Mayor's Message
Hey Stockton!

As leaders, it is important to have a vision, but it is not until we have a comprehensive understanding of the needs, that the vision can be fully realized. Upon entering office, my goal was to gain a thorough understanding of the fundamental needs of the community.

The greatest voice in local government is the voice of the people. It is my responsibility to listen to the residents of Stockton and make decisions that reflect the true needs of the community.

Over the past few months, the Mayor's Office has invested our time laying a solid foundation for the road ahead. We have listened to community members and stakeholders, built bridges of trust, and fostered public, private, and non-profit relationships. Our office will continue to provide a space for our residents to have a voice and seat at the table.

Now is the time for action, and we are moving ahead toward long-term solutions. Our team has been hard at work conducting research, advocating for funding and resources, and collaborating with government and non-government organizations to align and showcase services and resources available to Stocktonians.

I am committed to working with my fellow Council Members to achieve true, sustainable change. As the legislative body of the City of Stockton, we must work together and make decisions that are in the best interest of the community we represent. Our Council Members represent individual districts throughout the city, but we are One Stockton.

This inaugural edition of the Mayor's Office newsletter is a snapshot of our many efforts thus far around homelessness, COVID-19 response, education and workforce development, and civic engagement.
RECAPPING THE FIRST 100+ DAYS:
Homelessness
Established City-County Coordinating Committee
We formed a City and County Coordinating Committee, bringing 2 County Board of Supervisor representatives, 2 City Council representatives, and 2 members of the Continuum of Care to the table, to combine efforts and resources toward addressing homeless mitigation solutions in San Joaquin County. Thus far, two committee meetings have been held, where plans were discussed for immediate mitigation solutions and funding.
Created Homelessness/Housing Strategic Action Plan
As a result of the Coordinating Committee's efforts, a "Strategic Action Plan" was created to serve as a working document for moving forward with immediate action steps toward homeless mitigation and alleviation.
Stanford in Stockton
We are excited to be partnered with the Stanford Public Policy Program from 4/2/21 - 6/3/21 to further analyze options to address homelessness. This partnership will provide focused research into our current homeless crisis, and provide insight and options for potential solutions.
Established a Stockton Homelessness Alliance Advisory Council (SHAAC)
The Stockton Homeless Alliance Advisory Council will serve to identify City/County homeless resources by forging alliances, fostering (public, private, nonprofit) organizational collaboration, and advising the Office of the Mayor on matters related to homeless mitigation solutions that restore well-being and improve the quality of life for all Stocktonians. 
Public/Private/Non-Profit Partnerships
Homelessness has been our number one priority since we stepped into office, with the goal of forming partnerships to effectively and efficiently address the impact of homelessness on our unsheltered and sheltered residents.
  • Met with Executive leadership of private and non-profit community based organizations throughout the city, county, and surrounding cities in CA.
  • Toured Gospel Center Rescue Mission, Stockton Shelter for the Homeless, the Salvation Army Low-Barrier Shelter in Modesto, DSA Showers, Loads of Hope, Ready to Work, Emergency Food Bank, Salvation Army Mobile Van, Stanislaus Low-Barrier Shelter, Dignity's Alcove, and joined the H.O.T. Teams homeless outreach.
  • Began conversations at City Council meetings regarding homeless mitigation solutions and the potential for additional emergency shelter capacity.
  • Invited Stockton Shelter for the Homeless and the Continuum of Care to present at the February 23rd, 2021 City Council meeting.
  • Requested a presentation from the Stockton Police Department to City Council regarding homeless encampment quantity, locations, calls for service, and the impact on overall public safety and police department resources.
  • Requested a presentation from the Stockton Fire Department to City Council regarding fires caused by homeless encampments including quantity of incidents, locations, and overall impact on public health, safety, and Fire Department resources.
  • Participating in ongoing meetings with experts regarding mental health, behavioral health, substance use disorders, affordable housing, rehabilitation programs, transitional housing, and Veteran's services.
Funding Advocacy
  • Met with multiple state executives and legislators to advocate for monetary relief, and flexible dollars to put towards homeless mitigation and alleviation. 
  • Through the American Rescue Plan, Stockton will receive approximately $85 million dollars. These funds can be utilized to (1) respond to the public health emergency or negative economic impacts associated with the emergency; (2) to support essential work; (3) to backfill a reduction in revenue that has occurred since 2018-19; or (4) for water, sewer, or broadband infrastructure.
  • Conversed and strategized with many private and non-profit organizations to discuss homeless mitigation solutions and sustainable community contributions to these efforts.
City-Wide Clean-Up Efforts

COVID-19 Response
Stribley Park Vaccination Clinic
  • The City of Stockton partnered with the State of CA to establish an OptumServe Vaccination Clinic at the Stribley Park Community Center.
  • Stockton is 1 of 12 OptumServe Vaccination sites throughout the Central Valley.
  • Governor Newsom announced 40% allocation of vaccines to HPI locations like Stockton, while visiting the Stribley Park vaccine clinic.
Stockton Arena Mass Vaccination Hub
The City of Stockton partnered with Kaiser Medical Group and San Joaquin County Public Health Services to launch a Mass Vaccination Site at the Stockton Arena capable of servicing up to 5,000 vaccine patients per day.
Public/Private/Non-Profit Partnerships
  • Met with multiple state executives and legislators to advocate for direct vaccine allocations, based on the Healthy Places Index (HPI) data showing Stockton as a disproportionately impacted community.
  • Met on multiple occasions with San Joaquin County Public Health Officer Dr. Maggie Park and San Joaquin County Health Care Services Director Greg Diederich regarding COVID-19 vaccines, testing, and health equity in San Joaquin County.
  • Met with Family Resources and Referral Center regarding their work with the 211 First Responders Hotline, which exists to provide assistance and guidance toward resources in San Joaquin County.
  • Participated in weekly calls with the Office of Emergency Services and San Joaquin County Public Health Services regarding COVID-19 status, responses, and communication efforts and worked closely with SJC Public Health Services and the Office of Emergency Services regarding testing and vaccine access and availability in disproportionately impacted neighborhoods in Stockton.
Sponsored First Responders Appreciation Luncheon
We partnered with Supervisor Villapudua and the Singh Family of Mountain Mikes Pizza to serve lunch to over 700 San Joaquin County First Responders!
Education & Workforce Development
Education is key to our city's future, so it is important that the Mayor's office is in communication and collaboration with local schools and educators. In our first 100 days we met with:

  • Discovery Challenge Academy

  • Teacher's College of San Joaquin County

Career Technical Education Partnerships
We spent time touring and understanding the programs in town that are building upon the workforce and enhancing Economic Development in Stockton.

The San Joaquin County Office of Education offers several Career Technical Education programs that equip both youth and adults for a career-focused future in the tech, engineering, manual labor trade, and teaching fields. CodeStack Academy, Venture Academy, the Fab Lab, Greater Valley Conservation Corps and the Teacher's College are all paving the way for San Joaquin County students to enter the workforce.

Delta College offers 33 CTE programs, 100 Certificates, and 50 Associates Degrees that prepare high schoolers and young adults for the workforce. Whether interested in mechanical work, engineering, architecture, or robotics, Delta College is sending students into the workforce with the necessary tools for a thriving career. Delta is also the only community college in the nation offering Electron Microscopy!

We are excited about all of these partnerships. Stockton is a city with great CTE resources for youth and adults, providing a solid foundation to build a strong workforce that attracts and maintains healthy businesses in Stockton.
Established the Stockton Tech Advisory Council (STAC)
The Stockton Tech Advisory Council will bring technology leaders across multiple industries together to provide strategic guidance to the Office of the Mayor to bridge the digital divide throughout the community, advise on matters of economic development in the technology sector, and vet current and future programs and initiatives. 
Business Outreach
  • Participated in Board meetings with the Greater Chamber of Commerce, African American Chamber of Commerce, Hispanic Chamber of Commerce
  • Upcoming meeting with the Asian American Chamber of Commerce
  • Met with many small business owners and attended the grand opening of the Arte' Cafe' Mexican Heritage Center and Coffee Shop.
Civic Engagement
Public Comment Moved
We moved the public comment portion of the City Council Meetings to the beginning of the meeting. It is important that the voice of the people is heard before Council discussions and decisions take place.
100 Day Listening Tour
Hearing from the people of Stockton is incredibly important as we move forward to address the needs of the city. We met with and toured over 50 public, private, and non-profit organizations, programs, and businesses in town to hear directly from our community regarding the visions they have and the work they are currently doing. Each of these encounters brought voices of the community to the table.

Established Mayor's Inter-Faith Council (MIC)
The Mayor's Inter-Faith Council will unite the greater faith-based community to serve the City through programs and initiatives across multiple disciplines that address citywide humanitarian issues.
Community Events
On February 27th, 2021, the family of Christopher "Bobby" Gnem held a 9 mile walk to commemorate the 9 warriors who lost their lives in the line of service in July 2020. We proclaimed this day (Bobby's Birthday) Christopher "Bobby" Gnem Day, in honor of Bobby's sacrifice.
Georgia Brownlee hosted an Easter Grab-and-Go for her Sierra Vista Community, with donations from United Way San Joaquin and the District Attorney's office. We were pleased to serve alongside Georgia for this wonderful event.
Quail Lakes Baptist Church hosted a vaccine clinic for San Joaquin County residents, that serviced over 400 patients.
The Salvation Army of San Joaquin County now has a mobile services van providing access to wi-fi, computer, printer, and scanning services, as well as storage and delivery space for food and resources.
Medal of Honor Day commemorating Stockton Medal of Honor Recipient USMC Master Seargeant Richard A. Pittmans.
We attended the grand opening of Arte' Mexican Heritage Center and Coffee Shop, a new space for people to enjoy local art, rich culture, and a great cup of coffee.
Village West Marina and Resort was awarded the Five-Gold Anchor Accreditation, Being only the 2nd marina in the state to receive this accreditation, Village West is now named a destination location for boaters in California.
Jaden Bolina dedicated his 11th Birthday to raising funds to purchase and load backpacks full of resources for the homeless.
Progressive Community Church hosted a mass vaccination clinic for San Joaquin County serving residents in their community.
Appointment of Vice Mayor
Role of the Vice Mayor:
The Vice Mayor serves as a representative of the Mayor at events and meetings, and in his absence would chair the City Council meeting.
Council Member Christina Fugazi has been appointed as Vice Mayor for this term through December 31st, 2022. We look forward to the work ahead with City Council, as we focus on improving the quality of life for all Stocktonians.
Big City Mayors Coalition
The Big City Mayors is a coalition of Mayors across California's 13 largest cities. Members include Mayors from Los Angeles, San Diego, San José, San Francisco, Fresno, Sacramento, Long Beach, Oakland, Bakersfield, Anaheim, Riverside, Santa Ana, and Stockton.
Mayor Lincoln, on behalf of Stockton residents, has begun advocating for greater federal and state programs and funding to benefit the city. Through the BCM coalition, Stockton has a strong voice.
Advocacy efforts include:
  • Vaccine Access: we requested direct aide to Cities, the prioritization of public health infrastructure, and accountability and transparency,
  • School Reopening: we requested prioritized vaccinations for educators and school employees and that as soon as first doses were distributed school districts re-open those grades to in-person instruction
  • State and Local Assistance: we requested significant, direct state and local government assistance as outlined in the President’s American Rescue Plan in any coronavirus relief package.
  • Homeless Flexible Funding: we requested a four-year allocation of $16 billion for homelessness and housing.
