We have now launched a new portal for streamlining operations for the Historic Landmarks Preservation Commission, which will make this process easier to use for future applicants.
This week, we also launched a survey for options for a future mode of citywide transportation. Let us know your thoughts!
I'll be holding my Ward 2 Listening Tour meeting at St. John's Church (207 Albany Avenue) on Monday, April 14 at 5:30pm. All Ward 2 residents are welcome!

| | Grant to Study Clean Mobility Options + Survey | |
The City of Kingston will study the feasibility of mobility options that might include a bike/scooter share, bike library, EV rideshare, and other programs.
New York State Energy Research and Development Authority (NYSERDA) awarded $100,000 in funding to the City of Kingston to explore implementing a zero-emission city-wide transportation program for residents and visitors. With robust community engagement, the study will explore clean mobility solutions and determine the ideal program based on the community’s needs.
As part of this study, a public survey has launched. Community input is essential at this early stage as the City and partners explore various options, including bike share and scooter share programs, bike libraries, electric shuttles, and programs that support bike and scooter ownership. The survey will be open until May 2, 2025. A Spanish survey is available here.
The study will be informed by the City of Kingston’s Pedestrian & Bicycle Master Plan. In 2024, the Kingston Common Council passed a resolution allowing electric-assisted bicycles on public lands.

| | HLPC Process Moved to New Portal | |
The Historic Landmarks Preservation Commission application and review process has been moved to the new online platform, which the City of Kingston launched last month.
The online platform, which was launched with the Planning Board review process last month, streamlines the digital application process; creates easy collaboration between applicants, City officials, and the public; improves accessibility to application materials and review documents to create greater transparency. The platform was created to align with Kingston’s updated zoning code.
| | Midtown Thriving Visioning Sessions On-site | |
For the next phase of the Midtown Thriving project, there will be visioning sessions at three underutilized, vacant, and/or City-owned sites in Midtown on Saturday, May 3, 2025.
Join the team to give your input on the visions for the following sites:
25 Field Court from 10:00-11:30am
13-41 Thomas St. from 12:00-1:30pm
80 Smith Ave from 2:00-4:00pm
From September to November of last year, a survey asked residents about their experiences, hopes, dreams, and concerns about the Midtown Thriving project. The survey explored development in Midtown and how it might impact five aspects of residents' wellbeing.

Grow Well Kingston, a sub-group of Live Well Kingston, is a collective of organizations and individuals who support residents to grow plants and raise animals for food, medicine, natural habitat, and beauty, by supporting local projects that provide knowledge, growing spaces, and resources.
Grow Well supports community gardens by cultivating these shared growing spaces and offering support to volunteers and neighbors. Community gardens are great spaces to learn and practice the joy of gardening and growing your own plants, flowers, herbs, fruits and vegetables. Find a community garden here.
Meetings are open to all! No gardening experience necessary, Grow Well Kingston provides education, resources, and tools to get started.

| | Upcoming Paving & Roadwork/Infrastructure Update | |
Paving: The first round of paving in 2025 will be Saint James Street from Broadway to 37-39 Saint James Street and Prospect Street from Saint James Street to Henry Street.
Milling is expected to begin on Monday, April 21 and paving is expected to be completed by Friday, April 25, weather depending. During this time, there may be detours and changes in traffic patterns.
The next round of paving will be Spring Street from Broadway to Ravine Street, which is expected to be milled starting on Monday, May 12, with paving completed by Friday, May 16, weather depending.
Paving season is expected to continue through October 2025. For more information on paving projects, please visit https://kingston-ny.gov/paving.
Prospect Street sewer project-- sewer and storm work will continue on Prospect between Henry and Cedar Streets. In addition there may be paving preparation on St. James between Maiden Lane and Broadway and on Prospect between St. James and Liberty Streets.
Central Hudson– Gas main installation will begin next week on Merilina Ave between Edson Elementary School and Merritt Ave. and Voorhees Ave. Expect road closures and detours
Central Hudson paving next week will be taking place on S. Wall Street, S. Pine Street, and Greenkill Ave bike lanes. Donovan and Josephine are complete with Washington Avenue sections happening today.
Archtop Fiber– one crew will be working to wrap up East Chester Street. A second crew will be working on Alison Court, Mountainview Avenue, Prospect Street, Linderman Avenue, Burgevin Street, and Pearl Street. A third crew will be working on Marius Street and Glen Street. Final restorations in previous work areas will be picking up soon.

| | Prospect Street sewer work | | City of Kingston to Offer Master Plumbing License Exam | |
The Board of Plumbing Examiners will be accepting applications for the upcoming Master Plumbing License Exam.
The exam will be held on June 18, 2025, at 5:00pm and is composed of two parts: a written exam with multiple choice and essay style questions and a practical component where candidates demonstrate competence by fabricating several plumbing assemblies.
Applications for the exam can be picked up at Building Safety and Zoning Enforcement Office located at 5 Garraghan Drive or online here and must be submitted to the Building Safety and Zoning Enforcement Office by 12:00pm, Friday, May 2, 2025. Applicant interviews are scheduled for May 21, 2025, and a pre-test seminar to review exam content will be held June 4, 2025.
The exam application must be submitted with a non-refundable fee of $100.00. Applicants who successfully pass the exam with a minimum score of 75 will pay an additional annual license fee of $300.00.
