A Message From Mayor Steve Noble:
Dear Friends,
You may have seen in the news that there have been several major arrests recently. I want to thank the Kingston Police Department and the District Attorneys' Office for all of their efforts to solve these crimes and bring justice to victims' families.
Violence has no place here in Kingston. It's been encouraging to see the outpour of love and support in our community -- as we know, it will take our entire community working together to rid our City of these violent incidents. We must create more opportunity for our youth, invest in programs at the Restorative Justice Center and work with law enforcement to continue to break the cycle of violence.

COVID-19 Information

As of Friday, January 29, there are 2443 active Covid-19 cases in Ulster County, 405 in Kingston, and there have been 211 deaths across the County. More local resources at Ulster County Covid-19 Information

The COVID-19 Vaccine Tracker Dashboard will update New Yorkers on the distribution of the vaccine including the number of doses received by the state, a breakdown of first or second doses, and the number of persons vaccinated with the first and second doses in each region.

Open Enrollment Period for uninsured New Yorkers has been extended through March 31, 2021. New Yorkers can apply for coverage through NY State of Health or directly through insurers.

If you have been on quarantine due to contact with someone known to have COVID-19:
- a negative test does NOT release you from quarantine.
- It is essential to wait 10 days full days to make sure that no infection appears, even if you have no symptoms, before being released from quarantine.
- Quarantine should last 10 days from the last exposure to a person with known COVID-19.
- In addition, you should continue to monitor yourself for any signs or symptoms of COVID-19 for up to 14 days after that last exposure.
- If you have any questions about your period of quarantine, please call your Local Health Department.
- Indoor and outdoor gatherings at private residences are limited to no more than 10 people.

New travel guidelines are in effect that allow out-of-state travelers to “test out” of the mandatory 10-day quarantine.

Health care workers can text NYFRONTLINE to 741-741 to access 24/7 emotional support services. Any New Yorker can call the COVID-19 Emotional Support Hotline at 1-844-863-9314 for mental health counseling.

Re-envision Public Safety Task Force Delivers Report
The Re-envision Public Safety Task Force delivered their recommendations, which have been submitted to the City of Kingston Common Council.
The task force was formed after an Executive Order from Governor Cuomo calling for a New York State Police Reform and Reinvention Collaborative to:
- Review the needs of the community served by its police agency, and evaluate the department’s current policies and practices;
- Establish policies that allow police to effectively and safely perform their duties;
- Involve the entire community in the discussion;
- Develop policy recommendations resulting from this review;
- Offer a plan for public comment;
- Present the plan to the local legislative body to ratify or adopt it, and;
- Adoption of the plan on or before April 1, 2021.
The City of Kingston commissioned the Peaceful Guardians Project to facilitate the task force. Mayor Noble put out a call for applications in August and, in September 2020, Lester Strong, the Peaceful Guardians Project Executive Director, announced the 10 task force members from the Kingston community: Beetle Bailey, Jimmy Buff, Andrea Callan, Raquel Derrick, Daniel Gruner, Donald Mapes, Jr., David McNamara, Naimah Muhammad, Manuel Blas Sánchez, and Amy Shapiro. The task force includes three liaisons: Chief of Police Egidio Tinti, Aldermen Tony Davis, and Police Commission member Minya DeJohnette. The task members came from a variety of backgrounds including an educator, an attorney, a social worker, a pastor, an addiction specialist, and a mental health researcher with a PhD in Criminal Justice.
Each of the members chose a topic to research from four key areas: Use of Force & Accountability, Police Recruitment, Training & Morale, Community Policing, and Alternatives to Police Intervention. Two virtual Town Hall meetings were held on November 19 and December 16, 2020 to gather community feedback. Additional input was solicited through EngageKingston. The Task Force’s final recommendations incorporated public comment and have been finalized for review and ratification by the Common Council.
“I cannot thank the task force enough for their thoughtful research and diligence on these often complicated issues,” said Mayor Noble. “This unique group of people with a broad range of experience and expertise brought such good insight to the task force. I hope the Common Council will adopt and ratify their recommendations, which I believe will benefit our entire community greatly. Once ratified, we will work with the Council to see what initiatives should be funded with the budgeted $100,000 in the coming months.”

KPD Appoints First Female Detective
On January 8, 2021, Detective Tiffanie Baney was promoted to Kingston Police Detective. promotion! Detective Baney is KPD's first female detective. She started her career with the Kingston Police Department on July 17, 1999. As a patrol officer she tried out for, and made the Emergency Services Unit (ESU) team. She is also a police instructor.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
