A Message From Mayor Steve Noble:
Dear Friends,
This weekend we honor those in armed services who sacrificed their lives for our country. The Kingston Veterans Association will host a Memorial Day ceremony at City Hall on Sunday, May 30. Traditionally the event has been held on Monday of the holiday weekend, but the Veterans Association chose to host their ceremony on the date that was historically Memorial Day. All are welcome to attend the rain or shine event.
A reminder that City of Kingston offices will be closed on Monday in observance of the holiday. Trash/recycling will be delayed one day next week.

Emergency Rental Assistance Program applications open June 1. The Emergency Rental Assistance Program is administered by the NYS Office of Temporary and Disability Assistance. Spring Stroll Event This Weekend!
The Kingston Spring Stroll has businesses throughout the City of Kingston participating by hosting live music, sidewalk sales, outdoor dining, and cultural activities throughout the weekend.
Some of the many Spring Stroll activities include an O+ mural tour, music and tours at the Old Dutch Church, a vendor fair with live music at the LGBTQ Center, and a Drag Queen Story Hour at Sassafras Mercantile among others. Rounding out the weekend are the Field + Supply market on Sunday at the County Courthouse parking lot, and farmers markets in Uptown on Saturday and the Waterfront on Sunday.
Many galleries, shops and restaurants in all three business districts – Uptown, Midtown and Downtown-- will be participating in outdoor dining and sidewalk sales. More information including times and locations can be found at https://kuba.network/springstroll/

With the removal of the Planet Wings structure, the City of Kingston will redesign the intersection of Broadway, Grand Street, Prince Street, and Pine Grove Avenue to correct a hazardous, misaligned juncture. The new design will improve traffic safety for motorists, bicyclists and pedestrians and will include public space in a formerly blighted location. The Broadway and Grand Intersection Improvements project area will serve as the culmination of the Broadway Streetscape Project, which runs along the Broadway corridor from the I-587 Roundabout. Now underway, the Broadway Streetscape Project optimizes traffic light signalization, and includes new sidewalks, a protected bicycle lane, upgraded crosswalks, amenities such as benches, trees and bioswales, and will include paving of the entire project area.
Mayor Noble said, “By fall 2021, entering and traveling down Broadway in the City of Kingston will be an entirely new experience. From the future gateway at the roundabout, along the Broadway corridor to this new intersection at the YMCA, travelers will enjoy a safe and scenic drive through our beautiful Midtown neighborhood in the near future. We are thrilled to have a decades-old eyesore removed while making the intersection safer for all who travel there and adding public greenspace in an urban center. I would like to thank Assemblymember Cahill for his support for this project and helping us restore the historic Post Office area to a space our community can be proud of.”
Funding is provided in part by $750,000 from the NYSDOT Multi-Modal Program, secured with the assistance of NYS Assemblymember Kevin Cahill.
“When I obtained the funds for much of this undertaking, our shared vision was to make this more than just a road project,” said Assemblymember Cahill. “We wanted to recall some beautiful memories, but also finally put to rest, a brief time when hamburgers and wacky chicken took precedence over majesty and civic pride. I applaud Mayor Noble for finally ushering in this new era here in our shared hometown.”
Construction on the Broadway and Grand Intersection Improvements Project will begin in June and is expected to be completed by fall. The City of Kingston grants team will continue to seek funding for construction and landscaping of the public space. For more info, visit Engage Kingston.

Memorial Day Ceremony on Sunday, May 30
The Kingston Veterans Association will host the annual Memorial Day ceremony on Sunday, May 30, 2021 at 1:00pm in Veterans’ Park in front of City Hall. This year’s guest speaker will be Bill Forte, the Kingston Veterans Association Chairman. Following the ceremony, there will be a tree dedication for Kingston’s World War II veterans on the front lawn of Kingston High School. There will not be a parade this year.
“On Memorial Day, we honor those who lost their lives in the wars they bravely fought,” said Mayor Noble. “While we are not quite ready to host the Memorial Day parade this year, I hope the community will join me in remembering our fallen heroes and recognizing our veterans. We thank the Kingston Veterans Association for organizing this wonderful annual event.”

City of Kingston Issues RFP for Economic Recovery Plan
A Request for Proposals (RFP) has been issued for an independent consultant to assist in the creation of an Economic Recovery Plan for the City of Kingston.
Kingston is expected to receive approximately $17 million as a part of the Federal stimulus package, which will be disbursed in two installments over a two-year period. The City of Kingston has issued an RFP for a consultant whose expertise includes urban planning, economic and community development, and who will include public engagement, to create a comprehensive and equitable Economic Recovery Plan for best utilizing the American Rescue Plan funds.
Guidance released from the U.S. Treasury Department states that Coronavirus State and Local Fiscal Recovery Funds can be used to respond to the public health emergency’s negative economic impacts, including assistance to households, small businesses, and nonprofits, and to make necessary investments in water, sewer, or broadband infrastructure, among other uses.
“Local governments and our communities have suffered during the pandemic, and so we are extremely grateful for these funds to assist in our recovery efforts,” said Mayor Noble. “We looking for a qualified consultant to help us create a plan to distribute the Federal aid in the most widely beneficial, equitable and strategic way possible.”
Proposals are due on June 23, 2021. Work is expected to begin on July 1, 2021 and be completed by fall. Interested consultants should contact 845-334-3943 or bwoltman@kingston-ny.gov.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
