Measure X Background
Measure X is the 1/2 cent sales tax measure which began in April 2019. The revenue from the 1/2 cent tax helps fund:

  • Public Safety
  • Road Repairs
  • Improved Infrastructure
  • Addressing Homelessness

The measure provides for accountability by a Citizens Oversight Committee, spending plans, and an annual independent audit. More information on Measure X
UPDATES: PUBLIC SAFETY
NEW: Community Service Officers
A plan to expand the non-sworn Oceanside Police Department's Community Service Officer (CSO) Program was approved by the Measure X Citizen Oversight Committee and is anticipated to be finalized by the City Council in June. In this plan, the number of CSOs would expand from four to 32. CSOs help police officers by responding to and investigating lower priority calls for service. This allows police to remain available to answer emergency calls and have more time for proactive enforcement. The program is designed to create a pipeline of future police officers, dispatchers, forensic technicians, and analysts.
NEW: Fire Training Tower
Measure X is funding the construction of the Oceanside Fire Department's Training Tower, which will have state-of-the-art technology to train on realistic structural and rescue scenarios to continually improve service and protect lives and property in Oceanside. The training tower is expected to be complete this summer. The completion will also enable OFD to host regional trainings with law enforcement, fire agencies and REACH medical helicopters.
Emergency Medical Technicians
Thanks to Measure X, the EMT program successfully launched in 2019. Three of four Advanced Life Support (ALS) Ambulances are staffed 24 hours by EMTs and one Firefighter/ Paramedic. An additional two Basic Life Support (BLS) units are staffed 24 hours by EMTs. This program provides Oceanside citizens with an enhanced service delivery, one that other cities are beginning to model. The EMT positions are a great way to provide strong background and training for entry into the Oceanside Fire Department.
UPDATES: ROAD REPAIRS
The Strand Road Repairs
While City engineers formalize locations for this year's Citywide road repair program, another big project is wrapping up, thanks to Measure X. Repairs along The Strand from Seagaze Street south to Wisconsin Avenue are complete, as well as curb replacements, and ADA ramps.
NEW: Traffic Calming Measures
The Citizen Oversight Committee approved a plan to increase road safety for cyclists, pedestrians, and motorists through traffic calming measures. The plan to implement speed humps, round-abouts, median islands, and intersection restrictions have been proven to encourage safer, more responsible driving.

Buccaneer Park to Get Major Overhaul

Measure X is funding South Oceanside's Buccaneer Park "re-visioning" project -- a framework and vision for improvements, with a special emphasis on the aged restrooms and park interaction with the surrounding Coastal Rail Trail project and Loma Alta Slough restoration project. The Buccaneer Park project began with the analysis of existing conditions and then, through a public participation process, conceptual designs for the entire park’s configuration were developed. The "Buccaneer Theme" design was received most positively by the community. The next step is to prepare construction documents for a new restroom to replace the old facilities. UPDATES: HOMELESS EFFORTS
Oceanside began to see higher numbers of homeless people in the past couple of years. In response, wheels began to turn on several new efforts. The City is hopeful that as its 50-bed shelter (opening soon), and the new 60-unit affordable housing development is constructed, it causes positive momentum in changing their circumstances. In using a multi-pronged strategy to combat homelessness, along with more mental health resources in North County, fewer individuals will be living on the streets.
