Today, the United States reentered the Paris Climate Agreement. More than 5,000 cities, states, businesses, and institutions are joining the America Is All In initiative to mobilize national climate action and increase our goals.
In Kingston, we have committed to reducing greenhouse gas emissions here locally, doing our part to help globally. We know that by working together, we can fast-track climate action and usher in a new, clean energy future.

COVID-19 Information

The COVID-19 Vaccine Tracker Dashboard will update New Yorkers on the distribution of the vaccine including the number of doses received by the state, a breakdown of first or second doses, and the number of persons vaccinated with the first and second doses in each region.

Open Enrollment Period for uninsured New Yorkers has been extended through March 31, 2021. New Yorkers can apply for coverage through NY State of Health or directly through insurers.

If you have been on quarantine due to contact with someone known to have COVID-19:
- a negative test does NOT release you from quarantine.
- It is essential to wait 10 days full days to make sure that no infection appears, even if you have no symptoms, before being released from quarantine.
- Quarantine should last 10 days from the last exposure to a person with known COVID-19.
- In addition, you should continue to monitor yourself for any signs or symptoms of COVID-19 for up to 14 days after that last exposure.
- If you have any questions about your period of quarantine, please call your Local Health Department.
- Indoor and outdoor gatherings at private residences are limited to no more than 10 people.

New travel guidelines are in effect that allow out-of-state travelers to “test out” of the mandatory 10-day quarantine.

New Housing Director for City of Kingston
The new Director of Housing Initiatives for the City of Kingston, Kevin Corte, will start on March 1, 2021.
Kevin Corte is a Kingston resident and urban planner with years of experience in development, environmental review, and housing initiatives. From 2016 to 2019, Kevin worked for New York City, as a planner in the city’s Environmental Assessment and Review Division and then as a policy advisor to the New York City Council’s Land Use Committee. In these roles, Corte ensured that major private developments and city-sponsored projects analyzed neighborhood socioeconomic conditions, equity, and overall quality of life. During his time with the City Council, Corte helped draft new rules that prevented out-of-context buildings in historic neighborhoods, preserved scarce open space in undeveloped areas of the city, and identified areas suitable for smart growth. He has also worked in both environmental review and housing development in the private sector.
The City of Kingston’s first Director of Housing Initiatives, Michael Gilliard, is now serving as the full-time Executive Director for the Kingston City Land Bank. As Director, Corte will focus on furthering City of Kingston housing programs and policy initiatives, including implementing the Anti-displacement Grant, the zombie property grant, and seeking other avenues to increase affordable housing while working with those in the community who share our goal of housing for all.

Outdoor Dining/Retail Expansion Program Surveys
Two surveys are now available to determine public interest in an Outdoor Dining/Retail Expansion Program for spring 2021.
In June 2020, the City of Kingston released a survey for residents and a separate survey for businesses, to gauge interest in a few options for outdoor dining/retail expansion: an open streets concept, utilizing parking spaces for outdoor dining and retail, and/or using other public spaces for expansion. The public response was overwhelmingly positive, and the restaurants and shops who participated created truly special, unique spaces in parking stalls adjacent to their storefronts.

KCLB Applications Open for Three Homes
The announcement coincides with the start of construction to rehabilitate all three properties. KCLB has engaged two local contractors and construction is expected to be completed in the third quarter of this year. Interested applicants can view building plans and sample images of the completed homes by applying through the application portal available at kclb.org. Applications are available in Spanish and English and the application process will be handled by RUPCO.

Sewer Work on Broadway to Begin Monday
Much-needed sewer repair work on Broadway wil begin on Monday, February 22, 2021. The project will install new sanitary sewer pipes to replace old, failing sewer lines along Broadway from Cedar Street to East St. James Street.
During construction, there will be significant lane changes, with all traffic shifted to the south side of Broadway. Drivers should be alert for changing traffic patterns, which will be directed with striping and signage. Traffic signals in the project limits will be bagged, with temporary stop control on the side streets.
There will be no detours or closures required on Broadway, but there will be no vehicular access to Van Deusen, Downs, and O’Neil Streets from Broadway. Detour signage will be in place for access to those side streets. Pedestrian access will be maintained, with signed pedestrian detours around the work zone.
On-street parking in this area of Broadway will be prohibited for the duration of the project. Public parking lots located next to Sea Deli and at Cornell Street, as well as adjacent street parking, should be used instead.
Construction is expected to be completed by approximately May 15, 2021. Once the sewer work is complete, as a part of the Broadway Streetscape Project, Broadway will be re-paved from Pine Grove Avenue to the I-587 Roundabout.

Hudson Cliffs State Park (formerly Quarry Waters) Engagement
Scenic Hudson is working with New York State Parks and the Palisades Interstate Park Commission to create Hudson Cliffs State Park (formerly known as Quarry Waters Park) — the first state park in the City of Kingston and Town of Ulster.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
