LED Streetlight Change-Out Completes

A process initiated by Council to address complaints stemming from the installation of new BC Hydro LED streetlights has reached its conclusion.

 

In early 2021, a total of 550 BC Hydro lights attached to wooden utility poles were upgraded in Qualicum Beach, changing them from HPS lights to LED (Light Emitting Diode) lights. This was done as a result of federal regulations requiring all street light ballasts containing PCB (polychlorinated biphenyls) to be removed by the end of 2025. LEDs were chosen as the replacement due to their energy efficiency, increased reliability, extended lifespan, sustainability, and the exclusive option offered by BC Hydro.

 

In response to complaints lodged by residents in reaction to the new lighting system, Council took action by directing staff to institute a formal complaint process. The first phase of accepting requests for light replacements concluded at the close of February 2023, with a subsequent phase concluding in August 2023.

 

By early October 2023, in response to 124 streetlights identified as problematic by residents, modifications were made, transitioning them from 75-watt to 39-watt LED lights and changing the luminaire color temperature from 4000k to 3000k. Lights on arterial routes were excluded from change-out.

 

With the completion of this light replacement endeavor in alignment with Council's directives, residents are now encouraged to report any further light-related concerns using the Streetlight Reporting intake form available on the Town's website. Matters necessitating Council's attention will be scheduled for future Council agenda deliberations.
