Dear Friends -



I want to thank the Public Works Department staff who have carefully removed and replaced each American flag on the City Hall lawn in order to mow and landscape. The flags, which were placed by the Young Ulster Professionals for Memorial Day, will remain on the lawn through July 4.


A big thank you to The Cornell, Brickmen, and O’Connor & Partners for sponsoring the fireworks display for the Fourth of July again this year. The City, with the support of Radio Kingston, is providing entertainment in TR Gallo Park leading up to the fireworks.


We are so proud of this event, which comes together with support from local businesses and organizations, UCAT, and many City departments including Arts & Cultural Affairs, Parks and Recreation, Public Works, Police, and Fire departments.


I am looking forward to a safe and family-friendly Independence Day celebration. See you there!

City Receives Grant for Headstone Gallery Renovation

The City of Kingston has received a Restore New York Communities Initiative grant from the Empire State Development for $477,000 in support of Headstone Gallery’s renovation of 289 Foxhall Avenue. 

 

At the entrance of the Cornell Street arts corridor, the long-dormant commercial property at 289 Foxhall Avenue will be rehabilitated by Headstone, creating new opportunities for jobs, apprenticeships, and job shadowing for high school students. Studio spaces will be available to lease by local independent artisans and will provide administrative spaces for local arts organizations. Parking lots will be landscaped to anticipate planned street redesign and provide a welcoming space on a street that has become an arts destination.

 

Past City of Kingston Restore NY Grant awards include: Kingston Standard Brewing Company ($550,000) to reconstruct a portion of an adjacent building, adding more than 5,000 square feet of operational space and creating a cutting-edge zero fossil fuel facility. St. Joseph’s Lofts ($1.15 million) for the adaptive reuse of a former schoolhouse Uptown into three floors of office space and an event venue. The Center for Photography at Woodstock ($1.5 million) for the rehabilitation of a 40,000 square ft former cigar factory in Midtown. Barrel Factory Lofts ($840,000) adaptive reuse of a 120-year-old warehouse in Midtown into a mix of live-work spaces for artists, commercial spaces, and amenities spaces, Energy Square ($500,000) for the demolition of the former Mid-City Lanes bowling alley to create RUPCO’s mixed-use residential, commercial, and nonprofit space, and The Kingstonian mixed-used development Uptown to build residential units, commercial space, a hotel, and a garage with public parking.

CSX to Improve Crossings in August

CSX will me making improvements to three railroad crossings in the City of Kingston in August.


Mayor Noble said, “After reaching out with concerns about and demands for improvements to several railroad crossings in our community, CSX has scheduled the much-needed improvements for this August. I want to thank residents in advance for their patience while these three crossings are closed for this vital work to be completed. A temporary inconvenience will address long-term safety concerns.”

 

CSX will close the following roads on the following tentative dates:


Sunday, August 17                Foxhall Avenue crossing

Thursday, August 21             Smith Avenue crossing

Monday, August 25               Ten Broeck Avenue crossing

 

Each crossing will remain closed for 2-3 days while work is being performed. Detours will be in place.

Housing Task Force Community Meetings

On June 3, the Kingston Housing Task Force hosted the first in its community housing series, Building Homes to Meet the Needs of All Residents.


To recap:

  • Jayla Hart and Bret Collazzi of H&RA Advisors provided an overview of the current housing landscape in the City of Kingston.
  • Courtenay Green of Comeback Property Group discussed the real-world challenges faced by small-scale developers and broke down the costs involved in bringing a project to life.
  • Xiomara Pedraza, Chief Real Estate Development Officer at Sisters of Charity Housing Development Corporation, explained how the federal Low-Income Housing Tax Credit program helps finance affordable rental housing.
  • Bartek Starodaj, the City’s Director of Housing Initiatives, highlighted how Kingston’s new form-based zoning code supports the development of diverse housing options.

 

The next event in this series, Fostering Stability in Kingston's Housing Market, will take place June 24 from 6:00-7:30pm at Clinton Avenue United Methodist. This event will focus on how we can create a more stable housing environment—for both renters and landlords—by working toward common ground and shared solutions.

Fourth of July Celebration

The Cornell, Brickmen Kitchen + Bar, and O’Connor & Partners will be sponsoring a fireworks display on July 4, 2025 in the City of Kingston. The fireworks will be set off from a barge in the Rondout Creek just after dark.


Leading up to the fireworks, this year’s celebration will include entertainment sponsored by the City of Kingston. Starting at 6:30pm, the NY Funk Alliance, a 7-piece band, will play a mix of R&B, Motown, disco, classic rock, pop country, and contemporary favorites on the City stage in T.R. Gallo Park. The Center for Creative Education’s Energy Dancers and Drummers will also perform throughout the evening’s entertainment.


Mayor Noble said, "As always, I encourage residents and visitors to support the wonderful waterfront businesses for dining and shopping throughout the day. Parking will be extremely limited, so I encourage folks to walk, bike, carpool, or take the UCAT shuttle."


Parking will be limited. UCAT will run a free shuttle service, making regular pick-ups from the Kingston Plaza (adjacent to the ballfield off Westbrook Lane), from the Cornell Street parking lot (Thomas Street lot near Little Italy), and along Broadway at the Governor Clinton, the Andy Murphy Center, and Yosman Towers, dropping off at Garraghan Drive. There will also be a continuous shuttle from the parking lot at Kingston Point Beach. Busses will start picking up at 5:00pm and the last bus will depart the Rondout at 11:30pm.


In the event of severe weather on July 4, the fireworks and entertainment will move to Saturday, July 5, 2024.

Kingston Point Beach & Pool Opening Announced

Kingston Point Beach will officially open on Wednesday, June 25, 2025, and Andretta Pool will open Saturday, June 28, 2025.

 

Kingston Point Beach will be open five days a week, only when lifeguards on duty, Wednesday through Sunday, from 10:00am-4:45pm. Please note that, due to the proximity to the swimming area, there will be no motorized boat launches from the ramp at Kingston Point Beach going forward.

 

The Andretta Pool and splash pad will be open to the public starting on Saturday, June 28, and will be open Wednesdays through Sundays (times vary each day, see attached schedule). Mondays and Tuesdays are closed for summer camp swim days. There will be no entry fee for the pool.

Mayor Noble's Ward 4 Listening Tour meeting will be held on Monday, June 16 at Clinton Avenue Methodist Church at 122 Clinton Ave at 5:30pm.

Midtown Thriving Meeting

Over the past year-and-a-half, the project team has gathered a lot of input from the community on what they’d like to see in Midtown. It is time to turn that input into concrete policy recommendation for Midtown.


Visit us on Monday, June 16 from 4:00-7:00pm at the outdoor pavilion at Energy Square to give feedback and shape the Midtown Neighborhood Plan.

From September to November of last year, we surveyed residents to learn more about their experiences, hopes, dreams, and concerns about the Midtown Thriving project. Specifically, the survey explored development in Midtown and how it might impact five aspects of residents' wellbeing. Roadwork/Infrastructure Update

On June 17-19 from 6:00am to 6:00pm, Central Hudson will be replacing utility poles and electrical wiring. There will be No Parking in the following areas: 100-156 St James Street, 122-153 Fair Street, 187-191 Wall Street, and 110 Wall Street. This work will result in power outages in this area intermittently throughout these days.


Paving the next paving project will be O’Neil Street from Broadway to Foxhall Avenue, will milling expected to begin on Monday, June 23, with paving expected to be completed by Friday, June 27, weather depending. A road closure is expected, with detours and changes in traffic patterns. 


Prospect Street sewer project– work continues on Prospect Street between Cedar Street and Greenkill Avenue. Paving and project completion are estimated to be around July 3. Further closure of Greenkill may be necessary. If needed, a detour route will be posted.


Central Hudson– gas service replacements will continue on Fairview Ave and Howland Ave. Please expect road closures and/or lane closures. 



Archtop Fiber– one crew will be working on Frog Alley, Plymouth Ave, Bluestone Ct, Quarry St & Howland Ave, Maiden Ln and Green St. A second crew will be working near the dead end on Glen St.


Post Office Park– interpretative signage has been installed at the park.

Kingston 311

The Kingston 311 app, website, and phone system allow residents to quickly and easily report issues and submit service requests.


The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations. Photos can be attached to illustrate service orders.



This system is a valuable resource to submit municipal service requests. Examples include:


  • Streetlight replacement
  • City signage, including overgrowth blocking traffic signs
  • Snow removal, reporting parking violations, and other snow issues
  • Parks & playground repairs
  • Report graffiti or vandalism
  • Trail issues
