Dear Friends -


This week we launched a new website for the planning review process. The transition to an online system represents our commitment to making Kingston’s development more accessible, efficient, and transparent. The new site is streamlined for use by our staff, the Planning Board, and residents.


Planning is the first step in shaping our City’s future and we're excited to make the process easier to navigate and for City residents to browse new projects.


I hope to see Ward 1 residents at my first Listening Tour meeting on Monday, March 10 at Kingston Alliance Church at 5:30pm.

New City Planning Platform Launched

The City of Kingston has launched a new platform to modernize the application process for multiple municipal review boards, including the Planning Board, Historic Landmarks Preservation Commission, and the Tree Commission.

 

The City of Kingston has partnered with Kingston-based GovTech innovator MuniCollab to modernize the review process with a new online platform that will enhance the efficiency of the City’s review boards.

  

The new system will digitize the entire land-use review process, from initial application submission through final decision-making, while providing transparency and record-keeping. The platform has been specifically created to align with Kingston’s updated zoning code. The Planning Board will begin using the new portal to accept applications starting March 3, 2025, with additional boards launching in the following weeks.

 

Benefits of the new online platform for the Kingston community include:

  • Streamlined digital application for Planning Board, Historic Landmarks Preservation Commission, and Tree Commission reviews
  • Enhanced collaboration between applicants, City officials, and the public
  • Improved accessibility to application materials and review documents
  • Greater transparency throughout the review
  • Simplified project tracking and management for multiple boards and commissions

MHET Installs First Energy Efficient Appliance

Mid-Hudson Energy Transition (MHET), in partnership with the City of Kingston, installed the first induction stove as part of the 2025 Energy Efficiency Campaign, created to help income-eligible Kingston residents improve their home’s energy efficiency and live healthier lives.


Local Kingston contractor Hot Water Solutions (HWS) installed an induction stove in Kingston homeowner Kofi Boundy's house this week free of charge.


This initiative, which is funded by the City of Kingston’s American Rescue Plan Act (ARPA) allocation, is open to low- and moderate-income (LMI) households and households with seniors or young children, and residents facing high energy bills or utility debt. Renters who pay their own utility bills and have landlord approval are especially encouraged to apply.


Applications will be accepted on a rolling basis until all appliances have been matched with eligible residents. Induction stoves have been allocated but residents are encouraged to apply for heat pump water heaters and portable heat pumps. Interest forms can be found here

Mayor Noble's 2025 Listening Tour

Mayor Noble, along with Council members from each ward, is hosting monthly ward meetings to meet with residents and hear their concerns.


As previously announced, the Ward 1 meeting will be held on Monday, March 10, 2025, at 5:30pm at the Kingston Alliance Church at 90 Miller’s Lane.

Women's History Month

In honor of Women's History Month and as part of the ongoing programming surrounding Sojourner Truth: First Step to Freedom, the City of Kingston, Woodstock Weavers, and the Arts Society of Kingston will host a special event, All Was Done by Hand: Home Production of the Nineteenth Century, at City Hall on Saturday, March 29, 2025, from 11:00am to 4:00pm.


Highlighting the role of textile work in the 19th century and its evolution into modern craft practices, the All Was Done By Hand event will feature demonstrations including weaving on a variety of looms, spinning yarn and wool processing, basket making, embroidery, quilting, rug hooking, and lacemaking. Spinning bees, which were used as protest in American history, and quilting bees will also be represented.

 

The event will also feature educational materials that detail the history and significance of in-home textile production and the role it played in women’s work, especially during the period of Sojourner Truth’s life.

 

On loan from SUNY New Paltz, Sojourner Truth: First Step to Freedom, a bronze statue by sculptor Trina Greene depicting Sojourner Truth, is on display on the first floor at City Hall, and the FREEDOM! exhibition featuring local artists is on display on the ground floor.

Weekly Roadwork/Infrastructure Update

Central Hudson–  gas trenching in the next project area, the Merilina Ave/Catskill Ave area, will begin around Monday, March 17. Work in the school zone (Merilina to Quarry) will be done during spring break to avoid disruption at the school.


Archtop Fiber– one crew will be in the area of Flatbush Ave and E Chester St., and will then continue on East Chester St, Hutton, Meade St and Tammany St. A second crew will move onto Pine St, Amy Kay, Cedar St and Linderman Ave. Please be aware that final restorations will pick up in the spring.
