A Message From Mayor Steve Noble:
Dear Friends,
I hope this finds you well. Our Covid numbers here in Ulster County continue to steadily grow, and unfortunately so does our number of fatalities. We are still seeing the increase from holiday gatherings. The vaccine roll-out has been slower than we expected, which means we have to stay diligent in our efforts to curb the spread. Everyone must do their part.
A reminder that City offices will be closed on Monday in observance of Martin Luther King, Jr. Day. There will be no trash/recycling pick-up on Monday, which will be pushed back one day next week.

City of Kingston Awarded $1,000,000 Ant-displacement Grant
The City of Kingston is one of 10 municipalities to receive $1 million funding from Enterprise to implement strategies identified through participation in the New York State Anti-Displacement Learning Network (ADLN). Last year, each municipality formed an ADLN Team, which includes local stakeholders, elected officials and staff, who worked with Enterprise over nine months to identify displacement triggers and design targeted approaches to address them.
Enterprise worked alongside the New York Attorney General’s Office as well as PolicyLink and the Center for Community Progress to design the Learning Network sessions and collaborate with jurisdiction teams on developing their strategies. Enterprise will now continue working with the City of Kingston to implement these high-impact strategies locally so that community members at risk of displacement can remain in their homes.
Resident displacement is a major cause of community destabilization across New York. Displacement disproportionately harms low-income communities and people of color, furthering racial inequity and causing increased and entrenched poverty, economic immobility, and weakened cultural ties and support networks.
“Housing is a fundamental right for all people. With the worsening pandemic, increased demand in our area, and rising housing costs, we as a City need to do everything possible to make sure no one loses their home,” said Mayor Noble. “I am so grateful for this grant from Enterprise Community Partners that will allow us to implement smart strategies to help ensure everyone in our community has a safe, stable place to live.”

City of Kingston 2020 Annual Report Released

Mayor Noble has released the 2020 Annual Report, which includes Police, Fire, Engineering, Building Safety, Planning, and many others. This the first time the City of Kingston has released a comprehensive, all-department report. In years past, Mayor Noble’s administration has released individual annual reports from different departments, such as Department of Public Works, Health and Wellness, and Grant Management. The 2020 Annual Report details each department’s accomplishments and developments from the calendar year 2020, along with goals for the new year.
“I am proud of our City staff, who pivoted in 2020 to either working remotely or working under drastically different conditions,” said Mayor Noble. “City staff were able to not only get their work done on a tighter budget, but also supported the City of Kingston in new and challenging ways due to the Covid-19 crisis. This 2020 Annual Report gives the public an idea of what this staff accomplished in extraordinary circumstances.”

Mayor Releases Economic & Community Development Report
In 2016, the City of Kingston adopted the Kingston 2025 Comprehensive Plan, a vision and guide for Kingston's future that recommends goals, policies and objectives related to land use, nature and historic resources, housing, transportation and public facilities. Implementation of the Plan’s strategies requires a coordinated effort between the City, organizations within other jurisdictions including Ulster County, New York State and the Federal Government, non-for-profits, residents, private interests, community groups, and other entities. Objectives laid out in the Comprehensive Plan include both short term and long goals. Since its adoption in 2016, several strategies and objectives have been achieved, many are underway, and many more are still in the conceptual phase.
The Strategic Community and Economic Development Plan, which was prepared by Pattern for Progress, gives a status update for the strategies set forth by the Kingston 2025 Comprehensive Plan, as well as detailed action plans for the prioritized strategies. The action plans include the primary parties responsible for carrying out the activities or programs, and a list of collaborating organizations and groups associated with the goal and strategy.
“I signed our City’s Comp Plan into law in early 2016, and 2021 marks the five-year halfway point,” said Mayor Noble. “This report of our progress so far in implementing the goals identified in the Comp Plan will help us move forward in finishing what we set out to achieve. I hope this document will guide and focus our efforts on the remaining priorities, such as getting our re-zoning work done and developing more housing.”

Michael Gilliard, the City of Kingston’s first Director of Housing Initiatives, will move over to a full-time Executive Director position at the Kingston City Land Bank. The new Director of Housing Initiatives will focus on furthering City of Kingston housing programs and legislation, including implementing the Anti-displacement Grant, the zombie property grant, and seeking other avenues for Mayor Noble’s vision to increase affordable housing.

Hutton Brickyards Salt School: Free Job Training
Hudson Brickyards is hosting Salt School, free job training and an invaluable opportunity for professional development.
Salt School is an 8-week, 24-hour intensive introduction to all facets of the hotel industry designed to prepare potential staff for employment in the hospitality field. The course is a combination of socially distanced in-person and virtual learning, which will be held weekly starting February 8. More info and application can be found here.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
