WMS Legislative Review
Do you ever wonder how the WMS determines positions on legislation or how you can do more to get involved?

Each member is represented by a county medical society trustee who carries the voice of physicians in their area to the state board of trustees where policies are debated and decisions are made about how and where WMS will focus efforts each legislative session. Disagree with something we did, or didn’t do? We want to hear from you! Please never hesitate to contact your county trustee, a member of the WMS Executive Committee, or your WMS staff in Cheyenne.

Please take a few moments to catch up on the latest WMS healthcare policy initiatives and state legislative summary below!

WMS State Board Leadership Opportunity
The Wyoming Medical Society (WMS) is calling for nominations for any eligible physicians interested in serving on the WMS Board of Trustees.

TRUSTEES AT-LARGE
WMS members will nominate and elect representatives to serve one-year terms in the roles of at-large-trustees for county medical societies who don't currently have state board representation. Nominees are not required to reside in the county they represent as a trustee-at-large. During the 2021-2022 year, WMS members in Carbon, Fremont, Goshen, Platte, and Uinta counties were represented on the WMS Board by Trustees-At-Large.

OPEN-TRUSTEE
Nominations are being accepted for WMS Open Trustee, a position that Matt Mitchell, MD, has held and is eligible to run for again. The WMS Open Trustee is a voting member of the Board and serves the role of representing the Society's membership as a whole. The Open Trustee is a non-officer, voting member of the Executive Committee.

PROCESS
The WMS Nominating Committee chaired by Past President David B. Wheeler, MD, Ph.D., will nominate current board trustees to serve as officers on the WMS Executive Committee during the 2022-2023 year. The full slate of both officers and nominated trustees-at-large will be submitted to the WMS membership no later than April 1, 2022. All WMS members eligible to vote will receive an electronic ballot facilitated by a third party within 20 days of the nominating committee determining the final slate of candidates. Valid returns must be returned no later than May 20th of each year. Office terms for the 2022-2023 year will begin July 1, 2022.

WMS Bylaws require that board-eligible physicians hold active licenses to practice medicine in the state of Wyoming and have been active members in good standing with the Wyoming Medical Society for a minimum of two years.
Rural Health Value Annual Update
The Rural Health Value team has released the annual update of the Catalog of Value Based Initiatives for Rural Providers. This is your “go to” resource for staying current on CMMI payment demos that are germane for rural health care organizations and clinicians.

The Centers for Medicare & Medicaid Services recently released a Request for Applications (RFA) to solicit a cohort of participants for the Accountable Care Organization (ACO) Realizing Equity, Access, and Community Health (REACH) Model. The ACO REACH Model is a redesign of the Global and Professional Direct Contracting Model (GPDC) Model. Applications are due by April 22, 2022. The new cohort will begin participation in the ACO REACH Model on January 1, 2023. Rural Health Clinics (RHCs) and Critical Access Hospitals (CAHs) may be included as participant providers under the model.

  • Accountable Health Communities Model – Two Rural Participants' Experiences – Participants in CMMI’s Accountable Health Communities Model identify and address health-related social needs of Medicare, Medicaid, and dual-eligible beneficiaries. This Rural Innovation Profile describes the successes and challenges of two AHCs serving rural populations.
  • Value-Based Care Assessment - This tool helps a rural organization assess readiness for the shift of healthcare payments from volume to value. The resulting report may be used to guide the development of action plans.

Wyoming Medicaid Update
pregnant_mothers.jpg
Attention Maternity Services Providers:
Wyoming Medicaid has evaluated claims data and has determined that only approximately 40 percent of deliveries also have a matching postpartum visit billed. Postpartum care is a critical necessity after the delivery of a baby.

As a reminder, Wyoming Medicaid has separated the postpartum visit from maternity global bundle codes (59400, 59510, 59610, 59618). As part of this unbundling, the rate for these global codes was reduced by the allowed amount for the postpartum visit. This means that if providers only bill the global code, they will not receive any reimbursement for either of the recommended postpartum care visits. Providers must also bill for the postpartum visit or visits when they occur using code 59430.

For any questions regarding this policy, please contact Amy Buxton at amy.buxton@wyo.gov.
