E-Licensing Update
The Medical Marijuana Control Program (MMCP) is providing a streamlined process to submit advertising, packaging, and labeling for review. We are grateful for your patience as we worked to update the e-licensing system to allow for this new submission process.

  • E-licensing provides an option to submit requests by accessing your certificate of operation and selecting the button located next to “add new employee.”
  • Remember advertising does include strain sheets, which are considered a print advertisement.
  • There is a separate option, under advertising, for strain names. Strain names that are associated with cartoons, recreational use, considered a slang term, or are otherwise inconsistent with Ohio rules will not be permitted.
  • Be sure to review the advertising FAQ for helpful guidance on what is prohibited and permitted.
  • The advertising fee will be assessed at the time of submission.

Licensees can continue to submit advertising and packaging/labeling via until May 15.

Certificate of Operation Renewal Process
The Ohio Department of Commerce requires MMCP licensees to renew their certificates of operation annually. A renewal option will be available for licensees within the e-licensing system when the licensee reaches 90 days prior to its expiration date.

To successfully renew your certificate of operation:

  • Complete and submit the renewal application in a timely fashion.
  • Pay the associated renewal fees. If the associated renewal fee has not been paid, the licensee's renewal application will not be considered complete and will not be reviewed by the Department.
  • As a condition of renewal, all facilities will be required to pass a full inspection no more than 90 days prior to the renewal date. 
  • A member of the Department of Commerce compliance team will reach out to schedule an inspection at the appropriate time. If your inspection is due and hasn't been scheduled, please contact the Medical Marijuana Control Program as soon as possible at

Survey Reminder
The MMCP is seeking input from cultivators on reported issues related to packaging of medical marijuana plant material and the 90-day supply outlined in the Ohio Administrative Code (O.A.C.).

O.A.C. 3796:8-2-04 requires plant material to be packaged in multiples of 2.83 grams, which is more than 1/90 of the maximum 90-day supply (226.8 grams for Tier I plant material and 150.3 grams for Tier II). As a result, the amount purchased at one time can impact a patient’s ability to ultimately purchase a full 90-day supply. We will be closing the survey on April 26. MMCP Program Update
The following is an update regarding key metrics:

Licensee Status

  • Cultivators: 29 provisional licenses/16 certificates of operation
  • 9 Level I and 8 Level II
  • Processors: 39 provisional licenses (40 allowed by rule)/2 certificates of operation
  • Testing laboratories: 5 provisional licenses/3 certificates of operation
  • Dispensaries: 56 provisional licenses/13 certificates of operation

Program Sales Totals (Jan. 16, 2019 to April 14):

Total sales: $ 3.9 million
Total volume of plant material sold: 521 pounds
Total volume of processed material units sold: 784 pounds

Ohio Board of Pharmacy Patient Numbers (as of April 1, 2019):

  • 28,275 Recommendations
  • 24,556 Registered patients with recommendations
  • 1,947 Patients with Veteran Status
  • 895 Patients with Indigent Status
  • 128 Patients with a Terminal Diagnosis

The Medical Marijuana Advisory Committee met on April 11 to discuss the status of the program and future goals. Product ID Reminder/Webinar Recap
The MMCP, led by the Board of Pharmacy, hosted a webinar Friday, April 12 regarding the Product Identifier (ID) process. The webinar explained the purpose of the Product ID and demonstrated the process of creating Product IDs in Metrc, specifically for non-plant material products .
All medical marijuana products must have an assigned Product ID to be accepted by a dispensary. This applies to each medical marijuana strain and medical marijuana form and dose. The assignment of a Product ID is to ensure that only products in compliance with MMCP regulations are available to patients and their caregivers.

Compliance Reminder
Processors: The MMCP is requesting processor provisional licenses to provide 60-day notice of your tentative certificate of operation inspection date to .

Employee Badges: If you are a co-owned and co-located cultivator/processor, please be sure to upload a new sworn statement and double check that all documents are still valid (driver’s license, proof of residence, etc.) if you are adding an existing cultivation employee onto your processor license.

When submitting photos to the MMCP for employee badging, please adhere to the following photo requirements:

  1. Your head must face the camera directly with full face in view
  2. Photo must have been taken in the last six months
  3. Background must be plain and neutral in color
  4. Photo must be square and 2" X 2"
  5. Resolution must be no less than 300 DPI
  6. Photo must be .jpg or .png format
  7. Photo must be taken in color (black and white will not be permitted)
  8. Do not wear sunglasses, hats, headphones, or other devices
