Charles Archer represents our new office in Raleigh, North Carolina, as an Account Director. Before joining Freese and Nichols, Charles spent 12 years with the North Carolina League of Municipalities, serving as Chief Operating Officer. Charles has also been the County Manager for Halifax County, N.C., and the Director of Planning for the City of Roanoke Rapids, N.C. Charles received both his B.S. in Political Science and M.P.A. with emphasis in Local Government Management from East Carolina University.

David Bennett specializes in pipeline, pump station and utility projects as a water/wastewater project manager and engineer. His project experience includes the Regional Carrizo Program Water Delivery Pipeline and the San Antonio River Outfall Pipeline, both for the San Antonio Water System. David serves as the president of San Antonio's Section of the Water Environment Association of Texas and has presented more than 15 technical papers at national and state conferences. David joined Freese and Nichols upon his graduation in 2004 with a B.S. in Civil Engineering from the University of Texas at Arlington.

Gennady Boksiner is Freese and Nichols' leading treatment plant hydraulics specialist. He serves as Project Manager in our Water/Wastewater Treatment Group in Dallas. He specializes in water and wastewater treatment plant design, treatment plant construction phase services, lift station and collection system design and water/wastewater treatment planning for clients such as the Trinity River Authority of Texas and Dallas Water Utilities. Gennady received his B.S. in Civil Engineering in 2000 and his Master of Engineering in 2006, both from the University of Texas at Arlington.

Rachel Ickert serves as a project manager in Freese and Nichols' Water Resources Planning Group, specializing in water supply planning and management, water rights permitting, and design and construction management for large-scale water supply facilities. Her project management experience includes the 2016 Region C Regional Water Plan and water supply planning for Tarrant Regional Water District, City of Weatherford, City of Terrell and Brazos River Authority. Rachel received her B.S. in Civil Engineering from Texas Tech University in 2001 and her M.S. in Civil Engineering Water Resources from the University of Texas at Arlington in 2003.

Matt Moses specializes in civil and structural engineering with expertise in dams. He serves as Project Manager performing design/rehabilitation and dam safety services for clients such as the Lower Colorado River Authority, Sabine River Authority, City of Corpus Christi and Lavaca-Navidad River Authority. He has more than 23 years of experience in detailed inspection, analysis and design of dams and related reinforced concrete structures. Matt received his B.S. in Civil Engineering from Colorado State University in 1991 and his M.S. in Structural Engineering from the University of Illinois in 1993.

Chad Simmons joined Freese and Nichols' North Texas Water/Wastewater Treatment and Reuse Group in 2013 and was named an associate in February. His responsibilities include overseeing client service and development as well as managing treatment projects. Chad's 15 years of experience includes treatment plant projects for City of Dallas Water Utilities, Upper Trinity Regional Water District, Fort Worth Water Department, City of San Marcos, City of Garland, U.S. Environmental Protection Agency, General Motors and Tinker Air Force Base. He received his B.S. and M.S. in Environmental Engineering from Texas Tech University.

Bill Thaman is a project manager and water resources engineer. He is part of Houston's water resources team, supporting both Houston and Austin regional offices. Located in Austin, he specializes in water resources planning; his recent project experience includes the Regional Groundwater Update Project for the Harris-Galveston Subsidence District, Fort Bend Subsidence District and Lone Star Groundwater Conservation District. In addition, he has played a key role in water supply projects for the Guadalupe-Blanco River Authority and the Lavaca-Navidad River Authority. Bill received his B.S. in Mechanical Engineering and M.S. in Civil Engineering from Texas A&M University.
