Legislative Kickoff Reception to Launch the 2025 Maryland General Assembly



MedChi will host a Legislative Kickoff Reception on Monday, January 13, 2025, from 6 p.m. to 8 p.m., at Acqua Al 2 Ristorante in Historic Downtown Annapolis. This annual event marks the start of the Maryland General Assembly session and provides a unique opportunity for physicians, members, medical society leaders, and policymakers to engage in meaningful dialogue about health policy and other key issues.


The reception fosters a relaxed, social environment in which attendees can strengthen professional relationships and renew connections. Members and lawmakers alike can discuss pressing matters impacting the healthcare landscape and cultivate long-term partnerships. This event offers a platform to engage legislators who directly address the policies that affect their organizations and communities.


By bringing together elected officials, candidates, and medical community leaders, the Legislative Kickoff Reception aims to create a collaborative space for policy discussions and shared solutions. Whether it’s discussing healthcare challenges or broader concerns, the evening promises to be an invaluable networking opportunity for all participants.

During the 2025 Session, MedChi will place particular emphasis on the importance of maintaining a reasonable medical professional liability environment to safeguard access to care for all Marylanders. MedChi will also focus on advocating for the improvement of Medicaid payment to address physician shortages and ensure equitable access to care for Maryland’s most vulnerable populations.

 

MedChi’s top priorities for the 2025 Session also include the following initiatives:

 

  • Supporting reforms to hold health insurers accountable for improper decisions that delay or prevent the timely treatment of health care services
  • Fighting initiatives that would weaken Maryland’s current medical liability environment, including repealing or increasing non-economic damages caps
  • Advocating for policies to ensure that individuals have access to behavioral health treatment in the most appropriate setting
  • Opposing measures to expand the scope of practice of non-physician healthcare practitioners beyond their education and training
  • Protecting the interests of physicians and patients in the new Maryland AHEAD Model by ensuring greater and more equitable primary care participation and increasing access to the Episode Quality Improvement Program for all specialties
  • Supporting policies that assist physicians in the operation of private practices and ensure that regulatory and disciplinary actions of the Board of Physicians are fair and just
  • Promoting public health and safety initiatives that address health equity and social determinants of health

CY 2025 Medicare Physician Fee Schedule Final Rule Now Published


The Final Rule includes updated payment rates, updated telehealth policies, and new coding for caregiver training and social determinants of health services. It expands access to preventive and behavioral health care, addresses health equity, and incorporates lessons from value-based care models to strengthen primary care and accountable care organizations (ACOs). The rule also advances drug price controls under the Inflation Reduction Act and modernizes reimbursement for preventive services, telehealth, and advanced care management. These policies will take effect on January 1, 2025, unless otherwise noted. For a more detailed summary, please see the AMA MPFS Final Rule Summary.


DEA & HHS extend Telemedicine Flexibilities for Prescription of Controlled Medications through Dec. 31, 2025


As the end of 2024 approaches, the DEA and HHS announced a further extension of certain Telemedicine flexibilities to allow health care practitioners to remotely prescribe Schedule II-V controlled medications via telemedicine to new and existing patients through Dec. 31, 2025. As a reminder and per MD Code, Health Occupations, § 1-1003, Maryland law prohibits the prescription of Schedule II substances unless certain conditions are met.
