Ballots in undated envelopes won’t count, Pa. court says

Pennsylvania officials cannot count votes from mail-in or absentee ballots that lack accurate, handwritten dates on their return envelopes, the state Supreme Court ruled unanimously Tuesday, a week before tabulation will begin in races for governor, the U.S. Senate and the state Legislature. The court directed county boards of elections to “segregate and preserve” those ballots. The justices split 3-3 on whether making the envelope dates mandatory under state law would violate provisions of the U.S. Civil Rights Act of 1964, which states that immaterial errors or omissions should not be used to prevent voting. Written opinions laying out the court’s reasoning were not immediately available. Pennsylvania counties have reported receiving more than 850,000 completed mail-in ballots from the roughly 1.4 million that voters have requested. About 70% of requests have come from Democrats and about 20% from Republicans.

With less than one week until in-person voting begins, Pennsylvania’s top election official encourages all who planned to vote by mail to return their ballots by hand to ensure their votes are received and counted. Election Day is Nov. 8. Polls are open 7 a.m. to 8 p.m. When polls close, so does the window to turn in mail-in and absentee ballots. The U.S. Postal Service expedites election mail and the average delivery time for ballots to be returned to election offices is two to three days, Leigh Chapman, acting secretary of the commonwealth, said. However, Chapman said it’s best to be certain that ballots are received on time. To do so, she said voters should simply turn them over to their respective county election offices or, where available, drop boxes and satellite election offices. “For those who still have their mail ballot, I repeat, hand-deliver it as soon as possible to be sure your county election office receives it before the deadline of 8 p.m. on Election Day,” Chapman said Tuesday. Military and overseas ballots have a later deadline: Nov. 15. Pennsylvania closed its voter registration period with 8,872,968 voters. Of that, 1,419,140 applied for a mail-in ballot with 918,975 already having been returned by noon Tuesday. The deadline to request a ballot expired at 5 p.m. Tuesday. Pennsylvania’s elections received heightened interest given the characters and stakes involved.

Northeast bucks trend of falling gas prices on tight supply, analyst says

While the national average price of gasoline has come down for a third straight week, the Northeast, including the Pittsburgh region, is bucking the trend because of tight supply, an industry analyst said. The national average fell about 5 cents per gallon in the past week and was averaging $3.72 on Monday, according to price-tracking service GasBuddy. But in the Pittsburgh area, the average increased nearly 4 cents in the past week to $3.98, according to GasBuddy’s survey of 731 stations. Pittsburgh-area prices are about 11 cents higher than a month ago and about 44 cents higher than a year ago. Prices range from $3.66 to $4.19, a difference of 53 cents, according to GasBuddy. “The national average is closing in on the previous low from September, which was interrupted when refinery issues caused prices to skyrocket in the West and Great Lakes,” said Patrick De Haan, head of petroleum analysis for GasBuddy. “With those issues addressed, the West has seen prices plummet, including a nearly 90-cent-per-gallon decline in California in less than a month. Compare that to the Northeast, where prices have jumped some 10 to 25 cents per gallon, demonstrating there’s much regionality to current gasoline price trends.
