Mayor's Message:

Dear Friends -

Recently, we've had some changes on the Common Council. With the retirement of Tony Davis and the resignation of Barbara Hill, I was pleased to appoint Bob Dennison to Ward 7 and Sara Pasti to Ward 1. Both were running unopposed in November’s election, and are happy to get started serving their community early.

With Alderman Michael Olivieri stepping down to accept a job at the Water Department, I'll be taking applications to fill his seat. Olivieri was running unopposed in the November election, so I will open the process up to the public. If you live in Ward 7 and want to serve on the Council, get in touch!

Next Round of ARPA Community Events Grants Announced

The next round of APRA Community Events Grant Program awards for a total of $25,000 across five community groups:

  • O+ Block Party on July 14;
  • Van Buren St.’s Spreading the Love Block Party on July 22;
  • Midtown Business Alliance's Community Gathering on August 12;
  • ArtStream Community Public Art Celebration at ArtPort on August 19;
  • The Kingston Artist Soapbox Derby ($5,000) on August 19.

Laura Crimmins, Production Director of the O+ Festival said, “The ARPA Community Events grants have been instrumental for us to produce a summer series of public block parties in Kingston to connect our community through art, music and access to health and wellness.”

Dawn Jordan, Van Buren Block Party said, “I’m extremely grateful that this ARPA grant was available. It made it easier to spread the love that I and my family received when I relocated to Kingston in 1994. Doing this event every year reminds me of the community I had as a child. When the kids and adults say how much fun they had and can’t wait till next year, it makes me happy. It's all about being united and the community coming together as one.”

Miles Crettien, Midtown Business Alliance Board President said, “The MBA is thrilled and appreciative to receive this round of ARPA funding to be able to showcase the talent of Midtown artists and businesses through its Midtown Summer Celebration, planned for Saturday August 12 at 16 Cedar Street in Kingston. This Block Party is in collaboration with Midtown Arts District and DRAW in our ongoing partnership to support and celebrate the small businesses, including many artists, fueling a renaissance in our city, and laying the foundation for the future of Kingston’s economy.”

Laurie DeChiara, ArtPort said, “Thank you to Mayor Noble and the City of Kingston for supporting our third annual ArtStream Community Public Art Celebration. ArtStream began as a platform for local artists to safely show work and express themselves during the COVID-19 pandemic. We’re thrilled to see the program grow into an annual celebration of public art and creative community with more than 25 new installations along the beautiful Kingston Point Rail Trail and the Rondout Waterfront. This support from the City of Kingston means the world.”

Nancy Donskoj of the Kingston Artist Soapbox Derby said, “For the past 28 years, the City of Kingston has offered its support of the Kingston Artists Soapbox Derby which has brought thousands of participants and spectators alike from far and wide. We are grateful for the continued support with this award, which allows us to showcase our talented, creative community as they roll their gravity-powered creations down our lower Broadway hill.”

The 2023 Community Events Grant Program is made possible with Federal funding from the American Rescue Plan Act (ARPA). The City has allocated $375,000 to support local events as part of the city's pandemic recovery effort.

Nonprofit groups and businesses located within City limits are eligible to apply for up to five events per year at up to $5,000 per event, for a total of up to $25,000 per organization. Events must be free and open to the public. Events must take place in 2023, and must have either previously taken place prior to 2020, or if new, not duplicate pre-existing events and focus primarily on youth and families as the target audience. Preference will be shown to applications for events that focus primarily on youth and families as well as those that draw audiences from diverse backgrounds.

Funding is available for events taking place through the end of 2023. Grant applications will be accepted through Friday, November 1, 2023. The last eligible event date is December 31, 2023. More info, a list of eligible expenses, and the application can be found at: www.engagekingston.com/arpa-community-events-grant-program.

Mayor Noble Appoints Sara Pasti to Ward 1

Mayor Noble will appoint Sara Pasti to the Common Council as the Alderwoman for Ward 1, effective August 2, 2023.

Pasti said, “I am pleased to step into this position so that the residents of Ward 1 will have representation on the Council between now and January 2024. While walking the ward this spring, I was able to meet many residents and to hear their concerns. I look forward to addressing their concerns when I assume my new position in August. I also look forward to continuing to walk the ward this summer and fall to meet other Ward 1 residents and to learn their questions and concerns.”

Pasti has lived in the Hudson Valley for over 20 years. She served as the co-chair of the Comprehensive Plan Committee in Beacon, NY, and served on the Beacon City Council for six years. From 2009-2019, Pasti served as the Director of the Dorsky Museum of Art at SUNY New Paltz. She is currently a project manager and community organization consultant specializing in start-up projects, strategic planning, and institutional and capital project fundraising.

Mayor Noble Taking Applications for Ward 7 Seat

Mayor Noble has opened an application process to fill the Ward 7 Council seat recently vacated by Michael Olivieri.

Olivieri has been hired as the Business Manager at the Kingston Water Department and, due to conflict of interest, has resigned from his seat on the Common Council effective Sunday, July 23. Olivieri will begin his post at the Water Department on Monday, July 24, 2023.

As per the City of Kingston Charter, Mayor Noble has the authority to appoint a Council member to a vacated seat. Because Olivieri was running unopposed on the November ballot, Mayor Noble will open an application process for the seat. To be considered, applicants must have their primary residence in the current Ward 7 boundary. A ward map can be found here.

“I want to thank Michael Olivieri for serving Ward 7 and for all his hard work and due diligence on behalf of his constituents,” said Mayor Noble. “Michael has always been prepared and eager for discussion on important City matters. I know he will be a great addition to the Water Department team, and look forward to working with him in his role as Business Manager. I am now opening applications to fill Olivieri’s seat on the Council and will be immediately looking for qualified candidates to carry out the rest of his term. I encourage anyone who wants to serve in this capacity to contact my office as soon as possible.”

Residents of Ward 7 interested in serving should send a resume and cover letter to Mayor Noble at mayor@kingston-ny.gov or by mail to 420 Broadway, Kingston, NY 12401. Applications will be accepted until an appointment is made. The appointed Alderperson will serve until December 31, 2023.
