom

Recent paving/striping on Prince Street & Garden
Peace Treaty Renewal Ceremony
Mayor Noble, along with County Clerk Nina Postupack and and County Archivist/City of Kingston Historian Taylor Bruck and others, gathered for a peace treat renewal ceremony led by Turtle Clan Chief Vincent Mann (Big Eagle Spirit) of the Ramapough Lunaape Nation.

Gifts were exhanged aboard The Clearwater sloop docked at the Maritime Museum, along with traditional drumming and songs.
Midtown Linear Park Now Open to the Public
The Midtown Linear Park project is now open to the public. The park is part of the Kingston Greenline and runs from Cornell Street through Midtown to Westbrook Lane. It provides a critically-needed non-motorized transportation link between Midtown and the Kingston Plaza. The Midtown Linear Park project converts a formerly blighted corridor into a community amenity and asset, providing much-needed recreational green space for a neighborhood that currently lacks close access to open space and parkland.

“I want to thank the County Executive and the County planning team for building this important section of the Kingston Greenline, which provides a vital connection to food, resources, and the Midtown Business District,” said Mayor Noble. “Adding greenspace, especially in Midtown, was identified in both our Open Space Plan and our Parks & Recreation master plan. We're thrilled that the Midtown Linear Park will offer these amenities to our community. We appreciate the County's support in helping us realize this vision.”

The Midtown Linear Park is a 12-foot wide asphalt-paved surface that is ADA compliant and open for non-motorized uses, including walking, biking, jogging, dog walking and inline skating. The first phase of this federally-funded transportation project to design and construct a shared-use trail along the County’s former Ulster & Delaware (U&D) Corridor is now complete, putting in place trail infrastructure, and the park is now open to the public. The next phase of the project will add more plantings and park amenities, and will include solicitation of public input on the design. For more information, visit ulstercountyny.gov/planning/linearpark.
Roadwork Update for Week of August 8
Central Hudson: Service replacements will continue next week on Gage Street, Farrelly St, and Clifton Avenue with detours and road closures.  

Work continues on the Midtown Parking Lots Green Infrastructure Improvements Project.

Franklin Street Complete Streets project: work continuing generally south of Clinton Avenue.

City of Kingston Drought Emergency
The City of Kingston has declaed a Drought Emergency, with mandatory restrictions on water usage in place.

These restrictions include:

  1. All leaks must be fixed immediately.
  2. No washing of cars or other vehicles. Only those commercial vehicle washing operations that recycle 50% of the water used are exempt from this regulation.
  3. No washing sidewalks, buildings, driveways, steps, or other outdoor areas by any means that is connected to or supplied by the Kingston Water Department.
  4. All ornamental artificial water features, such as fountains, waterfalls, reflecting pools, etc., that do not use recycled water must be discontinued.
  5. There shall be no watering of lawns, golf courses, or ornamental shrubs, plants, or trees, except from 9-10pm.
  6. Pools that are equipped with recirculation equipment may continue in operation and water may be used to maintain the water level in the pool. All pools that are not equipped with recirculation devices cannot be refilled nor can water from the City supply be used to maintain the water level.

All non-residential users of water from the Kingston Water Department shall prepare and retain a water consumption reduction plan, enabling it to reduce its use of water in stages of 15%, 20%, and 25% based upon its consumption during the calendar year. During this Stage 1 of the Drought Emergency, the 15% reduction is consumption is immediately effective.

Kingston 311
The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.

This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
