Dear Friends -
Today, we cut the ribbon on the new Golden Hill affordable housing project! This development includes 164 brand new units, providing much-needed, high-quality, and sustainable homes for our local seniors and families.
The Golden Hill development transformed the old county jail site into a vibrant community space, an effort that is the result of local, regional, and state partnerships. Thanks to Governor Hochul, County Executive Jen Metzger, and all our dedicated partners for their commitment to helping us reach our ambitious housing goals here in Kingston.
We are committed to keeping this teamwork going to bring more exciting projects like Golden Hill to our city!

| | Public Meeting for Flatbush/Foxhall Project on December 9 | | |
The City of Kingston will host a public information meeting for the Safe and Accessible Flatbush and Foxhall Avenues project on Tuesday, December 9 from 5:00-7:00pm at City Hall.
The public information meeting will be an open house held in Council Chambers at City Hall from 5:00pm to 7:00pm. The Safe and Accessible Flatbush and Foxhall Avenues project will expand and improve pedestrian and bicycle infrastructure to connect the Colonial Gardens Apartments and residential streets in Midtown to surrounding business districts.
The project area currently has intermittent sidewalks and railroad crossings that are hazardous for drivers, pedestrians, and cyclists. Approx. two miles of sidewalks will be built, and painted crosswalks with ADA-compliant curb ramps will be installed. The City will work with CSX at the two railroad crossings in the project area to improve safety for all users. Accommodation for bicycles will be added along both avenues, connecting to other infrastructure projects, including the Empire State Trail and the Kingston Greenline, which is a network of trails, complete streets, and linear parks that winds throughout the City.
“The Safe and Accessible Flatbush and Foxhall Avenues project has grown since we first launched the concept a few years ago, and we are happy to provide the public with an update at this informational meeting,” said Mayor Noble. “While planning for this project, we discovered that we must first repair and improve the sewer system, a crucial piece of infrastructure in this area. Sewer work is expected to begin in 2026, with the streetscape portion of the project kicking off in 2027. We are excited to create both a safe and attractive corridor in the heart of the City. We hope this project will ultimately enable residents to live and work within walkable distances that are safe to navigate, and in turn spur revitalization of a significant commercial corridor.”
City Engineer John Schultheis said, “This long-awaited project will make the corridor more walkable and livable for residents and visitors. We are proposing significant changes, including closing the intersection of Cornell Street with Foxhall Avenue and closing the intersection of Elmendorf Street with Flatbush Avenue. We recognize that change can be uncomfortable, but I look forward to meeting with the public and answering any questions they may have.”
The Safe & Accessible Flatbush & Foxhall Project is funded in part by the Climate Smart Community Grant Program, Title 15 of the Environmental Protection Fund through the New York State Department of Environmental Conservation. It is also made possible with funding from the New York State Department of Transportation.

| | Kingston Organics Phase 2 Curbside Collection - Register! | | |
The City is preparing to launch Kingston Organics Phase 2, weekly curbside pick-up of food scraps, that is expected to begin in spring 2026.
Registration is now open for residents of the City of Kingston to receive a free city-issued 5-gallon container, which will be used for this voluntary curbside food scrap collection program beginning in the spring.

The City of Kingston has received grant funding to purchase two all-electric garbage trucks, which will be used to collect the food scraps, further minimizing the carbon footprint.
Phase 1 of the Kingston Organics program was launched in July 2023 with a free, voluntary food scrap drop-off program with 11 locations across Kingston. To date, 80 tons of food waste have been diverted from the landfill. Drop-off locations will continue to operate, and registration is still open for participation.
Currently, food waste disposed of in the Kingston refuse stream is transported daily to the Seneca Meadows Landfill, a 480-mile, 7.5-hour round trip. Reduction in waste could decrease tipping fees, reduce the number of trips dump trucks take to the landfill, and reduce greenhouse gas emissions, while saving taxpayers money.

Starting Saturday, November 15 through March 15, Dietz Stadium will be operating on winter hours, open daily from 7:15am-8:00pm.
Those hours will be affected by the following holiday hours:
Thanksgiving Day- 8:00am-2:00pm
Day After Thanksgiving- 7:15am-8:00pm
Christmas Eve- CLOSED
Christmas Day- CLOSED
New Year’s Eve- 7:15am-5:00pm
New Year’s Day- 9:00am-4:00pm

| | Forsyth Park's New Dog Park Improvements | | |
The new dog park, which opened last week at Forsyth Park, is located adjacent to the Forsyth Nature Center and Dietz Stadium and has parking available, accessible through the Dietz Stadium access road.
Signage and a double gate were installed this week, and rules will be posted soon. In the meantime, the dog park is open to the public!
| | Applications Open 12/3 for STR Full Permits | | |
There are currently four vacancies for short-term rental full permits, and the online registration for the available permits will be open on Wednesday, December 3, 2025.
For one day, on December 3, 2025, the City’s short-term rental registration portal will be open for the available full permits, which had previously been at capacity and closed.
Under the City’s new form-based zoning code, the number of short-term rental full permits is limited to 1% of the City’s total housing units, which is currently 106 permits.
To apply for an STR-full permit, interested property owners must register for an account on the City’s registration portal. Once registered, contact the Office of Housing Initiatives to obtain an account code and account number, and express interest in applying for a full permit to be assigned the correct application. Property owners may then register for the full permit any time on December 3. A complete registration includes a completed application, proof of ownership, and payment of the annual registration fee.
If there are more registrations than applications available, the City will randomly select registrants until the full permit availability has been filled. Registrants not successful in receiving the full permit will be placed on a waitlist to receive permits as spots become available.
