Mayor's Message:


Dear Friends -


We won a big victory this week with the NY Court of Appeals upholding the City's rent stabilization legislation, and the Rent Guideline Board's 15% rent reduction for qualifying units.


As soon as we were able, Kingston was the first New York municipality to opt into rent stabilization north of Rockland County and we have paved the way for other municipalities, by defending our laws and practices up to the highest court of the State. I am proud of our Corporation Counsel for yet another victory for Kingston’s communities. This is just one of the many tools we have implemented to help tenants, including passing Good Cause Eviction and multiple laws that spur the development of new affordable housing units.


We will not stop fighting for those in our community who need support and protection the most.

Kingston Tenant Protections Upheld in Appeallate Court

This week,the New York Court of Appeals has upheld the City of Kingston’s Housing Stability Tenant Protection Act (HSTPA) and the Rent Guideline Board’s 15% reduction in rent for ETPA properties. A link to the decision can be found here.

   

Corporation Counsel Barbara Graves-Poller said, “Rent stabilization is one vital piece of the housing affordability puzzle, and I’m thrilled that the Court of Appeals upheld the City’s housing emergency declaration in such clear terms. I look forward to continuing to support the Mayor, Common Council, and the City’s Housing office as they explore regulatory and supply-side solutions to our housing crisis.”

 

Mayor Noble signed the Emergency Tenant Protection Act on July 29, and the legislation has been in effect since August 1, 2022. Under the HSTPA, more than 1,200 tenants qualify for rent stabilization and other protections. New York State’s Division of Housing and Community Renewal oversees the implementation of the ETPA and the City of Kingston’s Rent Guidelines Board.

 

The next Rent Guidelines Board public hearing is scheduled for Saturday, June 21 at 1:00pm at the Kingston Public Library location at 61 Crown Street. The Board will hear testimony from tenants, property owners, and members of the public to inform their determination for rates of rent adjustments, if any, for leases subject to the ETPA, which commence between October 1, 2025 and September 30, 2026. Members of the public may sign up to speak on the day of the hearing. On Thursday, June 26, 2025, at 6:00pm, the Rent Guidelines Board will convene at Kingston City Hall to vote on rent guidelines for leases commencing between October 1, 2025 and September 30, 2026.

Harambee's Juneteenth Event on Saturday

Harambee's 8th Annual Juneteenth Festival will be held on Saturday, June 21 from 10:00am to 6:00pm and will feature vendors, performers, inspirational speakers, children's activities and more.

Post Office Park Grand Opening Ribbon Cutting

Join Mayor Noble, Kingston Parks & Recreation Department, and Live Well Kingston for the grand opening of Post Office Park on Friday, June 27 at 3:00pm. All are welcome!

The Repair Cafe returns to Kingston on Saturday, June 28 from 11:00am to 3:00pm at the Clinton Avenue Methodist Church.

The Parks Department is also supporting Kingston Film Foundation’s outdoor summer film series on the Midtown Linear Park, including 2001: A Space Odyssey on Sunday, July 20 and Time Bandits on Sunday, August 17, 2025. Both movie events start at 8:00pm and will feature local food vendors. 

Mayor Noble's Listening Tour Meetings

Mayor Noble, along with Council members from each ward, is hosting monthly ward meetings to meet with residents and hear their concerns.

Kingston Housing Task Force Meeting on Tuesday

The Kingston Housing Task Force is holding a series of informational meetings for the community. The next meeting in the series, Fostering Stability in Kingston's Housing Market, will be held on Tuesday, June 24 from 6:00-7:30pm at Clinton Avenue United Methodist.


This event will focus on how we can create a more stable housing environment—for both renters and landlords—by working toward common ground and shared solutions.

Paving & Roadwork/Infrastructure Update

Paving– O’Neil Street milling will begin Monday morning starting on the Broadway end. Milling will continue into Tuesday and paving will begin on Thursday and continue into Friday. A road closure is expected, with detours and changes in traffic patterns. 

                     

Prospect Street sewer projectwork continues on Prospect Street between Cedar Street and Greenkill Avenue. Paving and project completion are estimated to be around July 3. 


Central Hudson– gas service replacements will continue on Fairview and Howland Ave. Gas main installation will begin on Voorhees Ave and Alcazar Ave.


Archtop Fiber– one crew will be working on Hooker Street. No additional crew will be out next week.

Kingston Cooling Center to Open on Sunday

Due to the anticipated high temperatures, the Kingston Cooling Center will be open starting Sunday, June 22 from 9:00am to 6:00pm until Thursday, June 26, at the 2nda Iglesia La Mision Church, 80 Elmendorf St, in Kingston.


The Kingston center is operated by Catholic Charities, and can be contacted directly at (845) 481-4549. The Family of Woodstock Hotline is (845) 338-2370.
