All Qualicum Beach residents and homeowners are invited to share their opinions and feedback on Town services, local amenities, housing, and development via the Town’s Quality of Life Survey (QLS), an important first step in the 2025 Official Community Plan (OCP) review.
The survey, which takes approximately 15-20 minutes to complete, will be open until February 16, 2025 and consists of two sections: Part 1 focuses on satisfaction with Town services, while Part 2 addresses housing and development priorities. The survey was developed with input from Council, the OCP Review Steering Committee, Town Committee members, Community Residents Associations and Town staff, and received Council approval during a Special Council Meeting on January 8. The survey process is being distributed and analyzed by a consultant Deloitte LLP.
Survey invitation postcards (pictured below) will be mailed to every civic address within Town boundaries in mid-January, as well as secondary addresses for property owners to ensure that both owners and occupants receive the survey invitation. The invitation postcard will have two unique codes per household, allowing two members over 18 years to complete the survey online. Non-residents may also complete the survey without a code, and their results will be collated separately. Residents requiring alternate methods of participation, such as a paper or telephone response, are encouraged to contact the Town.
In addition to the online survey, a random phone survey will be conducted to ensure a broader range of input. Residents who receive a call from Deloitte LLP will see “QLS Town of QB” displayed on their caller ID.
The survey responses will help inform the Town’s OCP review process. The OCP is a Town bylaw that defines policies for land use and development. It provides a long-term vision for the community and helps ensure incremental progress toward a collective vision over time. The OCP is reviewed and updated during an open, inclusive public engagement process approximately every six years. The last OCP review occurred in 2018, and now in 2025 is required to focus on the provision of housing to meet the needs identified in the 2024 Housing Needs Report.
As the OCP Review unfolds, the Town will be providing numerous engagement opportunities in three stages:
- Quality of Life Survey – Underway.
- In-Person Engagement Sessions – Spring 2025. In-person engagement sessions on specific housing topics.

Draft Policy Review – Fall/Winter 2025. Policy options and recommendations will be presented to Council and the public, including a Public Hearing.
