Public Health Emergency Officially Renewed
Attention: All Providers, County Board Service and Support Administrators, Business Managers

The Secretary of Health and Human Services (HHS) has recently renewed the determination that a public health emergency exists that was due to expire on April 21, 2021. The declaration lasts for the duration of the emergency or 90 days but may be extended by the Secretary.
When Appendix K was submitted it included an additional six months beyond the end of the PHE to allow for the unwinding of the temporary flexibilities and the return to permanent/ongoing services. Appropriate services should be determined through the person-centered team planning process to determine which permanent or ongoing service(s) best meet the needs of the person and to get the service(s) set up and in place before the end of the six-month unwinding period.
The current PHE is scheduled to expire on July 20, 2021, unless extended by HHS, which means that the unwinding period will currently expire on January 20, 2022.

Reminder: SSAs and QIPDs: Don't Forget About OISP Training
Attention: County Boards (SSAs/Supervisors/Directors), Intermediate Care Facilities (QIDPs/Supervisors), Developmental Centers (QIDPs/Supervisors)
|
Part Three of the Ohio Individual Service Plan (OISP) Training is available in DODD MyLearning. It is important that service and support administrators (SSAs) and qualified intellectual disabilities professionals (QIPDs) have the training for Parts One and Two, prior to taking Part Three.
This is mandatory for SSAs and QIDPs.

New Option for Agency Waivers of the High School Diploma/GED Requirement
Attention: All Providers, County Boards, CEOs, COG Directors, ICFs
|
Beginning May 1, DODD will make available an option for agencies to obtain an agency waiver of the high school diploma/GED requirement from DODD. DSPs will be permitted to work for two years under an agency waiver and the agency must track all DSPs working under the agency waiver to ensure adherence to the two-year timeframe. DSPs are required to obtain a GED or high school diploma within the two-year time period.
Agencies requesting an agency waiver must complete a request form and submit it to DODD for approval at [email protected]. As a part of the request for an agency waiver, agencies will also be required to:
- Submit a description of the agency’s internal compliance system to ensure employees are not working for more than two years without a HSD/ GED
- Attest that the agency will ensure the employee is not certified to administer medications before allowing the employee to work under the agency waiver.
- Attest that employees will not administer medication without a HSD/ GED.
Agencies with an agency HSD/GED waiver cannot:
- Extend an employee’s waiver past two years; requests for an extension must be submitted to DODD
- Grant non-expiring waivers; non-expiring waivers will only be granted by DODD
The request form will be available on DODD’s website on 5/1/2021.

American Rescue Plan Webinars

The Office of Budget and Management (OBM) will be providing a series of webinars for local governments regarding updates about the American Rescue Plan Act of 2021. The first in the series is scheduled for April 29, 2021 at 1:30 PM. This first webinar will discuss steps that local governments can take to prepare ahead of the U.S. Treasury guidance in advance of the distribution of funds. We also will review information regarding spending down, reporting, and monitoring of Coronavirus Relief Funds, local government eligibility for the Public Assistance program from the Federal Emergency Management Agency, and the local government provisions in the Governor's Executive Budget. Provider Waiver Certifications and Development Applications Are Open

DODD is pleased to share that we are now accepting Provider Waiver Service Certification applications and Development applications for Intermediate Care Facilities (ICF) and Licensed Waiver Homes through Provider Services Management (PSM).
All Provider Certification and Development Applications have been re-opened for submission and previous black-out dates are no longer in effect. Ohio Department of Medicaid continues to work on roll out of its single-entry point for Medicaid providers, the Provider Network Management (PNM) Module.

Mental Wellness and Suicide Prevention Resources Available

The last year has taken its toll on people’s physical and mental health resulting in a rise in attempted suicide and/or unanticipated psychiatric hospitalizations. It is clear that teams, providers, county boards and department staff are working hard to ensure that people get the help they need. Addressing suicide attempts isn’t easy and requires a collaborative team effort focused on the individual and family. The hard work, long hours and support to those who are struggling has been a testament to the dedication of our system partners. Teams are coming together to provide help when people need it most. In that effort, we wanted to share some data and offer some resources. |

Medicaid Seeks Input on EVV Program

The Ohio Department of Medicaid (ODM) is gathering input about Electronic Visit Verification (EVV) from Ohio families, providers, advocates, and stakeholders who receive or who are involved in Medicaid services. We want to know what works well in our current system and what changes you would like to see.
Please share your thoughts by visiting ODM's website to access ODM’s EVV request for information (RFI) survey. You can submit answers for as many questions in the RFI survey as you like.

Outcome System Tracking Reporting Period 2020

The Outcome Tracking System (OTS) deadline has been extended to June 30, 2021.
If you are new to OTS or you would like a refresher training, please join us for an upcoming virtual training. No registration is required, just click the training you would like to join.

These virtual meetings address any questions users may have regarding the Outcome Tracking System application and process. Registration is not required and the link is the same each month. Monthly Rate Calculator Reminders
Attention: All Providers and County Boards

Here are reminders from DODD about Monthly Rate Calculator (MRC).
For County boards:

When making changes to Homemaker Personal Care (HPC) and/or On-site On-call (OSOC) for any one or more individuals within an MRC site, you must re-finalize and authorize all individuals within that site

Making HPC and/or OSOC changes that are past 60 days you need to email [email protected] to have those changes approved or denied

When adding another individual to an existing site and the site needs to be an MRC site, email the [email protected] to have the MRC date filled in on cost projection page. We are working on getting this fixed for the date to begin on the same date the DBU provider is assigned
- Don’t forget about the MRC reports
For Providers:

At the end of each month and your actuals are all in, you must check the month complete Box for MRC to calculate above, within, or below the 3%
- Non-billable days are to be marked when an individual is admitted into an Intermediate Care Facility (ICF), Developmental Center (DC), or Nursing Home
- Don’t forget about the MRC reports
Final remember, communication is key! County boards and Providers should be in communication when changes happen that would affect the +/- 3%.

Sign Up for 1:1 Personalized Help with Sandata System

The Ohio Department of Medicaid (ODM) offers providers the opportunity for more personalized Electronic Visit Verification (EVV) system training and an EVV account review. This is a great opportunity for providers to work one-on-one with a Sandata EVV representative to review how to use EVV or how to improve on issues related to EVV claims matching.
Providers who have completed a one-on-one session have let ODM know they feel more confident in maintaining their visits.
