A Message From Mayor Steve Noble:
Dear Friends,
A note about the necessary sewer work on Broadway: We know what a big inconvenience this construction is for businesses and residents, but unless dealt with now, a catastrophic collapse of the sewer line would be possible. If that were to happen, it would be a complete shutdown Broadway and might require businesses to close until a temporary sewer pipe system could be installed. The reason we are doing this project now is due to the possibility of a collapse, and to coincide with other major infrastructure work that is scheduled to start back up this spring.
We will continue to seek solutions to parking availability as the project continues. We know it’s painful, and we apologize, but we really must complete this vital work for the good of the entire community.

The COVID-19 Vaccine Tracker Dashboard will update New Yorkers on the distribution of the vaccine including the number of doses received by the state, a breakdown of first or second doses, and the number of persons vaccinated with the first and second doses in each region.

Open Enrollment Period for uninsured New Yorkers has been extended through March 31, 2021. New Yorkers can apply for coverage through NY State of Health or directly through insurers.

New travel guidelines are in effect that allow out-of-state travelers to “test out” of the mandatory 10-day quarantine.

Safe and Accessible Foxhall and Flatbush Public Meeting
The Safe and Accessible Flatbush and Foxhall Avenues Project aims to improve pedestrian and bicycle infrastructure that connects the Colonial Gardens Apartments and residential streets in Midtown to surrounding business districts. Repairs and upgrades will be made from the intersection of Flatbush Avenue and Colonial Drive to Foxhall Avenue and Broadway, including completing intermittent sidewalks and correcting hazardous railroad crossings. Approximately two miles of sidewalks will be rehabilitated, crosswalks painted, and ADA-compliant curb ramps will be installed. Bicycle accommodations will be added along both avenues, connecting to the Empire State Trail and the Kingston Greenline.

Resources and Monthly Meeting for Businesses
The City of Kingston has created a Business Resources section of EngageKingston.com, which currently has a series of polls for local business operators to weigh in on a number of proposed initiatives, including a unified marketing campaign and a formula store tax, among others, that are aimed to support and protect local businesses. The polls will be open until March 19, and Engage Kingston will continue to be updated with additional resources.
In addition, Mayor Noble and Alderman Don Tallerman will host a monthly call with local businesses to offer support, receive feedback, update on City projects that could affect businesses, and help with solutions to issues. The first meeting will be held on Thursday, March 4 at 2:00pm, and will continue monthly on the first Thursday of each month. Registration is now open at EngageKingston.com.

City Buildings to Reopen on March 1, 2021
Starting on Monday, March 1, City Hall and other City administrative buildings will be open to the public from 10:00am to 2:00pm. Outside of those hours, the public can utilize drop boxes at each building as well as online services on the City website.
Visitors will be required to check-in at City Hall for a health screening before visiting all City buildings, including Parks and Recreation, Department of Public Works, and Building Safety offices as well Police Department and Fire Department.
The City’s mask policy will be strictly enforced. Anyone visiting municipal buildings must wear a mask at all times. Employees will continue to follow requirements to self-administer temperature checks and a Covid questionnaire before coming to work each day.

Police Officer & Police Officer (Spanish Speaking) Exam Applications Now Open
The Police Officer and Police Office (Spanish Speaking) Exams are being offered this spring, and applications are now open.
The Kingston Police Department will hold an information session on Wednesday March 3 at 6:00pm via Zoom, to provide interested applicants information about the exams, requirements, training, and about the Kingston Police Department. Qualified applicants will be notified via email details of the Physical Agility exam taking place on April 10, 2021. The Police Officer entrance exams will be held on May 15, 2021.
The application deadline to sign up for the Police Officer and Police Officer (Spanish Speaking) exams is March 10, 2021. Applications can be found at: https://kingston-ny.gov/Employment
KPD offers a variety of benefits, including a competitive starting salary ($48,179-53,532), comprehensive medical and dental insurance, longevity pay, vacation, sick leave and holidays, tuition reimbursement and retirement. Uniform and equipment are provided to officers.

Roadwork Update
This week, roadway signal striping and installing of barricades and sidewalk fencing occurred in the Broadway sewer project area, starting at Henry Street and heading west. Traffic will shift to two lane on Broadway from the Roundabout project to just past Field Court.
O’Neil Street to Downs Street is the first scheduled work area, which will have concrete jersey barrier placed along the travel lanes for the duration of work and fencing along the curb to protect pedestrians. Work in this block is expected to take about 3 weeks. Road plates will be placed over the trench at night and weekends for safety. Excavation will then proceed west towards St. James Street. The project is expected to be complete by May 15, 2021.
There will be parking limitations on Broadway in the work zone as the construction projects proceeds. In order to accommodate the sewer work, there will be no parking between Henry Street and St. James on the south side of the street. There will be limited parking on the north side of Broadway. Limited deliveries may be able to access the north side of Broadway, behind barrels, where not in conflict with construction. The City of Kingston has received permission to allow parking in the Restorative Justice Center parking lot (across from The Anchor) from 5:00pm until 6:00am, Monday through Friday, and all weekend. Parking will also be available in the public parking lot next to Sea Deli and on all side streets. Parking signage will be installed to direct drivers to open parking areas. “Business Open” signs will also be posted. All attempts will be made to allow parking as much as possible.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
