CanSIA's Advocacy Highlights for 2017-18
CanSIA's next membership year begins July 1st and although this current membership year doesn't end until June 30th, we thought this would be a good time to reflect on some of the ways the Association has been advocating on behalf of the industry, to help grow solar markets across Canada, over the course of this past membership year.

Leveraging the Pan-Canadian Framework on Climate Change and Clean Growth
CanSIA actively leveraged the Pan-Canadian Framework on Climate Change and Clean Growth to support nation-wide opportunities for solar. To date, the Framework has given rise to a national price on carbon, the accelerated phase-out of coal-fired electricity generation, and the Federal commitment to powering their own operations with 100% renewable electricity by 2025. Funding programs announced to date include:
  • Low Carbon Economy Challenge: $500 million to leverage Canadian ingenuity to reduce greenhouse gas emissions and generate clean growth; and,
  • Low Carbon Economy Leadership Fund: $1.4 billion to eligible provinces and territories to help them deliver on leadership commitments to reduce greenhouse gas emissions (e.g., Nova Scotia's forthcoming residential solar program).
CanSIA's successful advocacy to Canada's Department of Finance also resulted in the e xtension of the Accelerated Capital Cost Allowance (ACCA) to 2025.

Maximizing Opportunity for Solar under Alberta's Climate Leadership Plan
CanSIA has worked hard to maximize opportunity for solar under Alberta's Climate Leadership Plan. To date, the Plan has led to more than $50 million in solar program funding, a procurement from Alberta Infrastructure for 135,000 MWh of solar electricity per year and legislation being tabled to enable Property Assessed Clean Energy (PACE) and Community-Generation.

Ontario's FIT 5 Offers 148 MW of Contracts to Solar PV Projects
After extensive consultation with industry, on September 20, 2017, the IESO announced FIT 5 contract offers equalling approximately 150 MW, the majority (98.6% or 147.899 MW) allocated to solar PV projects. Please find CanSIA's 2017 FIT Price review submission here.

Ontario's LTEP to accelerate electricity market modernization
On October 26, 2017, the Ontario Ministry of Energy announced the 2017 Long-Term Energy Plan, which has set the course for Ontario's energy sector up to 2035 and strongly positions solar and other distributed energy resources to help Ontario execute on its climate, energy and economic plans. CanSIA's Long-Term Energy Plan submission can be viewed here.

Ontario Net Metering Changes
CanSIA succeeded in securing changes to Ontario net-metering regulations, including removing the 500 kW project capacity size limit, extending the credit carryover period from 11 to 12 months, and enabling the use of energy storage in conjunction with renewable energy generation (in force July 1, 2017). Furthermore, CanSIA continues to advocate for Third Party Ownership within the next phase of net metering regulation updates (expected to come into force in July 1, 2018) and for virtual net metering pilot programs to be announced in 2018.

Advocating for Residential and Commercial Solar PV and Heating Rebate Programs in Ontario
Since the announcement of the Green Ontario Fund August 30, 2017, CanSIA has been ardently advocating for a solar rebate program to be offered through the Green Ontario Fund. CanSIA also organized a well-received letter-writing campaign - with enormous response from industry -- inviting industry and stakeholders to share their program support with the Province. We are hopeful a solar rebate program will be announced soon in Ontario.

Solar Panel Installation Training with Stardust Solar Stardust
Stardust Solar will be running certification courses in Burnaby, AB and Regina, SK. A two-day course will focus on the theory of grid-tie solar panel installation, while the three-day course includes hands-on learning.
