A Few Key Take-Aways – NACHC CHI 2018
  • Project Officer of record will not review SAC applications as BPHC seeks a more independent review;
  • On OSV, PO of record will not be present beginning 2019; but there will be federal representation i.e. BPHC staff or other HRSA staff with requisite experience;
  • Fixes on OSV – Expressed Compliance – will be implemented “soon/shortly”. No quick fixes on site but guidance given at exit interview offering a 14-day post site visit opportunity for correction of any findings to address mitigating conditions;
  • FTCA will be integrated fully with OSV in the future; but if there are trends for high volume claims, separate FTCA site visit will be warranted;
  • Diabetes Site Visit reviews will be included with OSVs; if grantee is not scheduled for OSV but reflecting poor performance on the measure, may have independent review;
  • Modernizing the UDS – Seeking feedback to streamline & reduce UDS reporting;
  • SANAM - Service Area Needs Assessment Methodology pending that would leverage public data sources to calculate unmet need. If you do not receive a survey, email;
  • Service Area Overlap – BPHC soliciting feedback for updating process;
  • Auto – HPSAs - National Update of Auto‐HPSAs - Utilizes existing HPSA scoring criteria; Organizational‐level Scoring (i.e., all eligible sites will receive the same Auto‐HPSA score);
  • Announcement of SUD Awards – “Soon-Shortly”
OSV Compliance Review Documents - UPDATES
Bipartisan Budget Act of 2018 (BBA) calls for revisions of the HRSA Compliance Manual and recently released Site Visit Protocol. The updates will be required use for all Operational Site Visits (OSV) scheduled after Setember 6, 2018 .
Health Center Program Statutory Changes linked to BBA:
• Direct employment of health center CEO
• Demonstration of financial policies
• Focus on quality of care
• Full compliance required for 3‐year project period
• One‐year project periods for Service Area Competition or Renewal of Designation
  applicants with any condition at time of award
Influenza and Pneumococcal Vaccines and their administration are paid 100% of reasonable cost through the cost report. The cost is included in the cost report and no visit is billed.  However, FQHCs must include these charges on the claim if they are furnished as part of an encounter. If the administration of the vaccine is the only service furnished on that day, no claim is filed. The beneficiary coinsurance is waived.
CMS Plans Pathway to Success Program – Overhauls to Medicare Shared Savings (MSSP) Program .
Because ACO participation met the CMS Alternative Payment Methodology (APM) requirement, FQHCs were excluded from MIPS reporting. CHCAMS will be reviewing new requirements to determine future APM options. State Plan Amendment (SPA) 18-0012 Federally Qualified Health Center (FQHC) Physician Administered Drugs (PADs) is being submitted to allow the Division of Medicaid to reimburse FQHC’s outside of the encounter rate for the administration, insertion and removal of certain PADs that are reimbursed through the pharmacy benefit, effective July 1, 2018.
