Dear Friends -


This week, ICE was confirmed to be in the City of Kingston. Because of the clandestine nature of ICE's operations, fear and rumors quickly spread through the community.


To dispel any lingering question, the Kingston Police Department did not assist or work with ICE at any point. KPD and its officers were not involved in any immigration enforcement details with ICE. The Kingston Police Department's primary focus is-- and always will be-- the safety and security of our residents, businesses, and visitors. 


Because ICE is not required to report their activity, we don't have much information about their actions in our community. I want to reassure Kingston residents that we will do our best to protect our community members.

Kingston Housing Update

The City of Kingston's Director of Housing Initiatives recently gave an update about housing efforts and new development to the Community Development & Housing Committee, which you can watch here.


A quick summary of housing production since the new zoning code took effect:


  • In 2024, 48 units across 21 project were approved
  • In 2025, to date 6 units from 1 project has been approved
  • Currently before the Planning Board: 174 units across 3 major projects
  • Currently under construction: 300+ units across 3 major projects


Short-term Rental Permits:

  • Full-time short-term rental permits are at capacity: 106 units
  • Limited rental: 13
  • Resident occupied: 13


Kingston Business Parking Housing Feasibility Study:

  • Consultants has completed study.
  • Recommendations include: east side should be preserved as open space
  • Mixed-development of 600 units could be created over several phases
  • Opportunity for public spaces
  • Connections possible to Sojourner Truth State Park and surrounding neighborhoods
  • Conclusion: conservation approach that prioritizes biodiversity & selective clearing, and maintains half of the business park as open space.

City Hall to Host Textile Event on March 29

The City of Kingston, Woodstock Weavers, and the Arts Society of Kingston will host a special event, All Was Done by Hand: Home Production of the Nineteenth Century, at City Hall on Saturday, March 29, 2025, from 11:00am to 4:00pm. The event is free and open to the public.


Highlighting the role of textile work in the 19th century and its evolution into modern craft practices, the All Was Done By Hand event will feature demonstrations including weaving on a variety of looms, spinning yarn and wool processing, basket making, embroidery, quilting, rug hooking, and lacemaking. Spinning bees, which were used as protest in American history, and quilting bees will also be represented.


The event will also feature educational materials that detail the history and significance of in-home textile production and the role it played in women’s work, especially during the period of Sojourner Truth’s life.


The event is part of the City of Kingston’s Department of Arts & Cultural Affairs exhibition programming for Sojourner Truth: First Step to Freedom. On loan from SUNY New Paltz, the bronze statue by sculptor Trina Greene depicting Sojourner Truth is on display on the first floor and the FREEDOM! exhibition featuring local artists is on display on the ground floor.

Mayor Noble's 2025 Listening Tour to Ward 1

Starting with Ward 1, Mayor Noble will host a monthly listening session, partnering with the Alderperson in a location either in the ward or nearby. The Ward 1 meeting will be held on Monday, March 10, 2025, at 5:30pm at the Kingston Alliance Church at 90 Miller’s Lane.


Future monthly ward meetings will be announced in the coming weeks.

Mayor Noble's Tuesday Radio Show

Mayor Noble's weekly radio show, "It's the Mayor" airs on Tuesdays at 5:00pm on Radio Kingston.


This week, Mayor Noble spoke with Cari Watkins-Bates of Scenic Hudson and Julie Noble, Sustainability Coordinator for the City of Kingston about the recent open space acquisition of Rondout Uplands.

Weekly Roadwork/Infrastructure Update

Kingston Water Department-- On Saturday, March 1, the Water Department will be conducting emergency water main repairs on the Boulevard near Amy Kay Pkwy. The map below highlights the expected work area. Customers in the area may experience water service interruptions during the repairs. Door hangers will be distributed to those we anticipate will be affected.



Traffic will be limited to one lane, with temporary traffic signals in place starting at 7:30am. Expect delays.


Central Hudson– work in a new project area will begin mid-March, including Fairview Ave, Howland Ave, Stickles Ave, Merilina Ave, Boulder Ave, Voorhees Ave, Alcazar Ave, Merritt Ave, Court Ave, and Catskill Ave. 


Archtop Fiber– one crew will be in the area of Flatbush Ave and E Chester St., and will continue on Grant, close a few gaps on Clifton, then move to Hutton and Meade St.


A second crew will move onto Brook St, Albert St, N Wilbur Ave, Prospect St, Sterling St & Pine St.

 

Please be aware that final restorations will pick up in the spring!



Active work on Prospect Street, Clinton Avenue, or ADA ramps projects is expected to be on hiatus until spring.

Reminder: Snow Emergency Procedure

A Snow Emergency is declared if 3+ inches of snow is forecasted. When a Snow Emergency is declared, there is no parking on either side of designated Snow Emergency Routes and dead-ends.


For all other streets, alternate side parking rules are in effect, which means parking is permitted on the odd side of the street on odd numbered calendar days and on the even side of the street on even numbered calendar days. The odd or even side of the street is determined by house numbers.


The best place for vehicles is off the street.


At 7:00am the following day, vehicles must move to the opposite side of the street. Vehicles not in compliance will be ticketed and towed.


During a Snow Emergency, regular parking rules are suspended. On-street and off-street parking meters are suspended. Pre-existing parking restrictions which allow or prohibit parking on a particular side of the street are temporarily superseded by Snow Emergency alternate-side-of-the-street parking rules.


No parking is allowed within 50 feet of any street corner and vehicles must not block fire hydrants, driveways, entryways or exits for parking lots, or in any hazardous manner.


No street parking is allowed on dead-end streets during a Snow Emergency. 


The City of Kingston will announce a Snow Emergency in the following ways:

  • Online at http://www.kingston-ny.gov and at the City of Kingston Facebook page.
  • By phone or text using the City’s notification system, Smart911. Sign up to receive calls or texts here.
  • By e-mail. Recipients of the Mayor’s newsletter will receive an e-mail notification. Sign up for the newsletter here.
  • Via media—all local media will be alerted.


For a snow-related service request or to report hazardous road conditions, call the Department of Public Works dispatch at 845-338-2114 or use Kingston 311. For towed vehicles, call the Kingston Police Department at 84-331-1671.

The Kingston 311 app, website, and phone system allow residents to quickly and easily report issues and submit service requests.


The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations. Photos can be attached to illustrate service orders.



This system is a valuable resource to submit municipal service requests. Examples include:


  • Streetlight replacement
  • City signage, including overgrowth blocking traffic signs
  • Snow removal, reporting parking violations, and other snow issues
  • Parks & playground repairs
  • Report graffiti or vandalism
  • Trail issues
