Mississippi Community Health Centers (MS-CHCs) are gearing up to be a part of nationwide celebrations August 4-10, 2019 to raise awareness about the mission and accomplishments of the past five decades
.

MS-CHCs will join more than 1,800 community health centers around the country with local activities ranging from free health screenings, to visits from local officials to health centers, to news conferences, to patient and provider appreciate events, to fitness activities, like the
65x65
race and other events held in communities around Mississippi to promote obesity prevention.
The 21 health centers in Mississippi serve more than 300,000 patients and provide more than 200 access points of health care service. Nationally, 1,800 health centers serve 28 million patients – a number that continues to grow along with the demand for affordable primary care.

Certified Application Counselor (CAC) Designated Organization Application Is Open:
The Centers for Medicare and Medicaid Services (CMS) is inviting organizations who would like to become Certified Application Counselor Designated Organizations (CDOs) to apply during CMS's Open Season beginning
June 12, 2019 - September 16, 2019.
CDOs oversee certified application counselors (CACs) who are trained and able to help consumers seeking health coverage options through the Marketplace. Any organization seeking to provide CAC enrollment assistance to consumers for Plan Year 2020 must be a certified CDO. In order to be designated as a CDO, you must submit an online application and enter into an agreement with CMS. If your health center completed the CDO refresh process last year and received a new CDO identification number and a welcome packet, then you do not need to reapply. In preparation for the next Health Insurance Open Enrollment Period, the deadline to submit an application to become a

- All Plans will take effect on January 1, 2020
- Uninsured Mississippians can get short term plans to address the waiting period
- Premium subsidies with keep pace with the cost of benchmark plans
- Silver loading (subsidies) continue through 2020
- No penalty for being uninsured in 2020, although missing the open enrollment
window will require waiting the full 11 months before you can enroll.

Medicaid Title 23 Medicaid Part 200 New Rule 5.7
This Administrative Code filing adds a new rule which requires EHRs and electronic signatures meet certified electronic health record technology (CEHRT) criteria and comply with Health Insurance Portability and Accountability Act (HIPAA) in regards to the access, transfer, storage, and signing of EHR, effective August 1, 2019.

These workshops are designed to provide information and changes related to Medicaid and managed care programs. Beginning August 1, 2019, Alliant Health Solutions will begin performing prior authorization reviews as the Mississippi Division of Medicaid (DOM) transitions to a new Utilization Management/Quality Improvement Organization (UM/QIO) vendor. Alliant was awarded the new UM/QIO contract earlier this year, and will replace the current vendor, eQHealth Solutions, to review and process prior authorizations for fee-for-service Medicaid.

2019 Uniform Data System Manual Now Available
The 2019 Uniform Data System (UDS) Manual
serves as a comprehensive guide for health centers to understand UDS reporting requirements. It includes an overview of the UDS, instructions for completing each of the data tables, and information on how to submit the data through HRSA’s Electronic Handbooks. Changes for 2019 UDS reporting include data to better capture mental health and substance use disorder (SUD) services, reporting virtual visits, the addition of an electronic-specified statin therapy for cardiovascular disease clinical quality measure (CMS347v2), and workforce development data.
HRSA recently held a technical assistance (TA) webinar highlighting changes for the 2019 UDS data collection and reporting activities.

National HIV Testing Day June 27th
June 27th is
National HIV Testing Day
(NHTD), an annual observance to raise awareness about the importance of HIV testing and encourage people of all ages to get tested. According to a
May 2019 Morbidity and Mortality Weekly Report
from the Centers for Disease Control and Prevention (CDC), rates of HIV infection are decreasing at a slower rate among black women than among white women. Strengthening HIV prevention and care efforts for both black women and heterosexual black men could help reduce this disparity. This year's observance is especially important in light of the federal initiative to
End the HIV Epidemic
. The NHTD 2019 theme is

and focuses on how and why people can make testing a part of their lives on their terms and in their way.

NHSC Starts New Rural Loan Repayment Program for Providers

The National Health Service Corps (NHSC) recently launched a Rural Community Loan Repayment Program (LRP) for providers working to combat the opioid epidemic in the nation's rural communities. The application cycle will open soon, and you can

The NHSC LRP will make FY 2019 loan repayment awards in coordination with the Rural Communities Opioid Response Program (RCORP) initiative within the Federal Office of Rural Health Policy (FORHP) to provide evidence-based substance use treatment, assist in recovery, and prevent overdose deaths across the nation.
