Dear Friends -


We announced this week that the long-awaited wayfinding signage project has kicked off. This project has been in the works for several years, but I'm pleased to say that installation of the signage will begin across Kingston in the coming days.


This fully grant-funded project will welcome folks to Kingston, distinguish our three business districts, point to our landmarks, and will provide much-needed direction to parking throughout the City. A map of all the sign locations can be found here.

Installation Begins for Wayfinding Signage Project

Contractors for the City of Kingston’s Wayfinding Signage Project began mobilization this week.

 

The Wayfinding Signage Project consists of 18 gateway signs, which will be placed at the entry points to the City of Kingston and into Uptown, Midtown and the Waterfront, including a large Kingston sign in the roundabout at I-587 and Albany Avenue. In addition, 22 directional signs will list points of interest throughout the neighborhoods.

 

Project construction will begin with excavation for the signposts in 40 locations across the City. Very little of the construction work will cause temporary disruption to traffic, except for the gateway sign at the Albany Avenue/Broadway/I-587 Roundabout, and the Waterfront gateway sign at Broadway and Garraghan Drive. Timing for these installations will be announced closer to installation, and flaggers will be in place.

  

The Ulster County Transportation Council contracted with MERJE, a nationally recognized design firm with specific expertise in Community Wayfinding, to design the system. Funding for fabrication and installation came from the City of Kingston’s American Rescue Plan Act (ARPA) funding.

School Speed Zone Camera Update

The school speed zone cameras on Broadway in front of Kingston High School began issuing warnings on Friday, March 20, followed by the cameras on Delaware Avenue near JFK Elementary.


The cameras on Washington Avenue near George Washington Elementary and Kingston High School at East O'Reilly St. should begin issuing warnings next week. 


To date, 3571 warnings have been issued over 9 school days, for an average of 397 warnings a day.  

 

The warning period will end on April 20, and violations will be issued in all four areas:



- Broadway from O’Reilly Street to Andrew Street

- W. O’Reilly from Broadway to High School Drive

- Washington Avenue from Donovan Place to Elizabeth Street

- Delaware Avenue from Corporate Drive to Murray Street


The speed limit is 15 miles per hour in the elementary school zones and 20 miles per hour in the high school zones.


Cameras will operate on weekdays when school or school-related activities are in session from 7:00am to 4:00pm at JFK and George Washington and 7:00am to 8:00pm at Kingston High School during the school year.


Violations will be issued by mail with a charge of $50 and a $25 late fee. Every violation will be reviewed by the City’s Parking Violations Bureau.

Volunteer for Kingston Greenline Clean-up Day

The Wallkill Valley Land Trust is hosting a community trail clean-up on the Kingston Greenline on Saturday, April 25 at 10:00am.


Participants will assist with removing litter, clearing debris, and tending to the trail—helping keep the Kingston Greenline safe, accessible, and enjoyable for everyone. WVLT will also host additional Celebrate Trails Day events, including a volunteer clean-up on the Wallkill Valley Rail Trail in New Paltz and a guided tree walk exploring the local landscape and ecology also in New Paltz.


All events are free and open to the public, no prior experience is needed. WVLT will provide tools and guidance; volunteers should bring gloves, water, and sturdy footwear.

2026 Annual Action Plan & Public Meeting

The City of Kingston will hold a public hearing for the draft 2026 Annual Action Plan for the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program. The public hearing will be held on April 20, 2026, at 5:00pm in Conference Room #2 at City Hall.

 

The City of Kingston has drafted its 2026 Annual Action Plan, a one-year planning document which describes the amount of Community Development Block Grant (CDBG) funds expected to be available and the proposed use of those funds for the upcoming program year (July 1, 2026 through June 30, 2027).

 

The City of Kingston has received official notification that the allotment from the Community Development Block Grant Program will be $747,340. Based on the award, the following categories will be funded: Planning & Administration 20% ($149,468); Public Services 15% ($112,101) and Public Facilities/Infrastructure ($485,771).

 

The 2026 Action Plan reports on our proposed administration of these funds in compliance with its Consolidated Plan previously approved by HUD.

First Round of Paving & Upcoming Roadwork

The first round of paving in 2026 will be the following streets:


Charlotte Street from Roosevelt Ave. to North Manor Ave.

Harrison Street from Charlotte St. to Jefferson Ave.

Amsterdam Avenue from Lipton St. to Kiersted Ave.

Lipton Street from Amsterdam Ave. to Kiersted Ave.

Westrum Street from Albany Ave. to Clarendon Ave.


Milling is expected to begin on Monday, April 27 and paving is expected to be completed by Friday, May 1, weather depending.


During this time, there may be detours and changes in traffic patterns. During milling and paving operations, all vehicles must remain off the street. Never move or go around barricades.


The next round of paving will be announced in the coming weeks. Paving season is expected to continue through October 2026.


Other upcoming roadwork includes:


Central Hudson gas line replacement work is expected to tentatively begin the week of April 27 on Albany Ave at the S. Manor intersection. Central Hudson will be installing a new gas main on Albany Ave between S. Manor and the Midtown Linear Park overpass.


NYSDOT will be working on sidewalks along Albany Avenue from St James Court to Flatbush Ave. Demolition of the old sidewalks will require daily lane closures along Albany Ave. Access for residents will be maintained during construction, however, the sidewalks will be closed as work progresses.


In addition, NYSDOT will continue working in the median of 9W, replacing the existing asphalt with topsoil to prepare areas for new grass planting. The week of April 13, DOT contractors will mill and pave along the right shoulder of both northbound and southbound sides of 9W. During this time, single lane closures along 9W will be in place from 8:00am to 4:00pm.

City of Kingston Gas Appliance Exam Applications Open

The City of Kingston’s Board of Plumbing Examiners will be accepting applications for the City’s Gas Appliance Contractor license from April 13, 2026 through April 30, 2026.

 

Applications can be found here, or can be picked up in person at the City of Kingston Building Safety Department office located at 5 Garraghan Drive.

 

The exam will be online and may be taken at any time from May 1, 2026, to May 22, 2026. The online exam will test knowledge of the installation of gas appliances and gas piping within City structures. 

 

Applicants must provide proof of at least four years of experience installing gas appliances. A non-refundable exam fee of $100.00 must accompany the application.

 

Applicants who successfully pass the written exam will be required to pay an annual license fee of $125.00. For further information, contact the Building Safety Department at 845-331-1217.
