Dear Friends,
As hopefully everyone is aware at this point, Tuesday, November 3 is Election Day. Early voting at the Andy Murphy Neighborhood Center (467 Broadway) is open through Sunday, click here for hours of operation. To find your polling place for Tuesday, check here.
City offices will be closed on Tuesday, but refuse and recycling will still be picked up with no delays.

Bicycle Bells and Lights Available at Repair Clinic
Bike Friendly Kingston, Basch & Keegan, O’Connor & Partners, and the YMCA have teamed up to distribute bells and lights at a bicycle repair clinic on Wednesday, November 4. Volunteers will be at the Y parking lot on Pine Grove Avenue from 3-5pm to distribute bells and lights and to check bikes over for repairs. Bike helmets will also be available.
No advance registration required. The event is free but donations are welcome. Be sure to bring your bike and wear a mask or other face covering. The rain date is Thursday, November 5.

Veterans Day Ceremony on November 11
A Veterans Day ceremony will be held on the lawn in front of City Hall on Wednesday, November 11, 2020 at 11:00am. The annual ceremony will include the dedication of a new monument for those who served during the War on Terrorism. The Veterans Day ceremony speaker will be Senior Master Gunnery Sergeant Mike Decker.
The public is invited to attend. Masks and social distancing will be mandatory for all those in attendance. The event will be held rain or shine.
“Though many may not be able to join us for the ceremony this year due to Covid-19, the new monument will be a permanent place to pay our respects to those who have fought the war on terrorism,” said Mayor Noble. “I would like to thank the Kingston Veterans Association for their continued efforts to honor the men and women of the military here in the City of Kingston.”

Distinguished Artist Award Ceremony on November 12
“We are proud to celebrate Kingston’s own Lara Hope for this much-deserved award,” said Mayor Noble. “I would like to thank the Arts Commission for organizing the wonderful Distinguished Artist Award and for all their support of arts and culture in the City of Kingston. Awards like this help our creative community thrive.”
Susan Linn, Chair of the Arts Commission said, “The Kingston Arts Commission is proud to have initiated the Distinguished Artist Award and congratulates Lara who combines her commitment to her art form with a commitment to the City's cultural life.”
Winner of the 2017 Ameripolitan Music Award for Best Female Rockabilly Artist, Hope is the front woman for the Northeast's premier Roots, Rock n’ Roll, and Rockabilly Twang outfit, Lara Hope and the Ark-Tones. She has spent much of the past few years on the road, both in Europe and in the U.S., and has had the pleasure of touring with some of her musical heroes, including The Brian Setzer Orchestra, The Blasters, and Reverend Horton Heat. She and her band were invited to perform at the original site of the Woodstock Festival, Bethel Woods, for the 50th anniversary celebration. Lara also plays with her husband Matt Goldpaugh as a duo, “The Gold Hope Duo,” and self-released a very topical album called Songs in the Key of Quarantine. Lara is also dedicated to the City of Kingston and its many not-for-profit organizations for which she donates much of her time, performing at fundraisers and other events in support of their causes.

Made in Kingston Online Market
Now in its eighth year, Made In Kingston for 2020 has been reimagined as an online Makers Market, highlighting the wonderful array of all things handcrafted, fabricated or manufactured in the City of Kingston.
The Kingston Farmers Market will host a Made in Kingston Pop-Up Artists & Makers Market on two Saturdays—December 5 and 19 from 10am to 2pm—in the Ulster County Courthouse parking lot.
Artists and makers who live, work and/or create within the City of Kingston are encouraged to apply for either the online and/or pop-up markets. All information and applications, as well as sponsorship opportunities, are available now at MadeInKingstonNY.com. Made in Kingston sponsors help keep this event at a very reasonable fee!

Job Opportunity: Environmental Specialist
The City of Kingston is looking for a full-time Environmental Specialist to research, gather and analyze data and coordinate environmental matters related to the planning, design, construction, and maintenance of City projects and/or programs.
Typical work includes evaluating routine environmental studies with engineering personnel, representatives of the other departments and agencies in an effort to incorporate proper environmental considerations in a project and/or program planning, design, construction and maintenance. The Environmental Specialist assists in the development, interpretation, and implementation of environmental plans and policies.

Halloween Guidance
Even in these unusual times, trick-or-treating will not be cancelled this year. However, Mayor Noble urges caution when participating in Halloween activities. As in years past, there will be a curfew of 8:00pm on October 31, 2020.
Suggestions for creative ways to celebrate safely:
• Host a virtual Halloween costume party with costumes and games
• Car parade to show off costumes while staying socially distanced
• Consider non-candy treats such as stickers, temporary tattoos, glow sticks, or other small toys
• Create a scavenger hunt where kids find candy with each clue
• Decorate your house and have a neighborhood contest
• Carve pumpkins and try new creative decorating ideas
• Play Halloween-themed games
• Watch spooky movies
• Trick-or-treat room to room in your own home
Please remember:
• Don’t trick-or-treat or leave candy out if you are sick or have been in contact with anyone who is sick
• If there is crowding at a home, or if treats are being directly handed out, skip that house and find a safer option
• Avoid any crowding in elevators, hallways or stairwells
• Trick-or-treat in small groups
• Gatherings & parties are discouraged, whether indoor or outdoor
• Ensure that your Halloween mask meets face covering guidance, or wear a cloth face mask that compliments your costume

The Kingston 311 app, website and phone system allow residents to quickly and easily report issues and submit service requests. The Kingston 311 app, available for Android & iPhones, is a fast and simple way to connect to City officials in non-emergency situations.
This system is a valuable resource to submit service requests for streetlight replacement, roadwork, City signage, traffic calming measures and other concerns. Issues with snow removal and reporting of vehicles and sidewalks not in accordance with the Snow Emergency restrictions can also be submitted via Kingston 311. Photos can also be attached to illustrate service orders. Dial 311 from any phone within City limits to reach us.
