Mandatory Section 71 CMP Annual Survey Published

The anticipated mandatory Section 71 Annual Survey Notices under the Chemicals Management Plan (CMP) have now been published. The notices appeared in the Canada Gazette, Part I on August 29, 2026. Please note that there are two distinct notices: Phase 1 covers 184 substances and Phase 2 covers 16 substances. The reporting year for both phases is 2025.

Phase 1: March 3, 2027

Phase 2: September 8, 2027

CA Canada, through our participation in the Industry Coordinating Group for CEPA, has been actively engaged with Environment and Climate Change Canada (ECCC) and Health Canada (HC) throughout the development of the survey, working collaboratively to focus the substance lists and standardize the survey format to help ensure that the government receives the information it needs while making the reporting process as manageable as possible for respondents.

Based on an initial comparison, CA Canada estimates that 53 of the 200 CAS RNs have corresponding INCI names. This provides a useful starting point for identifying substances that may be relevant to the cosmetics sector, but member companies must determine their own reporting obligations by reviewing the lists against their 2025 activities.

NEW TOOLS ON THE WAY!

Beginning in the coming days, CA Canada will roll out additional tools to help members understand and navigate the survey requirements, including a CAS RN-to-INCI name cross-reference. Please be on the lookout for these new resources.

In the meantime, members are encouraged to familiarize themselves with the Guidance document for responding to: Notices with respect to certain substances under the Chemicals Management Plan – 2026, released with the notices. The guidance provides information on the reporting criteria, thresholds, information requirements and submission process.

The government is offering the same information session on three different dates:

Members only need to attend one session. Times have not yet been announced, but registration is open.

CA Canada's Environmental Symposium

Get a head start on your Section 71 survey preparation by attending CA Canada's 5th Annual Environmental Symposium.

September 23, 2026.

Members will have the opportunity to hear directly from the Section 71 survey design team about the newly published survey. The team will walk members through the survey and its reporting requirements, discuss compliance tools and answer member questions. This is a perfect opportunity to hear directly from the team responsible for survey design and get practical information to help you understand and prepare for the reporting requirements.
