Qualicum Beach Council has officially adopted the Detailed Plan for Saahtlam Park, marking a significant milestone in the ongoing development of this key community space. Located off Buller Road and Highway 19A, Saahtlam Park spans approximately 9,800 m² (2.4 acres) and features over 70 metres of waterfront, making it an important part of the Town's natural landscape.

The adoption of the Detailed Park Plan comes after an extensive period of public engagement, which took place from May to December 2023. This process allowed community members to provide input on the Park Plan Illustration and the refined Vision Statement. The finalized Plan includes a refined Concept Illustration, the updated Vision Statement, and a list of recommendations that prioritize short-term (1-3 years) and medium-term (3-10 years) actions under the categories of Qualicum First Nation, Upland Park Amenities, Access and Parking, Natural Areas & Tree Canopy, and Operations.
The planning process for Saahtlam Park (formerly St Andrews Waterfront Park) has been underway since 2019, beginning with a community engagement initiative led by consultants to develop a preliminary Park Concept Plan. The latest phase, culminating in the Detailed Park Plan, was guided by the following objectives:
- Evaluate how the site’s existing conditions and assets have evolved since the 2020 Concept Plan;
- Re-engage with interest groups, community members, Town staff, and Council;
- Address key issues and challenges identified during the engagement process;
- Revise the 2020 Concept Plan’s vision, site plan illustration, and recommendations to ensure they reflect current priorities and support the Town’s future planning and budgeting efforts.
With the Council's approval of the Detailed Plan, the Town is now set to move into the next phase of the project, which includes detailed costing and incorporation into the 2025-2029 Budget process. This advancement ensures that Saahtlam Park will continue to be a vibrant, accessible space for the community for generations to come.
