A Message From Mayor Steve Noble:
Dear Friends,
We are experiencing a second wave of COVID-19 infections. We have seen a large jump in active cases just in the last week. Next week atCity Hall and other municipal buildings, we'll be scaling back our public access to ensure the safety of all.
I know we are all tired of this virus and all of its many restrictions, but I encourage Kingston residents to use the utmost caution with their Thanksgiving plans. There is a NYS ban on indoor gatherings over 10 people, but the best advice is to keep your holiday meals to your immediate family members. I know this is tough, but the only way we will get through this epidemic is working together.

Law Enforcement Partnership Announces Results
Starting on August 6, Kingston Police Department began a partnership with New York State Police, the Ulster County Sheriff’s Office, Ulster County District Attorney’s Office. The law enforcement operation was initiated to address the recent increase in gun violence and associated drug activity. Police officers, troopers, and deputies patrolled together throughout the 12 weeks of operation. Plainclothes and undercover investigative personnel from each agency also participated during this unique effort.
The program was intended to eliminate gun violence, break the cycle of drugs and violence, and build a respectful dialogue with the community.
During the 12-week program, the multi-agency officers engaged the public in over 1400 encounters (traffic stops and field interviews), all of which were based on a specific violation of the NYS Vehicle or Criminal law. These encounters resulted in 217 arrests: (55 were individuals charged with a felony, 149 were individuals charged with drug or gun related offenses), and 1144 of the encounters resulted in a simple verbal warning to the citizen about the infraction for which they were stopped.

- 633 Uniform Traffic Tickets issued
- 29 DWI arrests
- 5 Search Warrants executed
- 149 Drug-related and/or violent crime/gun-related arrests

- Five loaded handguns
- Heroin (40.8 grams)
- Cocaine (104.1 grams)
- Marijuana (1578.9 grams)
- Ecstasy (109 grams)
- Suboxone (84.7 grams)
- Crystal Meth (7.5 grams)
- Fentanyl (5.5 grams)
- Oxycodone (55.8 grams)
- $7,469 cash seized
Comparing the 12 weeks prior to the joint law enforcement detail with the 12 weeks in operation:

Reduction in confirmed shots fired: 13 vs 3 = 77% reduction
- Reduction in firearm related reported incidents (shots fired + man w/gun reports): 37 vs 21 = 43 % reduction
Comparing the 12 weeks during the joint detail with the same 12 weeks in 2019:
- Reduction in Part one crimes: Part one crimes 144 vs 169 = 14% reduction
“Throughout the program, all of the personnel assigned conducted themselves professionally while aggressively investigating hundreds of criminal or traffic infractions, many of which resulted in arrests and the recovery of numerous guns and quantities of narcotics,” said Police Chief Egidio Tinti. “Officers also interacted with the public while on patrol and built relationships and dialogue with the community. They introduced themselves to citizens and children using these interactions to explain the goals and intentions of this effort. Numerous investigations remain in progress with additional arrests expected.”
“We thank our law enforcement partners for their professionalism, dedication to the City of Kingston, and results in making the streets a safe environment for the residents,” said Mayor Noble. “We believe that ongoing efforts and continued dialogue will further improve police and community relations.”

City of Kingston to Re-instate COVID Protocols
Due to the increase in active COVID-19 cases, beginning on Monday, November 23, the City of Kingston will reinstate a number of protocols:
· All City offices will be closed to the public except by appointment. The public is encouraged to utilize drop boxes at each building and online services.
· Administrative staff with the ability to work from home are asked to do so starting Monday. The City’s mask policy will continue to be enforced - masks must be worn within 6’ of another employee or a member of the public, and in all common areas of municipal buildings. Departments have the ability to enforce stricter policies based upon the specific layout of their offices. Employees will continue to follow requirements to self-administer temperature checks before coming to work in the morning. Additional cleaning protocols will be implemented by departments and in vehicles as needed.
· The Building Safety Division will suspend all routine Health and Safety Apartment Inspections, but will continue to respond to health and safety complaints.
· All Parks and Recreation public programming, except childcare at the Rondout and Hodge Centers, will be suspended.
At this point, there are no plans to furlough City staff. Trash and recycling will stay on the regular schedule. There will be no interruption to water, sewer, or other City services.
Statewide, bars, restaurants and gyms must close at 10:00pm. Masks must be worn at all times in retail stores and at restaurants unless seated. Wearing masks when not able to social distance in any setting is highly recommended.

Center for Creative Education's Thanksgiving Event
The Center for Creative Education (CCE) will be hosting an outdoor event on Thanksgiving Day giving away clothing and food and providing entertainment and other resources from 10:00am to 3:00pm at 16 Cedar St.
The CCE "Spread Love Thanksgiving Event" is expected to serve 250-500 community members with hot food, non-perishable food items, and clothing.

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
