MEASURE X HISTORY
Measure X is the 1/2 cent sales tax measure passed in November 2018 by Oceanside voters. The revenue from the 1/2 cent is slated specifically for public safety, road repairs, improved infrastructure, and addressing homelessness in the City of Oceanside. The Ordinance went into effect in April 2019 and provides for accountability by a Citizens Oversight Committee, separate funds, spending plans, and an annual independent audit. Measure X Funds Road Repairs |
|
Road work begins this summer in all districts of the City. Maps
Roadwork is a high priority for our community, and plans for the next round of Citywide road repairs were approved to begin this summer. Work is to include slurry seal, overlay, and more extensive full depth reclamation in areas.

Measure X Funds Infrastructure Improvements |
|
With the help of Measure X revenue, historic infrastructure improvement projects are in the planning, design, permitting, or construction stages:

New Fire Station 1 - A second round of design and plan reviews are underway for a new fire station on Civic Center Drive. The current 92-year old historic building will be considered for other uses.

Beachfront Improvements Project - Phase 1 is nearing completion. Work completed during the past year includes the relocation of the sewage lift station and utilities, construction of a new staircase from Pacific Street down to the plaza and The Strand, and new seating, pavers, and landscaping in the plaza. Masonry walls of the new restroom facilities have been erected. Construction of the restrooms, police substation, and maintenance building continue.

Fire Department Training Tower - Foundation work is complete; tower installation is next.

Police Department Expansion or Relocation Study - A feasibility study was kicked off in October and tasks were split into two phases. Phase two, begun in July, will evaluate the pros and cons and costs of continuing operations at the present site vs. relocating vs. constructing another facility.

Pier Bridge & Lifeguard Headquarters Improvement Project - An analysis of the concete bridge replacement or rehabilitation is being conducted; a public meeting for input is scheduled for Aug. 24 at 6:00 p.m. at the Library Community Rooms at 330 N. Coast Hwy. Join us!

South Strand Rehabilitation Project - Interim repairs will be made while a design is prepared to stabilize the slab and seawall. A contract will be brought to the City Council in September to grind and overlay The Strand.

Measure X Funds EMT Program
|
Measure X funding allowed the implementation of an enhanced Emergency Service Delivery Model. This is crucial as the pandemic continues. The program put an additional fire engine in service, provides a more responsive level of service to Oceanside residents, reduces response times, and reshapes emergency service delivery to optimize the medical aid that residents receive. A new ambulance was purchased, and EMTs are employed to assist with Basic Life Support calls. |

Measure X Funds Crime Suppression Team |
Measure X helps fund an OPD crime suppression and encampment detail. The team is deployed in areas where crime analysis has identified a trend, and they are tasked with addressing a multitude of issues. This proactive policing unit focuses on enforcement to improve quality of life for Oceanside residents and businesses. In fiscal year 2020/2021, this OPD team made 86 felony arrests and issued 1,134 citations.

Measure X Funds Public Safety Equipment |
|
In Fiscal Year 2020/21, additional Measure X funding was provided for one-time public safety equipment purchases to support Fire and Lifeguard Operations. The equipment includes a cardiac monitor, hand-held sonar units, two drones, training simulators, a training ladder, antidote kits, Lifeguard rescue boat equipment, security cameras, and more. |

Measure X Addresses Homelessness |
|
View video at left for an overview on Oceanside programs to assist homeless individuals. Measure X funds the OPD HOT team and many other programs designed to house people and alleviate the societal impacts of homelessness.
Plans are also being developed to open a transitional homeless shelter with wrap-around day services. The City Council also just committed funding for the construction of an affordable housing development for homeless residents. Details
