MEASURE X HISTORY
Measure X is the 1/2 cent sales tax measure passed in November 2018 by Oceanside voters.  The revenue from the 1/2 cent is slated specifically for public safety, road repairs, improved infrastructure, and addressing homelessness in the City of Oceanside. The Ordinance went into effect in April 2019 and provides for accountability by a Citizens Oversight Committee, separate funds, spending plans, and an annual independent audit. MEASURE X - FUNDED SOBERING CENTER
OPENING SOON: Homeless shelters are generally not equipped to assist people under the influence of alcohol or drugs, so they are denied access.

With Measure X funding, along with a County grant, the City contracted with McAlister Institute to operate a Sobering Services Center to help Oceanside homeless individuals with a safe warm place to sober up and receive necessary services. The McAlister Institute has over 20 different programs across the county offering a continuum of care and treatment for alcoholism and drug addiction.

The Center will be dedicated for use by the Oceanside Police Department's Homeless Outreach Team. OPD will transport individuals who are intoxicated and causing disturbances, who may not be able to be held at the County jail.

The new Center is a short-term place where residents can safely sleep, clean up, receive clean clothing, a warm meal, receive transitional services, referrals, and other resources.

The aim is to lead people toward continued services for the treatment of addictions and toward permanent housing.

The new Sobering Services Center also eliminates the time constraints that Police Officers face in otherwise taking an inebriated person to jail or to the hospital, where they may not necessarily be held. Trips like these can take hours out of an Officer's shift. Now that time can be devoted back to crime prevention and public safety services in our community.

The Sobering Services Center will have a direct impact on the lives of clients by immediately and safely getting them off the street, directly to offered services, and allow Police to get back to their work.

MEASURE X - FUNDED HOMELESS OUTREACH TEAM
The Homeless Outreach Team (HOT) Officers funded through Measure X revenue have made 149 contacts with homeless individuals from July 1- September 30, 2020. Of those, they assisted 70 people with services such as housing, helped them obtain I.D. from the DMV, and helped with placement into treatment centers or shelters. The team has adopted an approach that builds rapport, trust, and communication, leading to constructive relationships and problem solving. For information on the HOT, please email [email protected]
MEASURE X - FUNDED BRIDGE HOUSING

Measure X revenue also funds Bridge Housing. Bridge Housing is a place for homeless people to stay (usually a 2-3 bedroom apartment) while social workers assist them in obtaining necessary documents and search for permanent housing. Bridge Housing focuses on the vulnerable homeless population, generally people with disabilities and seniors. As of September 30, 2020, Bridge Housing has served 50 people with 70% of the clients successfully transitioned into permanent housing.
MEASURE X - FUNDED ROAD REPAIRS
Road work is a high priority for our community, and slurry seal road work and many overlay projects have been completed for this year's cycle (map below). The overlay work included replacement of non-compliant ADA pedestrian ramps, raising manholes to new pavement surfaces, and restoring striping, along with an application of the new roadway surface. 

More extensive full-depth reclamation work was performed on much-needed areas in the Rancho Hermosa neighborhood and on Industry Street.

Overlay work is scheduled to begin soon on the Mission Avenue I-5 overpass bridge and west to Horne Street. Staff is also developing plans for the next round of Citywide road repairs in 2021.
MEASURE X - FUNDED INFRASTRUCTURE IMPROVEMENTS
With the help of Measure X revenue, many infrastructure improvement projects are in the planning or construction stages:

  • The replacement of obsolete Fire Station 1
  • Fire Department Training Tower
  • Police Department Expansion or Relocation Study
  • Rehabilitation study for South Strand
  • Pier and Lifeguard Headquarters restoration work
  • Buccaneer Park Facilities Improvement Study
MEASURE X - FUNDED CRIME SUPPRESSION TEAM
Measure X helps fund an OPD crime suppression and encampment detail. From July 1 - September 30, 2020, the team made 32 felony arrests and ordered the removal of over 4,500 bags of debris from the City. The team is deployed in areas where crime analysis has identified a trend, and they are tasked with addressing a multitude of issues. This proactive policing unit focuses on enforcement to continue to improve quality of life for Oceanside residents and businesses.
MEASURE X - FUNDED EMT PROGRAM
Measure X funding allowed the implementation of an enhanced Emergency Service Delivery Model. This allows current staff to be redeployed, puts an additional fire engine in service, provides a higher level of service to Oceanside residents, reduces response times, and reshapes emergency service delivery to optimize the medical aid that residents receive. A new ambulance was purchased and put into service, and EMTs were employed to assist with Basic Life Support calls.
