Mayor's Message:
Dear Friends -
We are looking for artwork for City Hall - both for an upcoming exhibition and possibly for permanent placement. The artwork currently hanging on the walls of City Hall does not give the full range of our rich history and diverse population. The lunettes in Council Chambers that were meant to represent Kingston’s history through the years were installed in 1927 and do not accurately depict our complete history. There is no mention of the myriad contributions of African Americans, immigrants, women or other historically marginalized groups. The depictions of Native Americans misrepresent the atrocities that occurred.
We are looking for local artists who have works that portray these contributions to our history that we can proudly display at City Hall. Information on how to submit artwork is below.

Call for Art in City Hall Exhibition |
|
The City of Kingston will be accepting submissions of artwork for a 2022 City Hall exhibition entitled, Kingston Revealed.
Artists are invited to submit artwork that celebrates and visually represents the significant contributions made by African Americans, Indigenous Peoples, Latinx, LGBTQ, and/or women to the City of Kingston throughout history. The Kingston Revealed concept was developed by Mayor Noble and Majority Leader Rita Worthington as a part of the City’s ongoing 150th Anniversary celebration, calling for an update to the artwork on display at City Hall.
Selected works will be displayed in the Ground Floor Gallery at City Hall from September to December, with an opening reception on Saturday, September 3. Artists are invited to submit an artwork in response to the theme Kingston Revealed via the online application by July 25, 2022.
In addition to the exhibition, the City of Kingston has several available spaces in municipal buildings to permanently display artwork and may select pieces from amongst those submitted for Kingston Revealed. Artists with works that are selected for permanent display will receive $750. Funding will come from the American Rescue Plan Act allocated in the Arts & Tourism category. Artists who submit work for the Kingston Revealed exhibition must indicate on the application form if they would like to be considered for permanent display.

Franklin Street Complete Streets Project Begins |
|
The Franklin Street Complete Streets Project will begin next week. The project area is Franklin Street from Wall Street to Broadway, and construction includes new sidewalks, ADA-accessible ramps, bicycle infrastructure, and crosswalks along the entire length of Franklin, as well as new street trees.
Work is expected to begin Monday, June 27 and be completed in October 2022. During construction, sidewalks may be closed on one side of the street. Construction crews may utilize occasional flagging and one-way street operation at limited times.

Kingston Forward Zoning Draft: Comment Deadline |
|
A public hearing on the Kingston Forward Community Review Draft 1.0 took place on June 22 and can be viewed here.
The draft code sets new standards that address community goals, such as increased walkability and historic preservation, improving housing choice and affordability, supporting resiliency, mobility choice and healthy lifestyles through public open space, waterfront, and street design standards, and by removing barriers for small, incremental development. Once adopted, the new code will impact all development in the City of Kingston.

Waste Water Treatment Plant Upgrades Underway |
|
A $10 million upgrade at the Waste Water Treatment Plant (WWTP) has begun. The upgrade includes new aeration tank blowers and outfall system which will limit ammonia, nitrogen, and other emissions into Rondout Creek.
The improvements are a two-part project – first, rebuilding the outfall will limit the ammonia and nitrogen that the plant emits into the Rondout Creek to prevent dead zones that could be caused by outflow and will create an overall healthier habitat. With the installation of new blowers in the aeration tanks, we will reduce our energy at an estimated 417,000 kwh per year, a 33% savings.
The Waste Water Treatment Plant work is being done to meet New York State Department of Conservation (NYSDEC) requirements and is anticipated to cost a total of $10,203,350, with a 10.42% contribution from the Town of Esopus. The City of Kingston was awarded $2,250,000 in New York State Water Infrastructure Improvement (WIIA) grants. The balance will be financed under a no-interest hardship loan from the New York Environmental Facilities Corporation. As part of rebuilding the outfall, the Rondout Creek bulkhead adjacent to the WWTP will also be repaired.

Children's Day Parade on July 15 |
|
The 52nd Annual Children’s Day Parade will be held on Friday, July 15, 2022. The theme this year is “Heroes.”
Lineup begins at 4:30pm on Pine Grove Avenue and Marys Avenue, with the parade stepping off promptly at 6:00pm. Following the parade, the Kingston Plaza is providing food and water for participants. Roadwork Update for Week of June 27 |
|
Paving on Harding Ave, York Place, and Colfax Place is expected to begin Wednesday, June 29 and completed by Friday, July 1.
Central Hudson: Main installation will continue on Gage Street with road closures and lane changes. Service replacements will continue on Clifton Avenue, Florence St, and Stephan Street with detours and road closures.

The Police Officer Exam is being offered this September and applications are now open. The application deadline to sign up for the Police Officer exams is August 5, 2022. Qualified applicants will be notified via email details of the Physical Agility exam taking place on August 13, 2022. The Police Officer Entrance Exam will be held on September 17, 2022. The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
