Each year Council honours its community volunteers, but this year Council made two very special acknowledgements. Not only was the Above & Beyond award presented to the volunteer powerhouse Tom Whitfield, but a special recognition was also presented to Len and Marie Mustard for 25 years’ service as Town Criers.

The Volunteer Appreciation reception event is a highlight in Council’s calendar, and their opportunity to thank the many people who contribute to the community’s wellbeing through volunteerism, whether it be serving on Town Committees, Commissions, or broader community organizations.

Tom Whitfield, the recipient of the 2024 Above and Beyond Award, is a longtime resident and retired forester who exemplifies going ‘above and beyond’ for our community. Described as the “heart and soul of the Heritage Forest”, Tom can be found on any given day walking the forest, cheerfully watching over its grounds, observing its wildlife, or enthusiastically educating visitors.

Tom has served as President of the Brown Property Preservation Society since 2009, and a member of the Heritage Forest Commission since 2006, playing a vital role in protecting and maintaining the Heritage Forest. He was also instrumental in the success of the Town’s Beach Day celebrations for 10 years, ensuring the annual event celebrated both environmental stewardship and community spirit along the stunning Qualicum Beach waterfront. On a personal level, Tom is an inspiring figure whose dedication has enriched the social fabric of Qualicum Beach. His cheerful demeanor and wealth of knowledge have made him a beloved member of the community.

The reception also provided the perfect opportunity to honour Len Mustard, a man whose voice has been at the heart of Qualicum Beach for 25 years.  Since 1999, Len has served as our Town Crier, announcing news, opening events, and bringing a sense of tradition, pomp, and personality to our community. Always at his side has been his wife Marie, a steadfast consort who has added elegance and warmth to every occasion. Together, they have been an unmistakable and beloved sight at events, fundraisers, and celebrations.

The role of Town Crier in Qualicum Beach was first envisioned by the Qualicum Beach Chamber of Commerce, with the Town’s support. Len, then president of Echo Players, was asked to gauge interest in the role among the group. When no one stepped forward, Len entered a public competition to write and deliver a cry.  As fate would have it, he was the only participant who showed up, securing his place as the clear winner.

In appreciation for the many years of service, the Town has sponsored two seats at Village Theatre through the ECHO Players “Take a Seat” initiative ensuring Len and Marie always have a special place in the Town’s cultural community.

The afternoon closed with a sincere thank you from Council, on behalf of the whole community saying, “Your generosity of time and spirit shines brightly, and we are profoundly grateful for the difference you make every day.” The volunteer groups and Committee/Commission members honoured this year will be listed on the 2024 Volunteer Appreciation Recipients Award displayed in the Town Hall foyer, along with the Above and Beyond Volunteer Award plaque.
