Traffic Mitigation Sites - a bird's eye view
NOTE: Any traffic mitigation in a neighborhood must go through an approval process with Department of Transportation and Mobility, DTM. If the JPNA board initiates any action, it will always be posted here so that folks can attend meetings to provide their input. All the proposals have been discussed at many previous meetings and noted in the e-news.
RED indicates existing traffic circles.
GREEN indicates approval by Department of Transportation and Mobility, DTM, and are pending (or already have) signed petitions from 60% of nearby residents.
PURPLE means Jefferson Park is researching a proposal to be submitted to Complete Streets Alliance for street painting, among other options.
Speed humps around the IST school are approved and moving forward.
Ward III is funding one, Jeff Park is funding one, and IST is funding the third.
Mountain speed tables have been approved by residents. We have 4 years to raise funds to cover the cost of the tables.
Petitions still being circulated for the Seneca/Tyndall speed hump (below) Yellow highlighted areas- residents must agree at 60% (see image below).
| |
MOUNTAIN AVENUE - At the request of Jefferson Park, WARD III asked for a speed study of Mountain. Mountain Ave. north of Ft. Lowell has a speed limit of 25, but south of Grant reads 30 mph. We want the limit lowered to 25mph.

Helicopter Follow-up Meeting
|
|
All 3 photos taken by an JPN resident. All helicopters are north of the fly-friendly pathway and above Jefferson Park
A BRIEF of the January 30 meeting: 1) Banner now has aviation software that indicates non-compliant flights. The purpose of the software is to collect the information on all flights with specific attention on those companies who have had non-conforming flights and to notify them. 2) Banner is now transitioning responsibility to a new person since the software has been vetted. 3) The monthly reports will be resumed, but no info on when. 4) Another meeting to update neighborhoods has been scheduled for April 6, 2023.
Seven representatives of Jefferson Park attended the meeting and have minutes in more detail. E-mail jdchama@msn.com for those minutes.
CONTINUE TO CALL IN: Banner said to continue to call in flights over the neighborhood. You do not need to give your name. However, providing your location in the neighborhood (i.e., street intersections, chopper color) helps them identify if a plane has been on their helipad. BUMC Security: 520-694-6533
Please note that whenever the Banner Committee meets, we emphasize that we are not disputing the "medically necessary" or "weather-related" flyovers. The safety of the patient is first and foremost. The issues are the blatant disregard for the "fly-friendly" zone and the need to reinforce compliance with the MOU (Memorandum of Understanding) between Jefferson Park and the hospital.

85'- to 110-ft poles? It will be up to you in May!
Going to the voters in May: Currently, TEP charges a 2.25% fee, a franchise fee, on the monthly electric bills of TEP customers. Voters are required to re-approve the franchise fee agreement at least once every 25 years and Tucson's is coming up for renewal. The City and TEP are proposing the renewal of the existing 2.25% franchise fee as well adding a new 0.75% Community Resilience Fee. The changes would raise the average residential TEP customer’s bill by an estimated 93 cents a month. Why? UNDERGROUND THOSE LINES, on at least some of the route of the Kino to DeMoss-Petrie project.
In addition, other undergrounding projects and climate initiatives will be part of the increase. No poles down Campbell Gateway Corridor and then we can lobby for no overhead lines and poles in JP Historic District. The Steering Committee members of the Undergrounding Coalition believe this is a positive measure. Please plan on voting in the May16, 2023 Special Election.

Increase in rates and fees for Tucson Water and EGSD
After a series of public meetings and public hearings, the City of Tucson's Mayor and Council voted Jan 11 to increase rates and fees for Tucson Water and the Environmental and General Services Department (EGSD) to keep up with increasing costs and aging infrastructure. Some rates haven't been changed in more than a decade, even as the departments expanded their services. Water rates will go up by 5.5% each year over the next four years at the start of the new fiscal year, July 1, 2023, but the rates will be reviewed each year. The CAP surcharge is also going up by 30 cents per 100 cubic feet of water (CCF) starting next month in response to the ongoing drought on the Colorado River. Mayor and Council also approved raising EGSD rates for trash and recycling collection from $16.75 per month to $20 per month on Feb. 13, 2023, for customers using the most-common 95-gallon containers. A second adjustment will occur on Jan. 1, 2024, to $23 per month, following a review by Mayor and Council in late 2023 to confirm that the second increase is still warranted. A 10% across-the-board fee adjustment will go into effect July 1, 2023, for all commercial fees.
