MAYOR'S UPDATE

From the desk of Mayor Rika Levin

A Message of Gratitude to the Ossining Community

Dear Ossining Neighbors,

From the bottom of our hearts, thank you for reelecting us to serve as your Mayor and Board of Trustees. We are deeply grateful for the confidence you have placed in us and humbled by the opportunity to continue working on behalf of the community we love.

Your support is more than a vote of confidence in our leadership. It is an affirmation of the work we have undertaken together and the vision we share for Ossining’s future.

Over the past several years, we have worked hard to make our Village stronger, safer, more welcoming, and more vibrant. From investing in our infrastructure and revitalizing our downtown to expanding opportunities for our young people, protecting our environment, supporting our immigrant neighbors, and maintaining responsible fiscal management, our focus has always been on improving the quality of life for everyone who calls Ossining home.

We know that there is still much to accomplish. We recognize that the challenges facing our residents are real, and we remain committed to listening, learning, and working collaboratively to find meaningful solutions. Your voices, your ideas, and your participation are essential to the future of our Village.

We also want to thank everyone who participated in this election — those who supported us, those who asked difficult questions, and those who offered different perspectives. A healthy democracy depends on civic engagement, and we are proud of the community spirit that makes Ossining such a special place.

Serving as your Mayor and Trustees is both a privilege and a responsibility that we take seriously. We will continue to approach this work with humility, dedication, transparency, and a deep commitment to the people we represent.

Together, we will continue building an Ossining where families can thrive, businesses can grow, our neighborhoods can flourish, and every resident feels that they belong.

Thank you for your trust, your support, and the opportunity to serve you once again.

With gratitude and renewed commitment,

Mayor Rika Levin, Trustee Dana White, Trustee Patrick Yost

Following the severe ballot scanner issues experienced across Westchester County during the election, Westchester County officials issued a statement confirming that emergency ballot protocols were executed immediately, maintaining continuous bipartisan oversight to guarantee the security and integrity of every vote. Following the close of polls at 9:00 p.m., all cast ballots were secured and transported under police supervision to the Westchester County Board of Elections facility in Ardsley, where they remain under continuous police protection until the final counting process begins at 11:00 a.m. Eastern Time in a fully transparent and orderly manner.

Current unofficial election outcomes include:

  • Executive & Statewide: Incumbent Governor Kathy Hochul (D) secured reelection alongside Lieutenant Governor Adrienne E. Adams (D), Attorney General Letitia James (D) won reelection, and State Comptroller Thomas DiNapoli (D) retained his seat.
  • Federal & State Legislative: In the competitive 17th Congressional District, Republican incumbent Mike Lawler conceded to Democratic challenger Cait Conley, while State Senator Peter Harckham (D, SD-40) and State Assemblymember Dana Levenberg (D, AD-95) secured their respective seats.
  • Ossining Town & Village: Town Supervisor Elizabeth R. Feldman (D) and Superintendent of Highways Peter J. Connolly (D) lead the town administration slate, while incumbent Rika Levin (D, W) secured reelection as Village Mayor alongside incumbent Village Trustees Dana White (D) and Patrick Yost (D).

While official tallies await final verification, a premature congratulations is extended to all the candidates on their projected victories and hard-fought campaigns.

This past week, three of Ossining’s finest female police officers traveled "upstate"—all the way to Niagara Falls, NY—to participate in the New York Women in Law Enforcement Annual Training Conference. During the event, they engaged in intensive workshops designed to enhance their leadership, tactical, and investigative capabilities. The training focused on critical modern policing skills, including trauma-informed practices, community trust-building, and mental fitness and resilience, bringing valuable expertise back home to serve and protect the Ossining community.

This week’s Legislative Meeting will take place on Wednesday, November 4th, 2026 at 7:30PM at the Courthouse.

Some items of note (items in yellow were discussed at the most recent Work Session):

  • We will begin with a Public Hearing on the BOT’s intention to extend the T-Zone Moratorium.
  • Under the Manager’s Report, Village Manager Karen D’Attore will present the Manager’s (otherwise known as Tentative) 2027 Village budget.
  • We will then have resolutions for contract extensions as follows: Planning Consultant (Nelson Pope & Voorhis- one year), Claims Management Services/ Third Party Administrator (TPA) (FutureComp- three years), IT service-level agreement (A1 Computer Services, one year). We will also have a resolution for the 2027 SPCA agreement (one-year).
  • The BOT will have a resolution to refer the Board’s intention to update zoning in the T-District to the Village Planning Board; there are two resolutions for this, one on the map component, and one for the zoning text amendment proper. The Planning Board is scheduled to discuss these proposed changes at their November 24th meeting. Once the BOT gets their feedback, we can move forward with the Public Hearing process in December/ January (unless they suggest, and the BOT agrees with, substantive changes)
  • The BOT will have a resolution to call for a Public Hearing on a temporary pause of enforcement on the Village’s drone permit regulations (“Use of Unmanned Aircraft and Unmanned Aircraft Systems”—Village Code Chapter 194).
  • We will have a resolution for the BOT to authorize a supplemental agreement with the NYS Department of Transportation pertaining to the Village’s snow & ice agreement, whereby we remove snow from/ treat the sections of NYS-owned roads that pass through the Village.
  • Following the Public Hearing at the October 21st Legislative Meeting, the Board will have a resolution to adopt the proposed language clarifications describing portions of the Overnight/Hardship Parking program in Chapter 250 (definition, improper area, and commercial vehicles).
  • After the Board’s referral of this matter to the Planning Board (on which they had no feedback), the BOT will have a resolution calling for a Public Hearing for a four-month extension of the BESS (Battery Energy Storage System) moratorium.
  • Finally, under New Business, we will have a resolution to discuss a contract for Special Inspection Services for the Community Center Renovation project, for which the Village’s consultant solicited competitive proposals and has, with staff, made a recommendation.

Happy Diwali to all in our community who celebrate, especially as the 5-day Festival of Lights arrives this week (starting Friday, November 6, with the main day of Diwali on Sunday, November 8, 2026)! May the festival bring peace, joy, health, and prosperity to you and your families, and may its spirit of unity and brightness continue to illuminate our town throughout the coming year.
