On June 24, 2026, Council will consider proposed amendments to the Town of Qualicum Beach 2026-2030 Financial Plan Bylaw No. 921, 2026, including a revised budget for the Eaglecrest Project. The Eaglecrest Project will remain self-funded from land sales and a private donation, without impact to taxation.
Through the 2025 and 2026 Financial Planning processes, Council endorsed approximately $20.7 million for the purchase of the approximate 100 acres, reconfiguration of the Eaglecrest Golf Course lands and rehabilitation of associated amenities, as well as servicing costs to support land sales that primarily fund the Project. This preliminary budget was based on early estimates and included funding for significant Eaglecrest Neighbourhood improvements, including a proposed traffic solution at Highway 19A, enhanced pedestrian circulation, parkland improvements, and Neighbourhood drainage improvements.
To accommodate refined project costs, staff have prepared a proposed amendment to the 2026-2030 Financial Plan. This update includes land servicing requirements; revised costing for rehabilitation of the Clubhouse and adjacent grounds; reconfiguration of the Eaglecrest Golf Course; purchase and repair of maintenance equipment; proposed construction of a maintenance building with a rainwater capture system; and a project contingency. This adjustment would increase the Project total from approximately $20.7 to $21.2 million, accounting for updated expenditures, receipt of a private donation, and revised funding sources for two capital projects within the Eaglecrest Neighbourhood that are not resulting from the Eaglecrest Project (replacement of a storm main and AC pipe replacement).
The initial Project budget of approximately $20.7 million was intended to provide high-level financial direction while staff advanced due-diligence, defined project scope, progressed rehabilitation of the Clubhouse, undertook reconfiguration of the Golf Course, and carried out public consultation on future land development. With the Project now underway, actual costs and project needs are better defined, and the budget requires adjustment to reflect known conditions and an expanded scope.
The amended $21.2M Eaglecrest Project budget includes the following components and is subject to change. Purchase cost was approximately $8.5 million, with additional due diligence and closing costs of $125k. A further $5.9 million has been allocated for reconfiguration of the Course and rehabilitation of amenities, including a project contingency. In addition, lot servicing costs are estimated at $800,000, and Neighborhood projects are estimated at $5.9 million.
The timing and budget for Neighbourhood projects are subject to future Council decision making and the timing of land sales. The Town currently has six acres, and eight additional lots, available for sale. While the Town borrowed internally from its Reserves to complete the purchase, the Municipality’s larger capital program continues uninterrupted through 2026.
The Project provides for 40 acres of parkland for preservation in perpetuity; a municipally owned par 35, 9-hole Golf Course and related facilities; and significant Neighbourhood improvements over the next few years.
